Guide Dogs Basic Care is an Australian pet insurance policy for cats and dogs, underwritten by PetSure (Australia) Pty Ltd. Its headline terms are a $15,000 annual benefit, payment of 75% of eligible vet bills per claim, and a choice of $0 or $100 excess, according to CHOICE’s review. The main trade-off is that injury cover applies to specified events rather than every injury; illness cover is broader but has a 30-day waiting period. These review-page details should be checked against the current policy documents before you buy.
Who can get Guide Dogs Basic Care?
CHOICE lists cover for cats and dogs, with new cover available from age nine and no maximum age for new cover. That age threshold makes Basic Care worth investigating for an older pet, but it does not guarantee acceptance or establish that every condition will be covered. Eligibility and exclusions depend on the current policy wording and your pet’s circumstances.

How much can the policy pay?
CHOICE lists a maximum annual benefit of $15,000 and reimbursement of 75% of eligible vet bills per claim. You can choose a $0 or $100 excess. The annual benefit is a ceiling, not a promise that every bill will be reimbursed: the treatment must be eligible, and limits and exclusions still apply.
#1 Best Overall
For an eligible bill, the 75% reimbursement rate leaves you responsible for the remaining share, as well as any applicable excess. Ask the insurer how the selected excess is applied to claims and whether any condition-specific limit changes the amount payable.
CHOICE also lists a $300 limit for vet consultations, a $3,600 limit for cruciate conditions, and cover for tick paralysis up to $1,500. These are figures from its review page, not a substitute for the policy’s definitions and claims rules.
What injuries and illnesses are covered?
Specified injuries
Basic Care’s injury cover is limited to listed events. CHOICE names motor-vehicle incidents; burns or electrocution; some bite reactions; fractures; snakebite toxicity; traumatic ligament or tendon injuries; bite and fight wounds; certain lacerations and abrasions; and near drowning. An accident that does not fit the policy’s covered categories may not qualify, so check the wording rather than assuming all accidental injuries are included.

CHOICE describes illness cover as comprehensive, subject to a 30-day waiting period. “Comprehensive” does not mean every illness or treatment is covered: exclusions, condition limits, and policy definitions continue to apply. The review also identifies a six-month waiting period for cruciate conditions, which have a listed $3,600 limit.
Rank #3
Snakebite treatment
Snakebite toxicity appears among the specified injury events in CHOICE’s summary. That does not establish that every snakebite-related cost will be paid. Confirm the policy’s definition, applicable waiting period, limits, and claim requirements, and seek urgent veterinary care if your pet may have been bitten.
What does Basic Care exclude or limit?
CHOICE’s review identifies several important gaps and restrictions:
Rank #4
- No routine-care benefit.
- No cover for behavioral conditions, pregnancy, or obstetrics.
- No dental or oral-health cover, except for oral tumors.
- Restrictions apply to conditions related to external parasites.
- Cruciate conditions have a listed six-month waiting period and $3,600 limit.
- Tick paralysis is listed with cover up to $1,500.
CHOICE also lists a pre-existing-condition exception when a condition is temporary, fully cured, and the pet has been symptom-free for 18 months. Whether a particular condition meets that test is a policy decision; ask for the insurer’s assessment rather than assuming the exception applies.

Best Value
Does the policy pay for routine care?
No routine-care benefit is listed for Basic Care. Do not assume that check-ups, vaccinations, or other preventative services will be reimbursed. Finder also lists preventative and routine care among general exclusions, alongside items such as elective treatment, breeding and obstetrics, behavioral conditions, alternative therapies, unapproved medications, food and accessories, negligence, and certain services. The precise exclusions for your policy are governed by its current wording.
How can you submit a claim?
CHOICE lists several claim routes: an online portal, e-claims submitted by a vet, and claims by mail. It also lists GapOnly at participating practices, described as available Monday to Saturday from 8am to 10pm AET, excluding NSW public holidays. Check whether your vet participates and confirm current operating hours and claim conditions before relying on this option.
How does Basic Care compare with the other Guide Dogs tiers?
Finder’s 2026 comparison lists the following annual-limit and reimbursement combinations. They are comparison-page figures, so confirm current terms when requesting a quote.

| Plan | Annual limit | Reimbursement |
|---|---|---|
| Basic Care | $15,000 | 75% |
| Comprehensive Care | $15,000 | 80% |
| Premium Care | $20,000 | 85% |
The higher reimbursement percentages and annual limit shown for the other tiers do not establish that they are better value: premiums, excesses, exclusions, and the cover each pet needs matter. Finder says quote variation can depend on breed, age, location, tier, excess, and desexing status. Its sample quotes were updated in July 2025 and concern Comprehensive and Premium cover for a described five-year-old dog in NSW; they are not a current Basic Care premium.
Who might consider Basic Care?
Basic Care may merit a quote if you are insuring an older cat or dog and are comfortable with specified-event injury cover, a 75% reimbursement rate, and no routine-care benefit. It may be a poor fit if you want routine expenses insured, broad cover for every type of injury, or cover for the excluded conditions listed above. Compare the current policy documents and a personalized quote against your pet’s history, likely veterinary costs, and the amount you could pay yourself.
