HAIL says demand for safe, secure and affordable housing for people with significant mental-health difficulties was “unprecedented” over the past year. The Irish Examiner’s 1 October 2026 report gives no numerical measure of that increase; it does describe an organization combining specialist housing with tenancy-sustainment support, including for people living outside HAIL homes.
What HAIL reported
The Housing Association for Integrated Living (HAIL), an Irish specialist housing association, owns and manages almost 486 homes across seven counties, according to the Irish Examiner’s 1 October 2026 report. Twenty-six of those homes are in Limerick, and HAIL said 71% of its housing is for people with mental-health needs. The report attributes the description “unprecedented” to HAIL but does not provide a time series, application count or referral rate to quantify the change.
HAIL chief executive Martina Smith said, “A secure, high-quality home was a vital foundation for mental health recovery and stability.” She added that “providing a key to a front door is only the first step,” pointing to the need for support as well as a place to live. The headline phrase “severe mental illness” should not be read as a claim that every HAIL tenant shares one diagnosis or that diagnosis alone determines housing eligibility; HAIL’s own releases refer to people with significant and enduring mental-health difficulties.
Housing and tenancy support are linked
HAIL works with HSE mental-health services, psychiatric units and community supports. Its tenancy-sustainment service helps people maintain a tenancy and develop independent-living skills. Support is not limited to HAIL properties: HAIL says it can work with people in private rented, local-authority and other social housing.

This distinction matters when interpreting the service figures. They count people supported through HAIL programmes, not everyone in Ireland who has a mental-health-related housing need.

The figures below come from different reporting years and publications, and refer to distinct populations. They should not be treated as a single directly comparable trend.

HAIL’s 2023 account separately cited 1,604 people on social-housing waiting lists who identified a mental-health diagnosis as the basis for housing need, drawing on the Summary of Social Housing Assessments 2023. That is a different assessment year and publication from the more-than-1,600 figure HAIL cited in 2025, so the two should not be combined as a trend.
What HAIL is asking government to do
Allocate some new social housing to this need
In 2025, HAIL renewed its proposal that at least 10% of new Part V social-housing units be allocated to people with mental-health difficulties. HAIL describes this as a targeted supply measure. It is an advocacy proposal, not evidence that the allocation has been adopted.

Provide capital and recurring support funding
In its January 2026 statement to the Oireachtas Joint Committee on Housing, Local Government and Heritage, HAIL sought viable capital-funding models for housing, multiannual HSE funding and closer alignment between funding for housing delivery and tenancy-sustainment support. These requests reflect two related constraints: homes need to be built or acquired, and support services need reliable ongoing funding.
HAIL’s 2024–2028 strategic plan aims to deliver 300 additional homes and expand tenancy-sustainment services. Those are organizational goals, not confirmed government commitments. The Irish Examiner also reported that HAIL’s income included an HSE grant of €1,601,638 as well as rental income; that reported amount is not a complete account of its current funding streams.

Why the demand claim matters—and what it does not establish
The reported story is about both access to suitable housing and the support that can help someone keep a tenancy. HAIL’s figures indicate that its services work across its own homes and other accommodation, while its policy proposals address supply, capital investment and ongoing support. But the published figures do not establish the scale of unmet demand, waiting times, referral volumes or the geographic distribution of need. “Unprecedented” remains HAIL’s qualitative description, rather than a quantified national measure.
