Harnessing AI for Cybersecurity Without Losing Control

A controlled approach to AI in cybersecurity starts with a bounded task, limited access, named human oversight, reviewable evidence, and monitoring after deployment.

Use AI in cybersecurity only within clear limits: choose a bounded task, restrict the data and systems it can reach, assign a person to oversee its work, and keep evidence of consequential decisions and actions. That approach addresses three related but distinct challenges: securing AI systems, using AI to help defend an organization, and thwarting attacks that use AI.

Three cybersecurity problems—not one

NIST’s Cyber AI Profile frames the topic in three parts: secure AI systems, use AI for cyber defense, and thwart AI-enabled attacks. These are different goals. A control that protects an AI application does not, by itself, make an AI-assisted defense tool reliable; neither guarantees that an organization can counter AI-enabled threats.

NIST described its Cyber AI Profile (NISTIR 8596) as a preliminary draft in December 2025. That establishes the profile as emerging guidance at that time, not a universal or final security standard. Barbara Cuthill, a co-author, said in NIST’s December 16, 2025 news item: “Regardless of where organizations are on their AI journey, they need cybersecurity strategies that acknowledge the realities of AI’s advancement.”

Where AI can assist cybersecurity work

NIST’s initial public draft of SP 1353, published August 19, 2026, illustrates using generative AI to help with Cybersecurity Framework 2.0 work. The examples are analysis and drafting tasks; they do not establish that a model can independently verify compliance or provide security assurance.

  • Draft a current-state profile: Help map organizational records and interview notes to outcomes, while recording assumptions and evidence gaps for people to check.
  • Draft a target-state profile: Help organize a desired future state around mission needs, stakeholder expectations, risk, and requirements.

These examples can make information easier to organize and review. The organization still has to decide whether the evidence is adequate, whether the interpretation fits its context, and what action to take. SP 1353 is an initial public draft; its listed comment period runs through October 15, 2026, at 11:59 p.m. UTC.

Assess a use case before choosing a tool

Compare a proposed system by the job it will do and the authority it will have—not by a broad claim that it “uses AI.” The following questions are a practical decision framework, not a published NIST scoring standard.

Decision area Question to resolve What to document
Purpose Is the system protecting an AI application, assisting cyber defense, or addressing AI-enabled threats? The specific task, intended users, and the security outcome the organization expects to support.
Authority May it recommend, prepare, or execute an action? Which actions require approval? Named approvers, permitted actions, escalation conditions, and any boundaries on independent execution.
Access and exposure Which data, accounts, systems, integrations, and tools can it reach? Approved access, excluded resources, and the process for changing or revoking permissions.
Evidence Can a reviewer examine the relevant inputs, assumptions, output, approval, and action? Records needed to reconstruct a consequential decision and identify unresolved evidence gaps.
Monitoring and response How will the organization detect problematic behavior, misuse, incidents, or changing performance? What is monitored, who reviews it, and how concerns are escalated and handled.
Operational fit Does the use case fit existing governance, incident handling, and information-sharing arrangements? Responsible teams, handoffs, and any relevant partner or reporting processes.

Secure the system and its dependencies

Do not treat the model as the whole security boundary. Consider the system around it: the data it receives, accounts and permissions, connected services, tools it can invoke, and the operating process that turns an output into action. For an AI agent, map what it can access and do, including through integrations, and limit that authority to what the task requires.

NIST’s May 18, 2026 synthesis of responses on AI agent security reports that commenters identified novel threats and called for familiar cybersecurity practices to be adapted to agents. It also describes requests for implementation guidance, information sharing, and standards. This is a synthesis of submitted views, not a measurement of how often particular attacks occur or how severe they are.

Make human oversight specific

“Human in the loop” is not a control unless people know what they are responsible for and can carry it out. NIST’s AI Risk Management Framework Playbook governance guidance recommends clearly defining human roles and responsibilities, including distinguishing people who oversee AI systems from people who use or interact with them. It also points to oversight policies, proficiency standards, training, and tracking risk information about human-AI configurations.

  • Name the role accountable for oversight and the roles permitted to use the system.
  • Specify which actions the system can recommend, prepare, or execute, and which require human approval.
  • Define when a user must stop, escalate, or seek a second review—for example, when evidence is missing or an output would trigger a consequential response.
  • Train users for the task and give reviewers enough information to question an output rather than merely approve it.
  • Keep a reviewable record of important inputs, assumptions, approvals, and actions, proportionate to the risk.

Validate outputs before relying on them

For AI-assisted analysis or drafting, treat the output as a work product to review, not as proof that a control is effective or a conclusion is correct. A reviewer should be able to trace important claims to organizational evidence, identify assumptions, and mark information that is missing or uncertain. In a framework-mapping task, for instance, a polished profile is not a substitute for checking the underlying records and confirming that the proposed mapping reflects the organization’s actual practices.

Set the review threshold according to the task’s potential consequences. A draft for internal discussion may need a different approval path from an output that changes access, triggers containment, or informs a high-impact security decision. Record who accepted or changed consequential recommendations so the organization can later understand how the decision was made.

Plan for monitoring after deployment

Security work continues after launch. NIST’s AI 800-4 monitoring report, publicized March 9, 2026, explains why deployed AI monitoring matters: AI systems can have novel properties, variability, and potentially unpredictable behavior. The report maps monitoring categories and challenges using literature and practitioner workshops. It identifies an active practice and research area; it does not establish one mature monitoring standard or prove that a particular monitoring method is effective.

Before deployment, decide what signals the team will review, how concerns will be escalated, and who can change or pause the system. During operation, use monitoring to inform review of performance, misuse, incidents, and changed behavior. The appropriate measures depend on the system and its use; the cited material does not supply a single control set suitable for every organization.

Choose an incident-sharing route that fits

CISA’s January 14, 2025 JCDC AI Cybersecurity Collaboration Playbook describes voluntary, partner-oriented processes for sharing information about AI system incidents and vulnerabilities. It covers protections and mechanisms for sharing, as well as actions CISA takes after receiving information. It is a collaboration route for organizations participating in that community, not a mandatory reporting rule.

NIST’s August 2026 IR 8607 workshop report records discussion from a January 2026 workshop. Workshop discussion can help identify issues to consider, but it is not binding guidance or proof that a proposed practice works.
