GST and VAT are usually two names for the same broad type of consumption tax. In both systems, registered businesses charge tax on taxable sales, claim allowable credit for tax paid on business inputs, and remit the net amount to a tax authority. The final consumer is generally intended to bear the cost.
The label does not tell you the rate, registration threshold, exemptions, invoice rules, or cross-border treatment. Those obligations come from the law in the jurisdiction where the supply is made. A business selling across borders must therefore analyze each transaction and destination rather than rely on the words “GST” or “VAT.”

GST and VAT are names for a similar tax design
The OECD treats VAT as an umbrella concept that can include taxes called GST. Its formal recommendation defines VAT as a national tax “by whatever name or acronym it is known, such as Goods and Services Tax (GST),” when the tax has the basic features of a value-added tax: broad-based taxation of final consumption, collected in stages from businesses that are not intended to bear the economic burden.

That definition describes a family resemblance, not identical legislation. One country’s GST can have different rates, exemptions, filing periods, registration rules, or digital-invoicing requirements from another country’s VAT. Some systems also apply special rules to financial services, real property, charities, public bodies, small businesses, or imported digital services.

As of 1 July 2024, 175 countries and territories had implemented a VAT, according to the OECD’s Consumption Tax Trends 2024. That is a count of jurisdictions using a VAT-type system, not a claim that those systems operate under one common statute. An older OECD guideline noted about 165 countries in 2016; that historical figure should not be used as a current total.
How the tax moves through a supply chain
Output tax on sales
A registered business adds the applicable GST or VAT to a taxable sale. The amount charged to the customer is commonly called output tax. The invoice normally shows the taxable value, the rate (or a notation for zero-rated or exempt treatment where required), and the tax amount.
Input tax on business purchases
The same business may have paid GST or VAT to suppliers on goods and services used for its business. Where the local law permits, that amount is input tax credit (also called input VAT deduction or a similar term). Eligibility can depend on the type of expense, whether it supports taxable activity, possession of a valid invoice, timing, and record-keeping.

On its return, the business generally compares output tax with allowable input tax:
- If output tax is higher, it pays the net balance to the tax authority.
- If allowable input tax is higher, the system may allow a credit carried forward or a refund, subject to local conditions and verification.
This staged collection is why the tax is described as “value added.” Each business accounts for the tax associated with the value it contributes, while the total collected over the chain is intended to equal the tax on the final consumer’s purchase.

Illustrative calculation
The European Commission uses an iron mine buying helmets for €200 at a 20% VAT rate. The supplier charges €40 VAT, making the invoice total €240. The €40 is the mine’s potential input VAT, assuming the purchase is deductible under the applicable rules. If the mine later makes a taxable sale and charges €70 of output VAT, its net liability for that period would be €30 (€70 minus €40), subject to the jurisdiction’s documentation and timing rules.
The €200 and 20% figures are the Commission’s arithmetic illustration, not a worldwide rate or a recommendation for your business.

1. Determine whether registration is required
Registration usually depends on taxable turnover, the nature of supplies, and sometimes where the customer is located. Many OECD countries have a VAT-liability threshold, while others use exceptions or special regimes. A non-resident may have to register even without a local establishment when it makes specified supplies, imports goods, sells digital services, or uses a marketplace covered by local rules.
Check the tax authority’s current threshold, measurement period, voluntary-registration rules, and non-resident requirements. A threshold can apply to domestic taxable turnover only, worldwide turnover, or a defined rolling period; the wording matters.
2. Classify every sale
Before applying a rate, identify:
- What is being supplied: goods, services, software, digital content, admission, lease, or a bundled package.
- Where the supply is treated as made under the place-of-supply rules.
- Whether the customer is a business, consumer, government body, charity, or other special category.
- Whether the item is standard-rated, reduced-rated, zero-rated, exempt, outside scope, or subject to a special scheme.
Product descriptions that sound similar can receive different treatment. A physical book, an e-book, a subscription, and a consultancy package may not share a rate or place-of-supply rule.

3. Issue compliant invoices
Invoice content is local law. Common requirements include the supplier’s legal name and tax number, invoice date and unique number, customer details where required, description and quantity, taxable amount, rate, tax amount, currency, and a reference to reverse charge or exemption when applicable. Some jurisdictions require electronic invoices, approved formats, or near-real-time reporting.
4. Keep evidence for input credits
Retain supplier invoices, import documents, payment records, contracts, customer evidence, and calculations supporting apportionment. A tax charge shown on a document is not automatically recoverable. Purchases for private use, exempt activity, or blocked expense categories may be partly or wholly non-creditable.
5. File and pay on the local timetable
Returns can be monthly, quarterly, annually, or on another schedule. The filing deadline and payment deadline may differ. Late registration, incorrect invoices, missed returns, and unsupported credits can trigger interest, penalties, assessments, or denial of deductions. Build a calendar for filing, payment, invoice issuance, data retention, and registration updates.
GST versus VAT: what is and is not different
| Question | What can usually be said | Why the local law still matters |
|---|---|---|
| Name | GST and VAT often describe a VAT-type, staged consumption tax. | The same label can cover different statutory designs and special regimes. |
| Who bears the intended burden? | The final consumer is generally intended to bear the tax; businesses collect and account for it. | Exemptions, restricted input credits, non-business use, and pricing effects can alter the economic result. |
| How is liability calculated? | Many systems use an invoice-credit method: output tax minus eligible input tax. | The OECD recognizes alternative methods, and deduction rights vary by expense and onward supply. |
| Rates | There is normally a standard rate, with possible reduced, zero, or special rates. | Rates are jurisdiction- and product-specific; there is no global GST or VAT rate. |
| Registration | Businesses may register after crossing a taxable-turnover threshold or when a special rule applies. | Thresholds, calculation periods, voluntary registration, and non-resident rules differ. |
| Input credits | Tax on eligible business purchases can often be credited. | Documentation, blocked expenses, exempt activity, and timing restrictions are local. |
| Returns | Registered businesses periodically report sales, purchases, output tax, and input tax. | Frequency, digital filing, invoice data, currency conversion, and deadlines vary. |
| Cross-border supplies | Place of supply and customer status determine who charges and reports tax. | Import VAT/GST, reverse charge, marketplace rules, and simplifications differ by route and transaction. |
Rates, zero-rating, and exemption
Standard and reduced rates
Countries commonly publish a standard rate and may apply reduced rates to defined categories such as food, transport, housing, or cultural services. The category list and conditions are country-specific. A reduced rate in one jurisdiction does not establish treatment elsewhere.
Zero-rated supplies
A zero-rated supply is taxed at 0%. In systems that use this category, the sale is still within the tax system and may preserve a right to recover related input tax. The conditions and documentation must be checked locally; zero-rating is not simply “no tax” in every practical respect.

Exempt supplies
An exempt supply generally has no tax charged to the customer, but input-tax recovery is often restricted because the activity is outside the credit chain. Some systems use partial-exemption calculations when a business makes both taxable and exempt supplies. Do not substitute “exempt” for “zero-rated” on an invoice without confirming the statutory treatment.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Cross-border GST and VAT
Goods shipped to another country
For exports, the seller’s country may apply zero-rating or another relief if proof of export is available. The importing country can impose import GST or VAT, customs formalities, and broker or consignee obligations. Incoterms and the contractual importer of record affect who pays and who can claim import tax.
Business-to-business services
Many systems use a destination or customer-location rule for cross-border B2B services. The supplier may issue an invoice without local tax and state that the customer accounts for tax under a reverse-charge mechanism. This is not automatic for every service: property-related services, events, passenger transport, telecommunications, and other categories often have special rules.
Business-to-consumer digital sales
Digital services sold to consumers can be taxed where the consumer is located rather than where the supplier is established. Evidence of customer location, local registration, rate selection, and reporting may be required. The European Union’s One Stop Shop is an EU simplification for certain cross-border B2C supplies; it is not a worldwide registration system.

A marketplace may be treated as the deemed supplier for specified transactions, collecting and remitting tax instead of the underlying seller. That allocation depends on the jurisdiction, product, customer, and platform structure. Sellers still need records showing which transactions the platform handled and which remain their responsibility.

A practical decision process for a new transaction
- Map the parties. Record the supplier’s establishment, customer location, customer status, and any intermediary or marketplace.
- Describe the supply precisely. Separate goods, services, digital elements, installation, licensing, shipping, and bundled charges.
- Identify the place of supply. Apply the destination, origin, property, event, transport, or other rule required for that category.
- Check registration exposure. Compare taxable turnover and non-resident obligations with the authority’s current guidance in each affected jurisdiction.
- Assign treatment. Select the standard, reduced, zero, exempt, reverse-charge, or outside-scope treatment supported by the law.
- Validate the invoice. Include tax numbers, wording, rate, currency, and evidence required for zero-rating or reverse charge.
- Post and reconcile. Match sales tax collected, purchase tax claimed, imports, credit notes, and marketplace reports to the return.
- Document the conclusion. Save the rule, date checked, customer evidence, and assumptions so the treatment can be revisited when facts or law change.
Common mistakes and how to correct them
Assuming the label answers the question
“GST” does not tell you a universal rate, and “VAT” does not guarantee a particular threshold. Replace label-based assumptions with a jurisdiction-and-transaction analysis.
Charging tax before confirming registration
An unregistered business may be prohibited from charging tax or may create an obligation by doing so. Confirm whether registration is mandatory, voluntary, or unavailable before adding GST or VAT to an invoice.
Claiming every purchase as an input credit
Separate business and private use, taxable and exempt activity, blocked categories, imports, and missing invoices. Correct unsupported claims through the local adjustment or amended-return process rather than carrying them forward informally.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesConfusing zero-rated and exempt
Use the legal category and required invoice wording. The difference can determine whether related input tax is recoverable.
Ignoring currency and timing rules
Cross-border invoices may require a prescribed exchange-rate source and tax-point date. Credit notes, deposits, continuous supplies, and advance payments can move the reporting period.
Treating a platform’s collection as a complete compliance solution
A platform may collect tax for some transactions while leaving registration, income records, imports, or direct sales to the merchant. Reconcile platform reports with your own books.
What to verify with the tax authority
Use the official tax authority for every country in which you are established, hold stock, import goods, or sell to customers. Confirm these points in writing or in current published guidance:

Quick Recap
Key takeaways for planning
- GST and VAT are often the same broad architecture under different names.
- The business usually collects tax, claims only legally allowable input credits, and remits the net amount.
- Rates, thresholds, exemptions, invoice rules, and filing schedules are never global defaults.
- Zero-rated and exempt supplies can produce very different input-credit results.
- Cross-border sales require a separate place-of-supply and registration analysis for each transaction type.
- The decisive question is not “Is this GST or VAT?” but “Which jurisdiction’s rules apply to this supply, and what evidence supports the treatment?”
