A hash-chained revenue ledger can make later edits or reordering of payment records detectable. It does not prove that a payment record was truthful, that an agent was authorized, or that settlement succeeded. To audit agent revenue, keep the evidence for each payment and settlement, link canonical records into a chain, and give reviewers a way to recompute that chain against a trustworthy starting point.
What provenance adds to an agent-payment record
A revenue total is useful for reporting, but it is difficult to audit on its own. Provenance connects that total to the events that produced it: the payment requirements, the agent’s relevant identity or authority decision, the verification result, the settlement result, and the resulting ledger entry.

With those records, a reviewer can ask two separate questions: does each reported amount trace to a payment event and its settlement evidence, and does the stored sequence still match the sequence originally recorded? A hash chain can help with the second question. It cannot answer the first unless the underlying evidence is also retained and meaningful.

In a hash-chained ledger, each record includes the hash of the preceding record. The system hashes a stable representation of the current record together with that predecessor hash. A verifier repeats the calculation from the chain’s starting point and checks whether each stored link matches the result.

If an entry is changed, its hash will no longer match the next record’s predecessor link. If entries are reordered or removed, the links will generally break as well. This detects changes relative to the starting point the verifier trusts; it does not establish that the original entries were accurate.
Design choices that affect verification
- Canonical representation: Specify exactly how records are serialized before hashing, including field names, ordering, number formats, character encoding, and treatment of absent or null values. Otherwise, two systems may hash equivalent-looking records differently.
- Committed fields: Document which fields are covered by each hash. If important settlement or identity evidence is stored separately and not bound to the entry, a valid chain may not protect the relationship between that evidence and the revenue record.
- Chain initialization: Explain how the first record is anchored. A verifier needs a trusted starting point, not merely a sequence that is internally consistent.
- Corrections and duplicate requests: Define how corrections are appended without silently rewriting history, and how retries or replays are distinguished from new payment events.
- Independent verification: Let a reviewer obtain the records and recompute links, with a useful mismatch report. A dashboard status alone asks the reviewer to trust the dashboard.
Where the ledger fits in the x402 payment flow
The x402 Foundation repository describes a common HTTP payment flow: a client requests a resource; a server may respond with HTTP 402 and payment requirements; the client sends a payment payload; the resource server or a facilitator verifies it; settlement occurs directly or through a facilitator; and a successful response can include settlement details. The particular scheme and network affect the details, so this flow should not be read as a guarantee that every x402 payment has identical settlement or finality behavior.

The official v2 specification states, “The resource never executes with nothing checked.” That is a protocol-level control requiring at least one check, such as verification or settlement, before resource execution. It is distinct from application-ledger integrity: it does not say that revenue records are immutable or independently auditable.

- Identity and authority: Record which agent or principal was involved and what authorization or policy decision applied.
- Payment request: Preserve the payment payload and the requirements presented for the transaction.
- Verification: Store the verification outcome and the evidence needed to interpret it.
- Settlement: Record the outcome and, where applicable, the transaction or commitment reference.
- Revenue entry: Bind the resulting ledger entry to the relevant evidence, then hash-chain its canonical representation.
This separation makes it possible to distinguish a verified payment request from a completed settlement and both from the integrity of the application’s ledger.

What an intact chain does—and does not—prove
A correctly recomputed chain can show that records still link together from a trusted starting point. It can expose a changed entry or broken ordering. That is evidence about the history’s integrity after recording, not proof that the history was true when first written.
- It does not prove truthful inputs. A false amount or fabricated event can be recorded and then chained correctly.
- It does not prove agent authorization. Identity, authority, and policy enforcement need their own evidence.
- It does not prove settlement. The ledger must preserve settlement evidence; a hash link cannot substitute for it.
- It does not prevent a full rewrite by a privileged operator. An operator able to replace the entire chain and its root may produce a new internally consistent history. Preventing silent replacement requires anchoring the chain head somewhere the operator cannot quietly rewrite.
- It does not by itself establish non-repudiation. Hashing records is not the same as proving who created or approved them.
How to assess a revenue-ledger implementation
When evaluating a ledger or designing one, ask for concrete answers to these questions rather than relying on a claim that records are “tamper-proof.”

What the P31 article describes
The article describes a P31 revenue ledger in which each settlement is recorded with a SHA-256 predecessor-hash link. It says a public endpoint checks that links match and records are contiguous, and that each row has an individual audit link. Those are the article’s descriptions of its design and implementation; the endpoint’s live behavior and the deployed ledger were not independently confirmed here.
That description is a useful example of attaching provenance to revenue records, but the checks described establish only link consistency and continuity. Assessing the broader claims requires examining what fields are committed, how the chain begins, whether its head is independently anchored, and what payment and settlement evidence accompanies each row.
