The answer depends on PAN-wide aggregate turnover, the state and type of supply, whether sales are inter-state, and whether the marketplace is required to collect tax at source (TCS) under section 52 of the CGST Act. A later notification-based route may affect some small sellers, but a GST portal process for unregistered sellers is not, by itself, proof that a particular seller qualifies.
If you are liable to register, you generally apply within 30 days of becoming liable in each state or union territory where registration is required. Once registered, you must follow the return schedule for your taxpayer category—even if a period has no sales. The sections below explain how to check the registration question and what filing looks like for a regular registered seller.

When does a small online seller need GST registration?
Do not decide from the sales shown in one marketplace account. The registration test can depend on your total supplies under the same PAN across India, the nature and location of those supplies, and the marketplace’s role in collecting tax. The Central Board of Indirect Taxes and Customs (CBIC) describes suppliers using an e-commerce operator required to collect section 52 TCS as a compulsory-registration category, subject to the specified section 9(5) supplies and any applicable later notification or exemption.

The applicable notification, your supply and state facts, and marketplace onboarding rules must also be checked.

Calculate aggregate turnover across the PAN
CBIC describes aggregate turnover as an all-India total for persons with the same PAN. It includes taxable and exempt supplies, exports, and inter-state supplies. It excludes GST and compensation cess, as well as inward supplies on which you pay tax under reverse charge. In practice, include sales from your own site and all marketplaces rather than measuring each sales channel separately.
Use the threshold figures as a check, not a universal answer
A CBIC FAQ summarizes a general threshold of ₹20 lakh and ₹10 lakh for specified special category states, and separately identifies inter-state supply as a registration trigger. These figures are not a complete, current answer for every seller: the result can depend on your state, the kind of supply, and later notifications or exceptions. Check the current rule for your facts before relying on a threshold exemption.

Check the marketplace and any unregistered-seller route
Ask whether the e-commerce operator is required to collect TCS under section 52 for the supplies you make. That detail matters: “selling online” alone does not establish that the section 24 marketplace rule applies, and not every supply made through an operator is treated identically.
GSTN’s functionality compilation for April 2023 to March 2024 documents a portal user-ID process for some unregistered persons supplying through an e-commerce operator. That process does not establish who is legally eligible to use it. Before selling without registration, verify the operative notification and its conditions, including any limits concerning state, intra-state supplies, product or supply category, PAN history, and the operator’s onboarding requirements. Do not infer eligibility solely from being below a turnover threshold or being able to create a portal user ID.

How to apply once you are liable
Section 25 of the CGST Act says that a person liable under section 22 or 24 must apply for registration in each state or union territory where liable within 30 days after liability arises. The GST Portal registration guide identifies GST REG-01 as the application form and explains that timely filing can make registration effective from the liability date; a late application can have a different effective date.
- Confirm where you are liable. Assess your PAN-wide turnover, supply types and locations, inter-state sales, and whether the relevant marketplace has a section 52 TCS obligation. Check current exceptions and notification conditions for your situation.
- Apply through the GST Portal. Use the registration application, GST REG-01, following the portal’s current registration guide. The portal interface can change, so use its current instructions rather than relying on an old walkthrough.
- Track the liability date. Submit within 30 days of becoming liable in each state or union territory where registration is required. If you apply later, do not assume the registration’s effective date will be the same as for a timely application.
What returns does a registered marketplace seller file?
A regular registered taxpayer reports outward supplies in GSTR-1. The GST Portal’s GSTR-1 guidance includes reporting for relevant e-commerce supplies, including applicable section 52 and section 9(5) items. These are the supplier’s reporting obligations; they are distinct from an operator’s own TCS filing responsibilities.

Monthly filing or QRMP
The regular route and the QRMP option differ in return frequency and payment cadence. QRMP is an option for eligible regular taxpayers, not an exemption from registration or filing.

| Filing approach | Eligibility and cadence | Tax payment cadence |
|---|---|---|
| Monthly | Regular filing route; GSTR-1 is monthly. | GSTR-3B is also filed monthly for regular taxpayers on this route. |
| QRMP | The GST Portal describes this option for eligible regular taxpayers with aggregate annual turnover up to ₹5 crore, subject to conditions including filing the latest due GSTR-3B. GSTR-1 and GSTR-3B are quarterly. | Tax dues are paid monthly using challans, even though the returns are quarterly. |
The portal’s standard GSTR-1 deadlines are the 11th of the following month for monthly filers and the 13th of the month after the quarter for quarterly filers. Government notifications may extend a deadline, so confirm the date shown for the relevant tax period on the GST Portal.
Keep marketplace reporting current
GSTR-1 reporting tables and portal screens can change. The GST Portal workflow documentation records interface and table updates, including changes for August 2024 and a separate HSN summary display from May 2025. Use the current portal guidance for the period you are filing; an older screen-by-screen guide may not match the live return.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How the composition scheme differs
Composition taxpayers do not file GSTR-1, according to the GST Portal’s GSTR-1 FAQ. CBIC FAQ material describes a separate composition return route using GSTR-4 and distinct composition payment practices. Do not treat composition as the same filing choice as monthly returns or QRMP. Check current composition eligibility and obligations for your turnover, supply type, state, and marketplace model before opting in.

Quick Recap
Practical checklist before you start selling
- Combine supplies across every channel and business location using the same PAN; do not rely on a single marketplace’s sales total.
- Identify the state and type of each supply, including whether any are inter-state or exempt.
- Ask the marketplace whether it is required to collect section 52 TCS for your supplies.
- If you plan to remain unregistered, confirm that you meet the actual conditions of any current notification—not merely that your turnover is below a figure or a portal user-ID process exists.
- If registered, determine whether monthly filing or QRMP is available and suitable, and keep the tax-payment schedule separate from the return schedule.
- File a nil GSTR-1 for a no-activity period when required, and check the GST Portal for the applicable period’s deadline or extension.
