These measures do not make fracking environmentally benign, and no single option is the “greenest” in every location.
What “greener fracking” means in practice
The U.S. Environmental Protection Agency (EPA) examines potential water impacts across five stages: water acquisition, chemical mixing, injection, produced-water handling, and wastewater disposal or reuse. Looking across that full cycle matters: reducing freshwater withdrawals does not by itself address spills, well integrity, wastewater treatment, or disposal.

EPA’s 2016 final drinking-water assessment states: “EPA has found scientific evidence that activities in the hydraulic fracturing water cycle can impact drinking water resources under some circumstances.” The assessment identified conditions associated with impacts, including low water availability, spills, inadequate well integrity, direct injection into groundwater, inadequate wastewater treatment, and unlined pits. It could not estimate how often impacts occur nationally, so its findings do not establish either that impacts are inevitable at every well or that a particular well is risk-free.
Which operational choices can reduce impacts?
| Choice | Water withdrawal and freshwater displacement | Methane and other air emissions | Release risk and drinking-water protection | What shapes feasibility |
|---|---|---|---|---|
| Manage water sourcing | Can avoid or reduce pressure on constrained freshwater sources. | No direct emissions benefit is established by the sources cited here. | Requires attention to where water is withdrawn and to the rest of its handling. | Local hydrology, water availability, and applicable rules. |
| Reuse or recycle produced water | Can displace some new water for later fracturing operations. | No direct emissions benefit is established by the sources cited here. | Water quality, treatment, storage, and transport all matter. | Water characteristics, treatment needs, site capacity, cost, and rules. |
| Contain and manage waste | Source reduction and recycling may reduce the amount requiring disposal. | No direct emissions benefit is established by the sources cited here. | Designed to prevent releases during generation, storage, transport, and disposal. | Site conditions and jurisdiction-specific waste requirements. |
| Use a reduced-emission completion | Does not directly reduce water demand. | Can capture gas during completion, reducing methane, volatile organic compounds (VOCs), and hazardous air pollutants, and can reduce or eliminate flaring. | Does not replace water-cycle safeguards. | Recoverable gas, temporary equipment, and suitable sales infrastructure. |
Manage water withdrawals before and during operations
Where withdrawals could stress local supplies, EPA describes strategies such as using wastewater or brackish groundwater, shifting withdrawals from constrained sources to more available ones, and maintaining passby flows—the water left in a stream while water is withdrawn. These are options to evaluate, not universal prescriptions: local hydrology determines whether a source is available and what withdrawal would mean for surrounding water resources.

Reuse produced water only when the water and site support it
Produced water may be considered for a later fracturing operation when its quality and the operation’s requirements permit. It is not all interchangeable with fresh water, and reuse does not remove the need to manage treatment residuals, storage, transport, or any water that cannot be reused. The U.S. Department of Energy’s hydraulic-fracturing technology overview points to a treatment-technology catalog and decision tool intended to match technology choices to needs such as cost and capacity. The appropriate system depends on the water and site; treatment should not be presented as eliminating every impact.
Prevent releases through the waste chain
Waste controls need to cover generation, storage, transport, and disposal—not only the final destination. EPA describes source reduction, recycling, and other management strategies, but does not evaluate them as “best practices.” Its oil-and-gas waste page says regulations vary by state; the state comparison summarized there was based on a 2014 review. Operators and communities should check current requirements for the actual location rather than treating that historical comparison as current law.

Capture flowback gas during well completion
A reduced-emission completion, also called a green completion, uses temporary specialized equipment to separate solids and liquids from gas as a well is brought into production. Equipment can include plug catchers, sand traps, separators, dehydrators where needed, piping, and metering. If gas is recoverable and sales infrastructure is suitable, it can be routed to a sales line; otherwise, a flare may be used. EPA says these completions can reduce methane, VOCs, and hazardous air pollutants and reduce or eliminate flaring. They are a completion-stage measure, not a substitute for water safeguards.
Do not assume a fixed methane-reduction percentage applies to every well. EPA notes that performance factors change annually, and its methodology page reflects rules and information as of August 1, 2023. A numerical estimate needs a current inventory factor and confirmation that it applies to the location, equipment, and operating conditions in question.

What the chemical data can—and cannot—tell you
Chemical mixing is one of EPA’s five water-cycle stages, but the assessment also documented limits in the available toxicity information. In its 2016 assessment, EPA reported that 173 of 1,606 chemicals (11%) had chronic oral toxicity values usable for human-health risk assessment. It also reported that 735 of 1,606 (46%) had at least some relevant public data available in EPA’s ACToR database. These figures describe the chemicals and data reviewed for that assessment; they are not a current count of every chemical used in fracking, and they do not establish that the remaining chemicals are either harmful or harmless.

There is no evidence here for ranking water reuse, alternative sourcing, containment, or emissions controls as the overall best option across locations. A useful evaluation asks what each measure changes and what it leaves unresolved:

- Water: Would it reduce withdrawals from a locally constrained source, and what water quality and treatment requirements apply?
- Air: Does it capture completion gas, reduce flaring, or address other emissions—and what site-specific equipment and infrastructure are needed?
- Release prevention: Does it cover handling and disposal as well as the operation itself, and how does it protect drinking-water resources?
- Practicality: Is there sufficient local capacity, what are the costs and applicable rules, and can the measure work under the site’s conditions?
EPA’s drinking-water assessment describes potential impacts and mitigation strategies; it was not designed to identify or quantify all impacts, estimate their national frequency, or evaluate “best practices.” The defensible conclusion is therefore specific: operational choices can reduce particular pressures, but their benefits and limits depend on water, equipment, location, and implementation.
