GST Registration vs Composition Scheme: Which Is Right for a Small Seller in India?

The GST composition scheme can simplify compliance, but it removes taxable invoices, input tax credit and inter-State outward supplies. Use this India-focused guide to compare eligibility, costs and customer requirements before choosing.

Short answer: Choose the GST composition scheme only if your business is eligible and can live without taxable GST invoices, input tax credit, and inter-State outward supplies. Choose regular GST registration when customers need a tax invoice, input credit materially affects your margins, or you sell across state borders. Turnover is only the first filter: your PAN-based aggregate turnover, state, supply mix, activity and restricted goods also matter.

The figures commonly quoted by the GST Portal are ₹1.5 crore for goods-only taxpayers, ₹75 lakh for certain named states, and ₹50 lakh for services or mixed supplies. The Portal presents these in its Welcome Kit, but they are not a substitute for checking the notification and category that apply to your business on the date you apply.

What you are choosing

GST registration places a business in the normal taxpayer system. You charge GST at the applicable rate on taxable outward supplies, issue a taxable GST invoice, claim eligible input tax credit (ITC), and follow the regular return and payment requirements that apply to your registration.

The composition scheme is an optional, simplified route for eligible small taxpayers. The GST Portal’s Welcome Kit describes it as “a simple compliance scheme for small taxpayers.” In exchange for simpler reporting, the scheme imposes commercial and tax restrictions: a composition taxpayer cannot issue a taxable GST invoice, collect GST from customers, claim ITC on purchases, or make inter-State outward supplies. The taxpayer instead issues a bill of supply and pays the composition tax applicable to the business, along with tax due on specified inward supplies, including reverse-charge tax. See the official GST Portal Welcome Kit for New Taxpayers.

That makes this a business-model decision, not merely a registration-form choice. A shop selling locally to final consumers may value simplicity more than ITC. A supplier to GST-registered companies, a trader buying substantial taxable stock, or an online seller shipping to other states may need regular registration even when its turnover is modest.

Composition eligibility starts with the right turnover test

The GST registration manual says the Portal compares PAN-based annual aggregate turnover for the current and immediately preceding financial years against the applicable threshold, using the higher turnover. If the threshold is exceeded, the applicant is prompted to proceed as a normal taxpayer or modify the selected category. The relevant Portal workflow is documented in Apply for Registration: Normal Taxpayer / Composition.

“Aggregate turnover” is therefore not simply the sales shown in one shop, one state or one bank account. The Portal’s validation is PAN-based. Before selecting composition, assemble the turnover figures for all business activities linked to the PAN and for both years the system considers.

Ceilings reported in the GST Portal Welcome Kit

Business category in the Portal material Ceiling reported in the Welcome Kit Qualification
Goods-only taxpayers ₹1.5 crore Preceding financial year; the Kit says certain named states have a lower limit.
Named states listed in the Kit ₹75 lakh Applies to the states identified in that document, not automatically to every state.
Services or mixed supplies ₹50 lakh Figure reported by the Kit for this category.

These are the figures in the cited Portal document, whose retrieved metadata does not state a publication date. They should be treated as a starting point for checking eligibility, not as a definitive current limit for every state, category or notification as of 2026. Confirm the applicable law and notification before relying on a ceiling, especially if your business combines goods and services, operates in a named state, or has changed activities.

Turnover is not the only eligibility condition

The registration manual distinguishes composition categories and notes that some restricted HSN codes are available under the section 10(2A) category but not under the other manufacturer category. The practical lesson is to check the actual goods and activity you will declare. Do not infer eligibility from turnover alone, and do not assume that a product is allowed merely because another product in your catalogue is.

What composition gives you—and what it removes

Simpler periodic compliance

The Welcome Kit describes composition taxpayers paying quarterly through Form GST CMP-08 and filing an annual Form GSTR-4. The Portal’s separate GSTR-1 guide says composition taxpayers are excluded from GSTR-1 filing, while normal and casual registered taxpayers generally furnish that outward-supply statement. Form requirements can change, so verify the applicable year’s instructions on the GST Portal rather than relying on an old calendar.

Fewer recurring outward-supply filings can reduce the time spent preparing invoice-level data. That benefit is most valuable when your sales are straightforward, local and predominantly to consumers who do not need GST credit documentation.

No taxable GST invoice or tax collection

A composition taxpayer cannot issue a taxable GST invoice or collect GST from a customer as a separate tax amount. The customer receives a bill of supply. If your buyers insist on a GST tax invoice for their own records or ITC claims, composition can make you commercially unattractive even when your price is otherwise competitive.

No input tax credit

Composition taxpayers cannot claim ITC on purchases. The GST paid on stock, packaging, equipment, services or other eligible business inputs becomes part of the business cost rather than a credit against output tax. Calculate this effect using your actual purchase mix; a business with thin margins and high taxable inputs can lose more through unclaimed ITC than it saves through simpler compliance.

No inter-State outward supplies

The Welcome Kit lists making inter-State supplies as a composition restriction. A seller that plans to dispatch taxable goods or services from one state to customers in another should not choose composition without confirming that the proposed activity is permitted. This restriction can matter even if most sales are local: one new marketplace, distributor or institutional customer in another state may change the correct registration choice.

Tax can still be payable

Composition does not mean “no GST.” The Portal describes payment of the applicable tax on turnover and tax on specified inward supplies, including reverse-charge tax. Set aside cash for those liabilities and price products with the tax cost and the inability to claim ITC in mind.

When regular GST registration is usually the better fit

Regular registration involves more detailed compliance, but it preserves functionality that many growing sellers need.

  • Business customers require documentation: GST-registered buyers may expect a taxable GST invoice and may evaluate suppliers partly on whether they can support their own ITC process.
  • Purchases carry significant GST: If inventory, machinery, freight, software or professional services create substantial eligible ITC, regular registration may protect your margin.
  • You sell across state borders: Inter-State outward supplies are incompatible with the composition restriction described by the Portal.
  • Your turnover or category is outside composition: Exceeding the applicable ceiling or falling in an excluded activity means the normal category is the route the Portal directs you toward.
  • Your sales mix is changing: A local consumer business that is adding institutional accounts, online orders or a service line should model the future mix rather than choose based only on last year’s sales.

Regular registration is not automatically “better.” It is a trade: more return and record-keeping work for the ability to charge GST through a taxable invoice and claim eligible ITC, subject to the normal rules.

Compare the two options by the decisions that affect cash and sales

Decision axis Composition may fit when… Regular registration may fit when…
Turnover and eligibility You remain within the currently applicable category and state ceiling and satisfy the other conditions. You exceed a ceiling or your activity, goods or category is excluded or restricted.
Customer invoicing Customers accept a bill of supply and do not need a taxable GST invoice. Customers expect a GST tax invoice or your market depends on it.
Input purchases Recoverable ITC is small enough that losing it does not undermine your pricing. ITC on eligible purchases materially affects margins or working capital.
Sales geography You can operate without inter-State outward supplies. You need to sell or deliver outward supplies across state borders.
Compliance preference Quarterly CMP-08 payment and annual GSTR-4, as described by the Portal, are valuable simplifications. You accept regular-taxpayer compliance for invoice and credit functionality.

This comparison expresses the practical implications of the Portal’s scheme restrictions. It is not an individualized eligibility ruling.

A step-by-step choice for a small seller

  1. Build the PAN-wide turnover picture. Gather annual aggregate turnover for the current and immediately preceding financial years across businesses linked to the PAN. Use the higher figure because that is how the Portal manual describes its validation.
  2. Classify the supply mix. Mark each revenue stream as goods, services or mixed supplies. Do not apply the goods-only ceiling to a business that also provides services without checking the applicable category.
  3. Check the state and category ceiling. Compare your facts with the Portal figures—₹1.5 crore, ₹75 lakh for the named states in the Kit, or ₹50 lakh for services or mixed supplies—then verify the current notification and state treatment.
  4. Review goods and activity codes. List the HSN codes and manufacturing or trading activities you actually conduct. The registration manual’s category distinction and HSN note show why a broad description such as “retail” is not enough.
  5. Map every customer type. Ask whether buyers are final consumers, GST-registered businesses, government or institutional purchasers, marketplaces, or distributors. Obtain a clear answer from important customers about whether they require a taxable GST invoice.
  6. Map every destination. Separate local sales from orders that cross state borders. Include planned marketplace fulfilment, distributor shipments and service delivery arrangements, not just the transactions you make today.
  7. Quantify the ITC trade-off. Add the GST embedded in recurring purchases and major planned investments. Compare the value of eligible ITC under regular registration with the administrative effort and cash-flow timing of normal returns. Under composition, that purchase tax is not available as ITC.
  8. Price both models. Prepare a composition price that absorbs the tax cost you cannot credit and a regular-registration price that shows GST separately on a taxable invoice. Test the result for consumer and business customers; their tax treatment and price sensitivity differ.
  9. Check timing before switching. The Welcome Kit says an already registered normal taxpayer cannot opt into composition in the middle of a financial year. Treat that as Portal guidance and verify the current option window and filing requirements before planning a change.
  10. Validate in the Portal flow. Start the relevant normal-taxpayer or composition registration path. If the Portal’s PAN-based comparison finds that the threshold is exceeded, it prompts you to proceed as a normal taxpayer or modify the selected category. Save the validation outcome and the records supporting your turnover calculation.

How invoicing and returns affect day-to-day operations

If you choose composition

  • Issue a bill of supply rather than a taxable GST invoice.
  • Do not add a separately collected GST amount to the customer’s bill.
  • Track turnover for the quarterly CMP-08 payment and annual GSTR-4 described in the Portal materials.
  • Record inward supplies and any reverse-charge liability so that “simplified” does not become an underpayment.
  • Keep evidence for your eligibility category, state, HSN codes and PAN-wide turnover.

If you choose regular registration

  • Set up invoice data that identifies taxable supplies and the GST charged at the applicable rate.
  • Maintain purchase records needed to support eligible ITC.
  • Prepare for the regular return cycle, including the outward-supply statement requirements that the Portal’s GSTR-1 guide associates with normal registered taxpayers.
  • Reconcile sales, tax collected, purchases and credit claims before filing.

The exact forms, due dates and rates depend on the applicable year and your registration facts. The GST Portal provides the filing forms; paid software is not a prerequisite for making the choice.

Examples of how the answer changes with the business model

Local consumer shop with low taxable purchases

A small shop selling only within its state, mainly to household consumers, may be able to use composition if it meets the current ceiling and activity conditions. Customers may not value a tax invoice, and the shop may have little ITC to lose. The owner still needs to verify the state ceiling, goods codes and any reverse-charge liability.

Supplier to GST-registered retailers

A wholesaler selling to registered retailers should ask whether those buyers require ITC-supporting invoices. If they do, the inability to issue a taxable GST invoice can cost the seller orders or force a price concession. Regular registration may be commercially preferable even below a composition ceiling.

Online seller shipping to several states

A seller whose fulfilment routinely crosses state borders should treat the composition restriction on inter-State outward supplies as a decisive issue. Regular registration is the route to examine, subject to the normal registration and return obligations.

Service business adding merchandise

A service provider that begins selling goods has a mixed-supply profile. The Welcome Kit reports a ₹50 lakh figure for services or mixed supplies, but the applicable category and current notification must be checked. The new goods activity may also alter HSN eligibility and the value of ITC on purchases.

Common mistakes and how to avoid them

Using one headline number as the legal test

Turnover ceilings differ by category and, in the Portal material, by named states. PAN-wide aggregate turnover, the higher of the current and immediately preceding financial years, and activity restrictions all matter. Use the number only after classifying the business.

Promising customers a tax invoice under composition

A composition taxpayer cannot issue a taxable GST invoice or collect GST separately. Tell customers what document they will receive before accepting a contract or marketplace requirement.

Ignoring purchase tax in the margin calculation

Because composition taxpayers cannot claim ITC, GST on inputs becomes a cost. Model stock, equipment and service purchases rather than comparing only the headline composition tax.

Assuming local sales will remain local

Adding one out-of-state distributor, marketplace route or service customer can conflict with the composition restriction. Review the sales map whenever your channel strategy changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Switching during the year without checking timing

The Welcome Kit says a normal taxpayer cannot opt into composition in the middle of a financial year. Confirm the current timing rules and any required filings before changing category.

Relying on an old Portal document without revalidation

The Welcome Kit’s publication date is not stated in the retrieved metadata, and tax notifications can change. Recheck the current notification, Portal prompts and return instructions on the date of registration or renewal.

Where to verify before you apply

Use the official materials as a checklist, then confirm the rule that applies to your facts:

If the Portal result conflicts with your calculation, pause the application and obtain advice from a qualified GST practitioner. Keep your turnover worksheet, state classification, HSN review and customer requirements with the registration records so the decision can be revisited when the business changes.

Bottom line

For an eligible, local, consumer-focused seller with modest input purchases, composition can reduce recurring compliance work. For a seller that needs taxable invoices, relies on input credit, sells across state borders, exceeds the applicable ceiling or operates in a restricted category, regular GST registration is generally the practical fit. Make the decision from the full fact pattern—PAN-wide turnover, state, supplies, activity, customers, purchases and geography—and verify the current notification before filing.
