Graph-aware retrieval can help enterprise generative AI answer questions that depend on connections among people, documents, events, or other entities. On Google Cloud, one documented way to combine those connections with semantic search is GraphRAG using Spanner Graph. That is not the same as using a graph neural network (GNN): Google’s reference architecture describes graph queries and vector search, not a GNN. GraphRAG is an option for relationship-heavy data, not a universal replacement for conventional retrieval-augmented generation (RAG).
What GraphRAG adds to vector search
Vector search retrieves content based on semantic similarity: it can find text that is relevant in meaning even when it does not use the same wording as a question. Graph queries retrieve information by following relationships among entities. GraphRAG combines the two so an answer can draw on both relevant text and connected context. Google describes this as a way to produce more accurate and relevant LLM responses than vector search alone; that is Google’s capability rationale, not an independently measured comparison. Google’s Spanner AI overview explains the approach.

A knowledge graph represents entities and their relationships. A graph neural network, by contrast, is a machine-learning model that operates on graph-structured data. The terms are related to graph technology but are not interchangeable. The GCP design documented here uses graph storage, graph queries, vector retrieval, and Gemini; the cited material does not establish that it uses a GNN.

When relationship-aware retrieval is worth considering
Graph retrieval is most relevant when relationships materially affect the answer, such as questions that require tracing connections across multiple records or sources. Google lists applications including fraud detection, recommendations, cybersecurity, community detection, knowledge graphs, customer 360, data cataloging, and lineage tracking. These are examples of possible use cases, not evidence of a measured business impact. Spanner Graph overview

- Data structure: If the source is mostly independent text chunks, vector-only retrieval may be adequate. If meaningful entities and relationships connect the data, graph retrieval may add useful context.
- Question type: Semantic similarity can find related passages. Questions that require following relationships across records may benefit from graph queries alongside vector search.
- Graph readiness: A graph needs to be built or mapped, checked for quality, and maintained. If relationships are unreliable or costly to derive, the retrieval benefit may not justify that work.
- Operational fit: Consider whether a consolidated graph-and-vector platform fits better than maintaining a graph system and a separate vector database. The architecture trade-offs depend on the existing environment and workload.
Google’s generative AI architecture guidance identifies conventional RAG as a reasonable choice when source data does not contain complex interrelationships. The available documentation does not establish that GraphRAG is universally more accurate, less expensive, or better for every enterprise workload.
How the documented GCP architecture works
Google’s GraphRAG reference architecture, last reviewed July 1, 2025, separates ingestion and preparation from serving. Its components are an example design, not a requirement to use this exact stack.
1. Prepare graph data and embeddings
Files enter Cloud Storage, and Pub/Sub triggers processing. Cloud Run functions and tools such as LangChain’s LLMGraphTransformer can help build a knowledge graph from source material. The text is also segmented and embedded using Agent Platform embeddings. Graph data and embeddings are stored in Spanner Graph. An organization with an established graph-building process may not need the example’s LLM-based extraction step.

At serving time, the question is embedded. Vector similarity identifies semantically relevant graph nodes; graph traversal then retrieves related context. The application ranks and assembles that context before sending it to Gemini to summarize. In practical terms, retrieval orchestration must combine the search results and graph relationships into useful context—the model does not acquire those relationships simply by being given a graph database.

3. Operate and observe the system
The reference design names Cloud Logging and Cloud Monitoring alongside the retrieval and generation components. A production evaluation should account for graph construction quality, embedding and retrieval behavior, context assembly, model output, and operational visibility. The architecture page also identifies data-residency, encryption, network-security, and access-transparency controls to assess and configure. Their presence as available controls does not by itself mean a deployment meets a particular regulatory or organizational requirement.

Spanner Graph integrates graph, relational, search, and AI capabilities. Google documents GQL-compatible graph queries and interoperability between graph and relational models; tables can be mapped to property graphs without migrating the underlying data. Its Spanner AI documentation describes graph queries used alongside vector search for GraphRAG. These Spanner Graph and related Spanner AI features are documented for the Enterprise and Enterprise Plus editions. Check the current Spanner Graph documentation and edition information when evaluating eligibility.
Organizations that already operate a graph database can also pair it with a separate vector database for embeddings. Google’s architecture notes this may require more management effort and may cost more than a consolidated Spanner approach; that is a trade-off to assess for a particular deployment, not a general cost finding. Existing investments, skills, data location, and service constraints can all affect the decision.
Constraints to check before committing
- Edition and service fit: Confirm that required Spanner Graph and Spanner AI features are available in the edition and regions suitable for the deployment.
- Data and governance: Determine how entities and relationships will be extracted or mapped, how errors will be corrected, and who owns ongoing graph quality.
- Retrieval evaluation: Test whether graph context improves answers to the workload’s actual questions. The cited documentation does not provide an independent benchmark or a universal accuracy uplift.
- Security and residency: Configure and validate applicable controls for the organization’s requirements rather than assuming the reference architecture is compliant by default.
- Preview algorithms: Google’s Spanner Graph algorithms overview labels its algorithm capability Preview and subject to Pre-GA terms. It discusses uses such as fraud detection, entity resolution, and recommendations. Google also describes algorithms as scaling to tens of billions of edges and running in minutes to tens of minutes; those are vendor-stated capability claims, not independent benchmarks or a guarantee for a specific workload. Confirm current status and terms before relying on them in production. Spanner Graph algorithms overview
Choosing between vector-only RAG and GraphRAG
Start with the questions the application must answer and the structure of the data behind them. If semantic matching over passages is sufficient, conventional RAG avoids the additional work of creating and maintaining a graph. If an answer depends on following relationships that similarity search alone may miss, a graph-aware design is worth evaluating. Then compare a consolidated graph-and-vector platform with the operational cost of integrating systems already in place, and validate the result against representative queries, governance requirements, and edition constraints.
