The GST Council’s reported recommendation concerns GST on storage and warehousing services for agricultural seeds meant for sowing—not GST on the sale of the seeds themselves. Business Standard reported the recommendation on October 8, 2026. A final notification and effective date were not confirmed in the sources available.
What the reported GST recommendation covers
Business Standard reported that the Council recommended exempting storage and warehousing services for agricultural seeds meant for sowing. The distinction matters: a tax treatment for a service used to hold seed is not the same as an exemption for seed sold as a good.

The report describes the proposal as an amendment to Entry 24B of Notification No. 12/2017. That is reported proposal language, not confirmation that the amendment has been formally notified or has taken effect.

Why graded or treated sowing seed is part of the proposal
The report says existing storage and warehousing exemption treatment for agricultural produce is limited to produce that has undergone only processing ordinarily carried out by a cultivator or producer. It attributes to unnamed officials the explanation that sowing seed may be graded, treated and packed before reaching farmers, and that the recommendation would address this situation.

This is the report’s account of the rationale, not published final legal wording. The precise definitions and boundaries of any eventual exemption depend on the formal notification.
Does the recommendation exempt seed sales from GST?
No such change to the GST treatment of seed sales is established by this report. The reported recommendation is about storage and warehousing services. The Ministry of Finance’s September 18, 2025 FAQ identifies Notification No. 10/2025-Central Tax (Rate) as the notification listing goods exempted from CGST; that 2025 goods notification does not confirm the separate 2026 service recommendation.

Has the exemption started, and when will it apply?
The available report describes a Council recommendation, but the sources available do not confirm a final October 2026 notification or commencement date. A Council recommendation should not be treated as proof that a tax change is already operative. Businesses should check the published notification and its effective-date clause before applying the proposed treatment to invoices or contracts.
