Heat Pump vs. Air Conditioner: Which Is Better for Cooling a Home?

A heat pump is not automatically better for summer cooling than central air. Compare the proposed systems’ SEER2 ratings, installed costs and whether you also need winter heating.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For cooling alone, neither a heat pump nor a central air conditioner is automatically better. Both can cool a home. Compare the proposed systems’ matching SEER2 ratings, complete installed prices and suitability for your house. A heat pump’s extra advantage is that it can also heat the home in winter, which matters most when the heating system needs replacement too.

There is no universal winner for cooling bills or upfront cost. Climate, electricity prices, system selection, installation and how you use the equipment all affect the result.

How a heat pump and an air conditioner differ

A ducted air-source heat pump and a central air conditioner can both cool a home. In cooling mode, each moves heat from indoors to outdoors. The key functional difference is that a heat pump can reverse direction and move heat indoors to provide heating in winter; a conventional central air conditioner does not provide heat-pump heating. ENERGY STAR’s overview of air-source heat pumps describes the system’s heating and cooling role.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That difference can make a heat pump valuable as a combined heating-and-cooling system, but it does not establish that it will cool better. If your question is strictly about summer comfort, the equipment category by itself does not identify the better option. The proposed system’s cooling rating and the way it fits the home are more useful points of comparison.

Put another way, a heat pump is not a different kind of summer-only cooling appliance: it can provide cooling and also reverse operation to provide heat. That winter function may change the value of the purchase if heating equipment is due for replacement. If the heating system is staying, however, the heat pump’s extra capability should be considered alongside its actual installed price and ratings—not treated as proof of better summer performance.

Will a heat pump cool a house as well as central air?

Both systems are designed to remove heat from a home in cooling mode. The sources available here do not establish that one category universally cools a home more effectively, nor do they provide a general comfort advantage for either one. A rating or equipment label alone is not enough to predict how two complete installations will perform in a particular house.

Compare the specific systems being quoted, not just the words “heat pump” and “air conditioner.” The contractor should assess the home and propose a complete system suited to it. A comparison based only on equipment category, nominal price or a single efficiency number can leave out important parts of the decision, including installation and any changes needed to make a proposal work with the house.

That is why the useful question is not simply, “Are heat pumps good at cooling?” but, “How do these proposed systems compare for this house?” Request the ratings and the scope for each complete installation. If a contractor says one category will cool better, ask what specific equipment or home-specific factor supports that comparison. The material cited below does not support a blanket performance claim based on category alone.

Compare cooling efficiency using SEER2

SEER2 is a seasonal cooling-efficiency measure. For a fair comparison, compare the SEER2 ratings of the complete proposed systems with each other. Do not compare a current SEER2 value with an older SEER value as though they were the same rating: the U.S. Department of Energy identifies updated test procedures and rating nomenclature for residential central air conditioners and heat pumps. Its consumer guide to central air conditioners and heat pumps explains the current rating context.

EER2 may also be useful when comparing proposals, but compare EER2 with EER2. Do not mix rating types or assume that a category name tells you which system is more efficient. Ask the contractor to identify the efficiency ratings for the actual equipment proposed, so you can compare like with like.

In practice, this means writing down the current rating shown for each proposed system and making sure you are comparing the same measure. If one proposal lists SEER2 and another lists only an older SEER value, ask the contractor to clarify the current comparable rating rather than drawing a conclusion from the numbers as presented. If the proposals include EER2 as well, keep those values in a separate comparison; an EER2 figure is not a substitute for a SEER2 figure.

A rating can help distinguish the seasonal cooling efficiency of proposed equipment, but it is not a complete prediction of a household’s energy bill. The DOE’s regional examples illustrate that modeled savings depend on the assumptions used, while actual savings also depend on use. Your local electricity price, climate and how often you operate the system are relevant to the value of any efficiency difference.

What the ENERGY STAR threshold does—and does not—tell you

ENERGY STAR Version 6.2 lists a minimum SEER2 of 15.2 for certified central split heat pumps and central split air conditioners. That is a certification threshold, not a finding that every system has that rating, that all certified systems are identical, or that two installations will have the same real-world performance. The specification also uses different EER2 and heating criteria for the two categories; the shared SEER2 minimum does not make the full specifications identical. See the December 2024 ENERGY STAR Version 6.2 specification.

Use the threshold as a reference for understanding certification, not as a substitute for the proposed equipment’s ratings or a promise about your energy bill. Efficiency and actual usage affect energy savings, and your home’s outcome depends on conditions not represented by a single minimum rating.

The distinction matters when a proposal uses the ENERGY STAR name as a shortcut for a comparison. Certification identifies whether a product meets program criteria; it does not by itself tell you which of two systems has the stronger cooling rating, what either system will cost installed, or how it will perform in your house. Check the actual equipment ratings and the full scope of work, even if both proposals meet a certification threshold.

Installed price and electricity costs are home-specific

There is no reliable universal installed-price difference between a heat pump and a central air conditioner. The final price depends on the equipment and installation for the particular home. Operating costs also depend on the system, local climate, electricity prices and usage. A nominal equipment price or generic efficiency rating cannot settle either question.

ENERGY STAR says, “In most cases, a central air conditioner can be replaced with a heat pump for a modest additional cost.” Treat this as broad program guidance, not a guaranteed premium, a price estimate for your area or a commitment that your house will need no other work. Get local quotes for the complete proposed systems. ENERGY STAR’s clean heating and cooling guidance provides the program context for that statement.

For a useful price comparison, make sure you are comparing the same scope. A heat-pump quote that includes a heating function is not directly comparable to an air-conditioner equipment price if a separate heating replacement is also needed. Conversely, if the existing heating system is staying, compare the actual cooling proposals and ask what, if anything, must change for the heat pump to work with the current setup. The quote should make clear what equipment and installation work it includes.

Do not assume that a higher efficiency rating will always produce a lower bill or recover an upfront price difference. A more efficient system can affect energy use, but the result depends on how much cooling you need, the local electricity rate and the proposed system. Ask contractors to provide comparable ratings and complete installed prices; then consider those figures alongside your local operating conditions rather than relying on a generic payback promise.

What the Department of Energy’s modeled examples show

The U.S. Department of Energy’s Federal Energy Management Program publishes regional lifecycle examples for residential heat pumps and central air conditioners. These are illustrative calculations, not consumer quotes or household bill predictions. The assumptions differ between the heat-pump and air-conditioner pages, so their modeled savings figures should not be read as a head-to-head comparison.

Example Modeled figure Conditions and limits
Heat pump, hot-humid/Southeast scenario $771 in modeled lifetime savings DOE’s December 2024 guidance compares a required ENERGY STAR heat-pump model with a less efficient model under its stated scenario assumptions. The example uses a 36,000 Btu/h system, regional cooling and heating operating hours, an assumed electricity price of 11 cents/kWh (the average federal facility rate as of July 2024), a 15-year heat-pump life and a 3% discount rate. It is not a household forecast.
Central air conditioner, hot-humid/Southeast scenario $1,853 in modeled lifetime savings DOE’s December 2024 guidance compares a required ENERGY STAR central air-conditioner model with a less efficient model under that page’s assumptions. It uses its own operating-hour assumptions, which differ from the heat-pump example. The page states an 18-year average residential central-air-conditioner life for one example. It is not a household forecast.

DOE’s heat-pump examples cover hot-humid/Southeast, hot-dry/Southwest and Northern regional categories; its air-conditioner page uses its own operating-hour assumptions. The 2024 examples use an assumed federal facility electricity rate rather than a current local household rate. Their purpose is to illustrate modeled efficiency and lifecycle economics under stated conditions—not to tell you what your installation will cost or which option will produce the lower bill. The source pages are DOE’s residential air-source heat-pump guidance and DOE’s residential central air-conditioner guidance.

The two dollar figures answer different modeled comparisons: each compares a qualifying ENERGY STAR model with a less efficient model in its own scenario. They do not compare buying a heat pump against buying a central air conditioner. The heat-pump calculation also includes both heating and cooling operation, while the central air-conditioner example uses its own cooling operating-hour assumptions. Reading the $1,853 figure as evidence that an air conditioner saves more than a heat pump—or the $771 figure as evidence of the reverse—would make unlike calculations look like a direct contest.

The assumptions are useful precisely because they show why a universal cost claim is unreliable. DOE’s heat-pump example specifies system capacity, regional operating hours, electricity price, useful life and discount rate. A household can have different hours of use, rates, climate and equipment choices. Use the examples as illustrations of how efficiency and operating conditions enter a lifecycle calculation, not as a substitute for a quote or a household-specific estimate.

Choose based on whether you also need winter heating

If both heating and cooling equipment need replacement

Ask for a properly selected heat-pump proposal as a combined heating-and-cooling option. Compare it with the full alternative: a new air conditioner plus replacement heating equipment. This puts the heat pump’s dual function in the right context. Comparing only the cooling unit’s price with the heat pump’s price would omit the heating equipment that may also be required.

The heat pump is not automatically the better choice just because it can heat as well as cool. The relevant decision is whether the complete proposed system suits the home and compares favorably with the complete alternative on installed cost, cooling efficiency and the household’s heating needs.

  • Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft

Ask for the scope to show both sides of that comparison: the heat-pump installation as a heating-and-cooling system, and the separate cooling and heating replacements needed for the alternative. This makes it easier to see whether the heat pump’s additional function is relevant to your current plans, rather than treating its heating capability as an abstract benefit. The comparison still needs local installed pricing and the ratings of the actual cooling equipment.

If the existing heating system is staying

Compare the heat-pump and air-conditioner proposals as cooling replacements, while noting what would change in the heating setup. Ask whether the heat-pump proposal requires changes to ducts, electrical service, controls or other equipment. The requirements are specific to the home and proposal; there is no universal upgrade list or cost difference established for all installations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

In this situation, the heat pump’s heating capability may be useful, but it is not by itself evidence of lower summer bills or a better cooling result. Weigh the actual installed quotes and matching cooling ratings against what your current heating system will continue to do.

Do not assume that every existing system needs the same changes, or that a heat-pump proposal necessarily requires a particular upgrade. The right questions are proposal-specific: what is included, what the contractor says may need to change, and how those items affect the installed price and compatibility with the home. An air-conditioner proposal should also be described as a complete installed system so the comparison is not just a list of equipment prices.

How to compare contractor proposals

Ask contractors to assess the home and quote complete installed systems rather than offering a comparison based on equipment labels alone. Use the same questions for each proposal, and request clear answers for the equipment and work included.

  1. Confirm the scope. Ask whether the quote covers a heat pump or a central air conditioner, and identify any heating equipment included or excluded. If the existing heating system will remain, have the contractor explain how the proposed system relates to it.
  2. Record comparable ratings. Write down each proposed system’s SEER2 rating. If EER2 is provided, compare it only with the other proposal’s EER2. Do not treat a certification minimum or an older SEER rating as the rating of the equipment being quoted.
  3. Request a complete installed price. Have the contractor identify the proposed system and installation scope. Ask what changes, if any, are included or may be required for ducts, electrical service, controls or other equipment. The answer depends on your home; the purpose is to make the specific proposal understandable.
  4. Consider local operating conditions. Evaluate your climate, electricity price and expected usage rather than applying DOE’s federal-facility assumptions to your household. Those factors affect operating cost and the value of an efficiency difference.
  5. Compare the right alternatives. If heating equipment also needs replacement, compare a heat pump with the combined cost and scope of replacing cooling and heating separately. If only cooling equipment is being replaced, compare the heat pump and air conditioner as complete cooling proposals.

Before deciding, check that each contractor is answering the same question. One proposal might describe cooling equipment only while another includes a broader heating-and-cooling scope. One might identify an equipment rating while another gives a different rating type. Clarify these differences rather than ranking the quotes by a single number. The goal is not to force every proposal into identical work if the home needs differ, but to understand those differences and what they mean for your decision.

If there is a price difference, ask which equipment or installation scope accounts for it. If there is an efficiency difference, compare the same rating type and consider whether local electricity costs and expected use make it important to you. If there is an uncertainty about ducts, electrical service, controls or other equipment, ask the contractor to explain whether it is included, required, or only a possibility for the specific home. These questions help turn a category-level comparison into a comparison of actual proposals.

Common comparison mistakes

  • Assuming a heat pump always costs less to run. The category alone does not guarantee lower cooling bills. Efficiency and actual usage affect savings, while electricity rates, climate and household use matter to the calculation.
  • Assuming an air conditioner always cools better. The evidence does not establish a universal cooling-performance winner. Compare the complete proposed systems and how they suit the home.
  • Comparing unlike rating systems. SEER2 should be compared with SEER2, and EER2 with EER2. Older SEER values use different rating nomenclature and should not be treated as directly equivalent.
  • Treating a modeled lifetime saving as a personal forecast. DOE’s regional figures rely on stated assumptions, including federal facility electricity pricing in the heat-pump example. They are not estimates for your utility bill or installation.
  • Focusing only on the equipment price. A useful comparison includes the installed system and any home-specific work, not just a nominal equipment figure.
  • Reading ENERGY STAR’s cost language as a quote. Its statement about a “modest additional cost” is broad program guidance, not a promise about a particular contractor, home or region.
  • Comparing the two DOE savings figures as if they were a contest. The $771 heat-pump example and $1,853 air-conditioner example use different assumptions and are comparisons against less efficient products in their respective scenarios—not a direct heat-pump-versus-AC result.
  • Assuming heating capability settles a cooling-only choice. A heat pump’s ability to heat can be valuable when heating equipment also needs replacement. If it does not, compare the actual cooling proposals and the local cost of installing them.

Which option makes more sense?

For a household replacing only its cooling equipment, neither system has a blanket advantage. Let comparable SEER2 ratings, the complete local installed quotes and any home-specific work guide the decision. For a household replacing heating and cooling equipment, include the heat pump’s winter heating function in the comparison rather than judging it as a cooling-only purchase.

In either case, a contractor’s assessment and proposal are more relevant than a generic price premium, a certification threshold or a modeled regional savings figure. There is no evidence-supported universal answer for every home, climate and utility rate.

Frequently Asked Questions

Is a heat pump as good as an air conditioner in summer?

Both a ducted air-source heat pump and a central air conditioner can cool a home by moving heat indoors to outdoors. The cited guidance does not establish a universal cooling-performance winner. Compare the proposed systems’ matching SEER2 ratings, complete installed scope and fit for your home.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does a heat pump cool a house like central air?

In cooling mode, both systems move heat from indoors to outdoors. A heat pump can also reverse direction to provide heating in winter; a conventional central air conditioner does not provide heat-pump heating. The equipment category alone does not show which proposed system will perform better in your house.

Is a heat pump cheaper to run than central air?

Not automatically. Cooling operating costs depend on the proposed system, its efficiency, local climate, electricity prices and how much you use it. Compare actual ratings and local conditions rather than assuming the heat-pump label guarantees a lower summer bill.

How much more does a heat pump cost than a central air conditioner?

There is no reliable universal installed-price difference. ENERGY STAR says that, in most cases, a central air conditioner can be replaced with a heat pump for a modest additional cost, but that is broad guidance rather than a local quote. Request complete installed proposals for your home.

What SEER2 rating should I compare for a heat pump and AC?

Compare the SEER2 ratings listed for the actual proposed systems, and compare EER2 with EER2 if those ratings are provided. ENERGY STAR Version 6.2 sets a 15.2 SEER2 minimum for certified central split heat pumps and central split air conditioners, but that threshold does not mean all systems or installations are identical.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When does a heat pump make more sense than replacing only an air conditioner?

It is especially relevant to compare a heat pump when the home also needs new heating equipment. Compare the complete heat-pump heating-and-cooling proposal with the full alternative of replacing the air conditioner and heating equipment separately. If the existing heating system is staying, compare the actual cooling proposals and ask what changes, if any, the heat pump would require.

The Bottom Line

For cooling alone, neither a heat pump nor central air is automatically better. Compare the complete installed proposals, matching SEER2 ratings and home-specific requirements. A heat pump’s extra value is its ability to heat in winter, especially if the home’s heating system also needs replacement. Local quotes and operating conditions—not a generic cost claim or equipment label—should decide the choice.
