Short answer: The GST composition scheme can simplify compliance for eligible small suppliers, but the supplier cannot claim input tax credit (ITC), collect GST separately from customers, or make inter-State outward supplies. Regular GST involves normal tax-invoice and reporting obligations but preserves the eligible ITC framework and may better fit businesses with registered buyers, tax-heavy purchases, or inter-State sales. The right choice depends on eligibility, customer mix, purchase costs, location of sales, and expected growth—not just the headline tax rate.
First check whether the business qualifies
Eligibility is both turnover-based and activity-based. Section 10 of the CGST Act contains more than one route, and the routes should not be treated as interchangeable. The general goods-oriented route under section 10(1) is subject to a preceding-financial-year aggregate-turnover threshold that is generally ₹1.5 crore for eligible suppliers; specified States have a lower threshold commonly described as ₹75 lakh. A separate route under section 10(2A) has a ₹50 lakh preceding-year threshold and its own conditions. Confirm the applicable State or Union Territory threshold, current amendments, and the business’s exact supply category in the CGST Act, section 10 and CBIC composition rules. The ₹1.5 crore and ₹75 lakh figures are also described in CBIC’s 2019 GST update presentation; check current law and State notifications before applying them.

Aggregate turnover is not simply the sales of one shop. The rules make the option relevant across registrations linked to the same PAN, so review the relevant businesses and registrations together. The exact turnover calculation and State-specific application should be checked against current law rather than inferred from an old FAQ.
Key restrictions and exclusions include casual taxable persons, non-resident taxable persons, inter-State outward supplies, and certain notified goods or manufacturing categories. Being below a turnover limit alone does not establish eligibility. Check the full statutory conditions for the business’s registrations and supplies.

How the tax cost differs
Composition rates are not directly comparable with regular GST rates. Under the CGST Rules compilation amended through 1 January 2022, the central composition levy is 0.5% for eligible manufacturers and the relevant “other supplier” category, 2.5% for the specified restaurant-service category, and a separate 3% central rate under section 10(2A). State or Union Territory tax is generally levied alongside central tax, leading to commonly stated combined rates of 1%, 5%, and 6% respectively, depending on category and applicable law. These are category-specific figures, and the cited rules compilation is not a substitute for checking later amendments and the applicable State/UT component. See the CGST Rules compilation and the CBIC 2019 GST update presentation.
The composition percentage is not the supplier’s complete economic tax cost. A composition taxpayer generally cannot claim ITC on inward supplies and cannot collect GST separately from customers. GST paid on purchases may therefore remain embedded in costs. Under regular GST, eligible ITC can reduce the tax burden if statutory conditions are met, but ordinary tax treatment and compliance apply. Whether input GST can be absorbed, reflected in prices, or affects competitiveness depends on the business’s margins and market.

Compare both options for the same period using the business’s actual figures and plans:
- Expected outward turnover and the composition category and liability that would apply.
- GST on purchases that could qualify for ITC under regular GST but would be unrecoverable under composition.
- Likely selling prices and whether customers are final consumers or registered businesses.
- Whether sales will cross State borders.
- Accounting and administration costs under each option.
This comparison is a decision framework, not a universal finding that one scheme is cheaper.

Invoices, buyers, and where sales can go
For taxable outward supplies, a composition supplier issues a bill of supply rather than a regular GST tax invoice and cannot show GST as separately collected from the customer. Prescribed composition-status wording or display requirements also apply. The supplier may still have tax obligations such as applicable reverse-charge liabilities. Follow current invoice rules and portal instructions when preparing templates; the GST Portal Welcome Kit explains the main customer-facing restrictions.
A composition bill does not give a business buyer ordinary supplier-side GST credit. A registered business customer that needs eligible ITC may prefer a regular supplier’s tax invoice; a final consumer may be more focused on the final price. Those are commercial implications of the tax rules, not official recommendations. Inter-State outward supply is a key composition restriction, so a plan to sell to customers in other States should be tested before opting.

What filing and administration look like
The GST Portal’s published Welcome Kit describes composition taxpayers paying quarterly through Form GST CMP-08 and filing an annual GSTR-4 return. Composition taxpayers are outside the regular GSTR-1 filing requirement, while regular taxpayers generally report outward supplies through GSTR-1 where applicable. See the GST Portal Welcome Kit and its GSTR-1 guidance. Forms, due dates, and portal procedures can change; use the current GST Portal calendar rather than relying on an older guide for a due date.

Opting in, PAN-wide effect, and leaving the scheme
The composition option is not a one-invoice choice. The rules set electronic intimation procedures and the point at which an option takes effect. An option for one place of business is treated as applying to other registrations under the same PAN. The GST Portal’s registration manual describes how an applicant can indicate composition and how an existing regular taxpayer may opt where expected aggregate turnover is likely to remain below the applicable threshold. Check the current portal flow and effective date before submitting an election.
If the taxpayer withdraws or becomes ineligible, the rules address stock information and transition reporting. A threshold crossing or other loss of eligibility requires a move to normal treatment from the relevant effective point, including changes to invoices, payments, and returns. The timing and credit consequences depend on the facts and current law; obtain transaction-specific tax advice if stock or credit balances are material.
A practical way to choose
- Identify the section 10 route. Confirm that the business and each relevant supply meet its conditions.
- Check PAN-level turnover. Calculate the preceding-year aggregate turnover across relevant registrations and verify the threshold for the State/UT and route.
- Test the supply mix. Check for inter-State outward supplies and excluded goods or activities.
- Estimate credit leakage. Calculate purchase GST that would be unrecoverable under composition.
- Ask what customers need. Find out whether registered business buyers expect an invoice supporting eligible ITC.
- Forecast growth. Consider whether turnover or changes in activity may make the business ineligible.
- Compare administration with economics. Decide whether the reporting simplification is worth the tax and commercial trade-offs for this business.
Composition may fit an eligible, locally focused small supplier with consumer sales, modest creditable inputs, and a preference for simpler reporting. Regular GST may fit better where customers value ITC, purchases carry substantial tax, or inter-State reach matters. These are conditional illustrations of the rules’ trade-offs, not individualized tax advice.
