The Punjab and Haryana High Court has warned that Gurugram’s groundwater situation is “rather grim” and needs immediate attention from all stakeholders. Recent monitoring cited in court reporting shows widespread but uneven stress: six of seven urban monitoring wells recorded a year-on-year decline, while one recorded a rise.
What the High Court said
A bench of Chief Justice Ashwani Kumar Mishra and Justice Rohit Kapoor made the warning on October 1 while hearing groundwater-related petitions, according to The Times of India’s October 3, 2026 report, “HC warns of disaster if Gurgaon groundwater depletion goes unchecked.” The report attributes to the bench an intergenerational warning: “The present generation is only a trustee for the futures to come” and must not allow groundwater loss to leave “disastrous consequences” for those who follow.
The Times of India report says a Central Ground Water Board (CGWB) affidavit before the court described the annual extractable groundwater resource as twice the available resource. It also reports that the Haryana Water Resources Authority (HWRA) told the court levels had plunged nearly 40 metres in several areas. These are formulations and figures attributed to court records in that report; they should not be read as independently verified, current citywide measurements or as a definitive extraction ratio.
What the recent monitoring shows
The Central Ground Water Authority (CGWA) report submitted to the High Court, as reported by The Indian Express on September 28, 2026, records pre-monsoon 2026 depth-to-water readings from seven urban monitoring wells. “Metres below ground level” (mbgl) means the distance from the ground surface down to the water level: a larger figure means water was farther below ground at that particular monitoring point. It is not, by itself, a direct measure of how much groundwater remains.

The urban-well figures and wider-district figures describe different sets of locations and should not be treated as one series. The district examples also show why a single headline reading cannot describe conditions everywhere: locations can record rises as well as falls.
What the court identified as contributing to the crisis
In its account of a September 22 order, The Indian Express reported that the court raised concerns about indiscriminate private borewell extraction over several decades and the loss of natural catchment systems. The court reportedly observed that natural water bodies had substantially diminished and that the channels feeding them remained largely blocked.

The same report said the court was concerned that monsoon runoff was not being channelled to replenish aquifers and that sewage treatment plants were not operating at optimum capacity to help offset freshwater demand through treatment and reuse. The bench’s reported warning was that, without aggressive measures, the situation was likely to remain grim as urbanisation and population growth continued.
These concerns connect water supply with drainage and wastewater management: a city may face monsoon waterlogging while failing to capture runoff for recharge. That does not mean all rainfall can or should be directed underground. Whether recharge is suitable depends on engineering, water quality and local hydrogeology; the cited reports do not provide site-specific assessments.

What action is pending under court supervision
As of October 3, 2026, the actions below were directions and planned steps, not completed outcomes. The Times of India reported that the High Court directed GMDA chief executive P. C. Meena to convene a high-level meeting on October 5 and ordered an affidavit detailing the meeting’s outcomes by October 8.
- October 5 meeting: Officials named in the report included Gurugram’s deputy commissioner, the HSVP administrator, the municipal commissioner, representatives of HWRA, the Haryana Pond Authority, CGWB and the Central Ground Water Authority (CGWA).
- Other invited participants: The report said TERI, resident welfare associations, DLF City and REDCO representatives were invited.
- October 8 filing: GMDA was to submit an affidavit setting out the meeting’s outcomes.
- Borewell information: The October 3 report said the court had asked CGWA for exact data on registered and unregistered borewells. The reports cited here do not establish a definitive current borewell count.
How the case reached this stage
The proceedings include Sunil Singh v. Ministry of Environment & Forests and connected petitions. The Times of India describes litigation dating back to 2008, with concerns including groundwater extraction, development and environmental infrastructure. A September 22 hearing was also covered by LiveLaw, which reported petitions filed by Sunil Singh, Qutab Enclave Residents’ Welfare Association and others.
