Its process proposals included optional faster registration for qualifying low-risk applicants, provisional refunds for certain inverted-duty claims, and a proposed simplified route for some small sellers using e-commerce platforms across states. The Council announced 1 November 2025 as the planned start for the first two measures, but that announcement alone does not confirm their current legal or GST Portal status. Verify the applicable notification and portal instructions before relying on a new procedure.
What is GST 2.0?
“GST 2.0” is a widely used name for the 2025 reform package announced after the 56th GST Council meeting. The package included tax-rate changes as well as proposals to make registration and refunds easier to process. This article focuses on those process changes: a Council recommendation, an announced target date and an operational procedure are different things.

The Ministry of Finance’s release on the 56th GST Council recommendations describes the proposed process measures. Its FAQ on the Council’s decisions says the principal rate changes for goods and services other than specified tobacco products took effect on 22 September 2025. That rate change does not, by itself, remove registration, invoicing or return obligations.

What changes for GST registration?
Optional simplified route for qualifying applicants
The Council recommended an optional route under which registration would be granted automatically within three working days to qualifying low-risk applicants. It also covered applicants who self-assess that their output tax liability on supplies to registered persons will not exceed ₹2.5 lakh per month, inclusive of CGST, SGST/UTGST and IGST. The scheme was described as allowing voluntary entry and withdrawal.
#1 Best Overall
The Council’s release estimated that around 96% of new registration applicants would benefit. That is the government’s estimate, not a measured post-launch result. The release set 1 November 2025 as the planned operational date and used the phrase “registration shall be granted on an automated basis within three working days”. Check the current GST Portal and relevant notifications to confirm whether the route is available and what conditions apply; the announced date is not proof of implementation.
Did the GST registration threshold change?
No change to the goods registration threshold was stated in the Council FAQ. The three-day proposal is a processing route for eligible applicants, not a general increase or removal of the threshold. The FAQ does not establish an equivalent change to registration thresholds for all other categories.
How will the new GST refund process work?
Provisional refunds for inverted-duty claims
For refunds arising from an inverted duty structure, the Council announced that CBIC would instruct central tax field formations to grant a provisional refund of 90% of the claimed amount, subject to system identification and risk evaluation. The proposal was described as pending required CGST Act amendments and analogous to provisional refunds for zero-rated supplies. The announced target date was 1 November 2025.

This is a provisional portion of an eligible claim, not a guaranteed payment of 90% to every claimant. The claim category, applicable law, filing requirements and risk evaluation matter, and final verification may affect the amount ultimately allowed. Confirm current CBIC instructions before assuming the provisional procedure applies.
Low-value exports made with payment of tax
The Council separately recommended amending section 54(14) of the CGST Act to remove the threshold limit for refunds arising from exports made with payment of tax, specifically identifying small courier and postal exporters as potential beneficiaries. The announcement describes a recommended statutory amendment; it does not establish that the threshold was already removed or that all low-value export refunds became immediately claimable. Check the enacted amendment and applicable rules for current eligibility.
What remains required for a refund claim?
The CGST Rules provide for electronic refund applications in Form GST RFD-01 through the common portal for eligible claims, subject to conditions and exceptions. A provisional process changes how part of a claim may be handled; it does not eliminate the need to establish eligibility or follow the applicable filing procedure. Identify the legal refund category first—such as inverted duty, zero-rated supply, or export with payment of tax—and then check the current rules and instructions for it.

What changes for small sellers using e-commerce platforms?
The Council approved in principle a simplified registration mechanism for small suppliers making supplies through e-commerce operators across multiple states. The proposal addresses the difficulty of maintaining a principal place of business in every state under the existing framework. However, the Council’s announcement said detailed operational modalities would be placed before the Council. It therefore supports describing an in-principle proposal, not a finalized procedure. Confirm current rules before relying on a multi-state simplification.
Does GST 2.0 change GST return filing?
The process announcements summarized above do not establish a new return-filing regime. Existing return duties continue unless changed by applicable law or official instructions. For example, GST Portal guidance for GSTR-1 says the return is required even when there is no business activity in a tax period. It gives the usual due date as the 11th of the succeeding month for monthly filers and the 13th of the month after a quarter for quarterly filers, subject to extensions. Check current portal notices for the due date that applies to a particular tax period.
Best Value
The CGST Act provides for electronic returns and enables quarterly filing for classes notified by the government, subject to conditions. Portal reporting can also affect recipients’ input tax credit information: the GSTR-1 guidance explains that amendments entered in GSTR-1A may flow into a recipient’s later GSTR-2B. For a specific invoice or tax period, use the current portal guidance rather than treating an example as a universal timing rule.
Quick Recap
What businesses should check before acting
- For a new registration: Check current GST Portal availability and the applicable notification before relying on the announced three-working-day route. Confirm the scheme’s eligibility and self-assessment conditions.
- For a refund: Identify the refund category, then verify current RFD-01 requirements, eligibility conditions and any CBIC provisional-refund instructions.
- For an e-commerce business operating across states: Confirm that final modalities have been issued before changing registration arrangements.
- For rates: Review the applicable notification for the product or service and supply date. Keep records of the classification, invoice and rate used, particularly for transactions around a rate change.
- For returns: Continue filing required returns, including nil GSTR-1 where applicable, and check the current deadline for each period.
