Groundwater can cushion short-term swings in rivers and reservoirs when aquifers recharge sustainably and pumping is managed; surface water can be supported by reservoirs, treatment, and connected supply systems. Both can fail through drought, contamination, or inadequate infrastructure. The practical answer depends on local water availability, water quality, infrastructure, and management. The evidence below is U.S.-focused, not a global ranking.
What makes a community water supply reliable?
Reliability means more than whether water exists underground or in a river. A community needs enough water of suitable quality, infrastructure that can deliver it, and the staff, funding, monitoring, and governance to manage changing conditions. The U.S. Geological Survey (USGS) describes water availability as a combination of quantity, quality, and suitability for particular uses; community capacity to adapt also affects vulnerability.

That is why a source that performs well in an average year may not be dependable through a long drought, a contamination event, or equipment failure. A local assessment should consider both the water source and the system built around it.
Does groundwater run out during drought?
Groundwater can buffer short-term swings, but it is not inexhaustible
Aquifers store water, so groundwater levels often respond less immediately to a dry spell than river flows or reservoir levels. That buffering depends on recharge and withdrawals: levels can fall when pumping exceeds replenishment, and prolonged drought can deplete aquifers used for drinking water and irrigation. Groundwater also sustains streamflow during low-flow periods, so pumping can affect surface water as well.

Shallow water-table wells are more directly affected by a lack of rain. Deeper confined-aquifer wells may be less responsive to a short-term rainfall shortfall, but can still decline because of pumping or longer-term changes in recharge. USGS guidance emphasizes that aquifer levels are not constant.
Drought effects vary by place and by well
A 2026 USGS study analyzed 1,510 wells to describe maximum groundwater-drought duration and severity over 2001–20, and 613 wells to examine drought metrics and mean levels over 1981–2020. It found longer maximum drought durations and more severe maximum events in drier regions such as the Southwest than in wetter regions such as the Northeast, with regional differences in trends as well. These sample counts describe the study, not the number of wells affected nationwide.

The study also found very low correlations between trends in some individual-well metrics and a satellite-based modeled product. The product’s roughly 12-kilometer resolution and its representation of shallow unconfined aquifers may not match the depth and screened interval of a monitored well. It cannot establish how dependable a particular community’s well will be.

Rivers and reservoirs are exposed to changing flows, drought, floods, watershed contamination, and warming. Their condition can also be affected by salinity, fire, and land-use change. Reservoirs can store water and treatment plants can address some raw-water hazards, while interconnections can let a utility draw on another supply. Those features improve a system’s ability to manage risk, but do not make the source immune to low flows, contamination, or infrastructure problems.

Groundwater and surface water are not always separate systems: aquifers can support rivers, and pumping can reduce that contribution. A community evaluating wells alongside a river or reservoir should therefore assess their connections and competing withdrawals, not assume that changing sources transfers risk without consequences.
Is groundwater safer to drink than surface water?
No source type guarantees safer drinking water. Groundwater can contain naturally occurring contaminants as well as pollutants from human activity; surface water can be affected by contamination across its watershed. Treatment and monitoring are essential in either case.

In its 2025 assessment of U.S. water-quality conditions for water years 2010–20, USGS reported that elevated concentrations of five geogenic constituents—arsenic, manganese, strontium, radium, and adjusted gross alpha—are common in groundwater and collectively affect drinking-water supplies serving more than 30 million people. The same assessment reported that surface-water-sourced drinking-water supplies are impaired in about a third of assessed stream miles, most commonly because of non-mercury metals and salinity.
Those figures describe different datasets and measures, not directly comparable probabilities that a tap supplied by one source is unsafe. Contamination sources vary by place and include natural sources, fertilizer and manure, wastewater, urban land, and atmospheric deposition. A San Joaquin Valley study also documented groundwater-quality changes during drought and recovery; that regional finding should not be assumed to describe every aquifer.

Private-well owners need a separate testing routine
For private wells, EPA recommends annual testing for total coliform bacteria, nitrates, total dissolved solids, and pH, with additional tests based on local conditions. Use a laboratory certified for drinking-water testing and ask local health authorities which contaminants are common in the area. Follow the selected laboratory’s instructions for sample bottles and collection; a home strip kit is not a substitute for certified laboratory analysis.

Utilities and local decision-makers need basin, aquifer, public-health, and system data to determine which source is dependable locally. A useful comparison asks:
- Yield in dry years: How much water can the source reliably provide in ordinary conditions and during extended drought?
- Storage and withdrawals: What storage is available, how quickly does the aquifer recharge, what are pumping trends, and who else depends on the same water?
- Raw-water quality: Which hazards are present, how often must water be tested, and what treatment is needed?
- Exposure to change: How could drought, floods, fire, warming, salinity, or land-use changes affect the watershed or aquifer?
- System resilience: Are there backup sources, interconnections, adequate distribution infrastructure, and plans for failures or contamination events?
- Capacity to manage: Can the community fund and staff monitoring, maintenance, treatment, and adaptation over time?
These factors should be filled in with local records rather than inferred from a national average. USGS’s national water-quality assessment covers water years 2010–20; its 2026 groundwater-drought analysis uses well and modeled data from earlier periods. Neither provides an engineering determination for an individual community.
What can communities do to improve reliability?
Reliability is partly a management choice. Communities can monitor groundwater levels and surface-water conditions, track withdrawals and water quality, maintain treatment and distribution infrastructure, and plan for drought before supplies become critical. Where feasible, a mix of sources and interconnections can reduce dependence on a single vulnerable supply, although the effects of pumping on connected waters must be considered.
EPA identifies conservation, rainwater harvesting, and green infrastructure that supports recharge as resilience measures. Their usefulness depends on local hydrology, water rights, infrastructure, and public-health requirements; they complement rather than replace a site-specific supply and quality assessment.
