GTA’s wanted stars indicate police attention, but the same star count does not mean the same threat or escape challenge in every game. The familiar meter ranges from six stars in GTA III and GTA IV references to five in GTA V; GTA VI’s reported footage shows six. Across the series, the bigger change is how police learn about a crime and how a player can break pursuit.
What a wanted level tells you
A wanted level is the game’s measure of police attention and response. A higher level signals escalation within that particular game, but star counts are not a direct cross-game difficulty scale: the response rules and ways to lose the police differ.

The GTA III-era reference describes six wanted levels, with police response escalating as stars accumulate. This is the familiar baseline for the star meter, but it should not be treated as a complete description of every classic 3D game. The cited material does not establish title-by-title rules for Vice City and San Andreas, so a uniform progression across all three would overstate what is known.
#1 Best Overall
- Grand Theft Auto III: It all starts in Liberty City. With the revolutionary freedom to go anywhere and jack anyone, Grand Theft Auto III puts the center of the criminal underworld at your fingertips, if you have enough guts to take it.
- Grand Theft Auto: Vice City: Welcome to the 1980s. From the decade of big hair and pastel suits comes the story of one man's rise to the top of the criminal pile.
- Grand Theft Auto: San Andreas: Five years ago, Carl 'CJ' Johnson escaped the haze of Los Santos, San Andreas...a city tearing itself apart with gang trouble, drugs, and corruption.
For players who want to compare the classic games directly, Rockstar’s Grand Theft Auto: The Trilogy – The Definitive Edition includes GTA III, Vice City, and San Andreas. Check that the edition and platform suit your system before buying.
GTA IV: six stars, redesigned pursuit
GTA IV retains a six-star scale, but its wanted system is described as revamped rather than simply carried over. One concrete change in the cited game reference is the removal of police-bribe pickups available in earlier games. The star count therefore tells only part of the story: the pursuit and the means of clearing heat are different from the earlier approach.

GTA V: five stars and a search phase
GTA V’s cited reference gives it a five-star maximum. It also describes two mechanics that matter beyond the cap: civilians can report crimes committed outside an officer’s direct view, and officers search the wanted vicinity if the player leaves it. That creates a distinction between escaping the immediate chase and avoiding detection during the ensuing search. The available reference does not establish a precise search radius or duration.

GamesRadar reports that Rockstar North co-studio head Rob Nelson said a crime must be witnessed or trigger an alarm to be reported to law enforcement. The report also describes police tracking identifying details such as clothing, face, vehicle, and whether characters are together, and says footage shows a six-star display. These are attributed remarks and reported footage details about an upcoming game, not a definitive account of every mechanic.

In a separate GamesRadar report, Nelson said Rockstar wanted to move beyond a system where police forget a player as soon as immediate pursuit ends: “We wanted to get past that thing we used to have where you could lose the cops instantaneously, and then they forget about you instantly.” The implication is a more persistent police memory, but the report does not establish all conditions or timings for that behavior.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How the systems differ in practice
- Star cap: GTA III and GTA IV references describe six stars, GTA V five, and GamesRadar reports six for GTA VI.
- How police learn about crimes: GTA V’s reference includes civilian reports; the GTA VI reporting describes witness or alarm-based reporting alongside attention to identifying details.
- How pursuit ends: GTA V’s reference describes a search in the wanted vicinity after the player leaves it. GTA VI reporting points toward police remembering a player beyond immediate pursuit, though full details are not established.
So the useful comparison is not simply “more stars means harder.” Consider how each game starts or escalates police attention, and whether escaping the immediate chase is enough to end the search.
