You can mark up PDFs and make scanned pages searchable directly in a browser, but the right workflow depends on the job. On a computer, Chrome’s built-in PDF viewer can annotate and OCR scans on-device. For broader editing, conversion, signing, and collaboration, Acrobat on the web offers more tools but uses an upload-based workflow. Choose according to the task and the file’s sensitivity.

Annotate or OCR a PDF in desktop Chrome
Chrome is a practical option when you want to mark up a PDF or search a scan without sending the OCR conversion to a web service. Google’s computer help says the viewer can draw or highlight, add text, and add a signature. For a scanned PDF, its viewer uses OCR so text can be searched and selected.

- Open the PDF in Chrome on your computer.
- Use the viewer’s drawing, highlighting, text, or signature controls for markup.
- To search a scan, use the viewer’s search function after Chrome has processed the page. Google describes this OCR conversion as automatic and performed on the device.
- Choose whether to download the PDF, with or without changes, or save it to Drive. Saving to Drive sends the file to the selected account.
Google Chrome Help states: “The conversion is completed on your device without sending any data to Google or third parties.” That statement refers to the described Chrome PDF OCR conversion; it is not a blanket claim about every Chrome feature or every way of saving or sharing a file. Use Acrobat on the web for broader editing and conversion
Acrobat on the web documents tools for editing text and images, organizing and merging files, converting PDFs, signing, collaborating, and OCR. Its editing guide covers adding, replacing, or deleting text, placing images, annotations, and formatting changes. This is a better fit than basic viewer markup when the PDF’s existing content needs changes, though intricate layouts can require manual correction. Adobe says this makes recognized text searchable and editable. The workflow requires selecting a file in the web service. For batch OCR, Adobe’s instructions point to Action Wizard in desktop Acrobat Pro, Premium, or Studio. Adobe’s OCR instructions
Know what “edit” means before starting
Markup and editing the original body text are not the same task. Adobe’s free online editor page says its free editing tools do not change existing body text; that more advanced editing path is part of Acrobat Pro. Understand the privacy trade-off
Local OCR and cloud editing have different data flows. Google says the OCR conversion in its documented desktop Chrome workflow runs on the device without sending conversion data to Google or third parties. Separately, saving the resulting file to Drive is an explicit cloud-storage action. Google’s Chrome PDF help
For Acrobat on the web, Adobe describes its service as using AES-256 encryption and TLS 1.2 and says uploaded files remain private unless shared. Adobe’s free-editor page says files are handled by Adobe servers and deleted unless a user signs in to save them. These are Adobe’s descriptions of its service, not an independent security assessment. For confidential documents, consult Adobe’s current terms and privacy information and follow your organization’s handling rules before uploading. Check OCR and edited layouts before relying on them
A scan may contain page images rather than selectable text. OCR adds machine-recognized text to those pages; it does not guarantee that every word, number, or character is correct. Adobe advises reviewing recognized text for accuracy and completeness. Keep an untouched backup when the original matters, then check names, figures, dates, and other high-consequence details in the OCR result. Adobe’s OCR instructions
Likewise, after changing a complex PDF in a web editor, inspect the pages for shifted text, altered spacing, or misplaced images. The layout may need manual adjustment even when the editing operation succeeds. Adobe’s web editing guide

On Android, use the documented mobile workflow
Google’s Chrome instructions for Android require Android 12 or later. Open a PDF from the web, use Find in page to search its available text, or tap Edit to open it in Drive and annotate with the pen, highlighter, or eraser. The Android documentation does not promise the desktop Chrome OCR behavior, so use the desktop instructions only for a computer workflow. Chrome also cannot open a PDF in Incognito mode. Google’s Chrome PDF help
If the document starts on paper
A scanner or phone capture can create the PDF first; OCR then makes its text searchable. You do not need scanning hardware for a PDF that already exists. Adobe documents workflows using connected scanners and mobile capture, but the capture step is separate from browser-based OCR. Adobe’s scan-to-PDF guide Adobe’s UK scan-to-PDF guide
