Venus governance can authorize changes to the Core Pool, but it is not the only control path: function-level permissions, timelocks and market-specific guardian pauses also shape what can happen and how quickly. Venus’s March 2026 account of the THE market donation incident describes a cash-accounting exploit—not a governance takeover—and its patch proposal does not by itself establish that the fix was deployed everywhere.
How Venus governance is documented to work
Venus says voting power comes from XVS locked in XVSVault, and that voting power may be delegated. Its documented governance architecture separates proposal and voting functions from permissions to call contract functions and from delayed execution.

- GovernorBravoDelegate handles proposal stages and voting.
- AccessControlManager grants or revokes permission to call specific contract functions. A role or permission here is a distinct authority path; it is not the same thing as passing a governance proposal.
- Timelock queues successful proposals and manages their execution after the applicable delay.
Venus’s Contracts Overview and GovernorBravoDelegate documentation describe these roles. Its governance-deployed-contracts page publishes addresses for BNB Chain governance contracts, timelocks, guardians and risk-steward contracts, but an address list alone does not show the permissions or storage values currently configured on-chain. The mechanisms below are therefore the published design, not a live verification of every deployment.
What are the Normal, Fast-track and Critical routes?
Venus’s governance decentralization documentation gives different voting windows and post-vote delays for three routes. These are documentation values; actual current settings and permissions should be checked on the relevant chain. The same documentation says commands executed outside BNB Chain have additional cross-network execution delays, but the material available here does not state their duration.

| Route | Documented voting window | Documented post-vote delay | Documented use or qualification |
|---|---|---|---|
| Normal | 24 hours | 48 hours | Venus associates this route with more consequential actions, including upgrades and access-control changes. |
| Fast-track | 24 hours | 6 hours | Venus associates it with risk-parameter changes. It is a quicker governance path, not a synonym for a guardian pause. |
| Critical | 6 hours | 1 hour | Venus’s documentation says that since VIP-645 the Critical Timelock has no permission on any network and can no longer execute privileged actions. This is a documented statement, not an independent check of current chain state. |
The table does not describe the whole attack surface. The route and its delay matter, but so do the functions an account may call through AccessControlManager and the authority to pause an individual market action. For a live assessment, the relevant questions are which chain and contract are involved, which account has which function permission, what the timelock configuration is, and which guardian can pause or resume the action.
Can Venus guardians pause a market?
Venus documents fine-grained pause controls that let guardians halt particular actions in particular markets, rather than necessarily stopping the entire protocol. That gives emergency responders a narrower intervention than a protocol-wide halt. A pause is a containment control: it can restrict an action while an issue is investigated, but it does not itself correct faulty accounting or establish that the underlying defect has been fixed.

The practical scope depends on the guardian’s permissions and the market action in question. The documentation describes the architecture; it does not verify which guardian can pause or resume which action on a particular chain today. The published contract addresses are useful for locating deployments, but current permissions and state require on-chain verification.
What happened in the March 2026 THE market incident?
A Venus Community proposal dated March 20, 2026, describes an attack on March 15 against the BNB Chain THE market. According to that proposal, the attacker transferred more than 36 million THE directly to the vTHE contract instead of supplying it through the normal mint flow. Because the old _getCashPrior() logic derived reported cash from the underlying token’s contract balance, the direct transfer could affect the market’s reported cash and exchange rate without following the normal supply path.

The proposal reports that this inflated the exchange rate by approximately 3.8 times, bypassed supply-cap enforcement and helped support borrowing of assets including CAKE, USDC, BNB and Bitcoin. It reports approximately $2.15 million in bad debt. These are figures and causal claims made by the Venus proposal; they are not independently verified here against chain balances, calculations or loss accounting.
This distinction matters: the described exploit was a vToken cash-accounting weakness. Governance is relevant to the ability to authorize upgrades, manage permissions, pause actions and approve remediation. The incident description does not establish that an attacker took control of Venus governance.

What did the proposed patch change?
The March 20 proposal describes replacing balance-derived cash with internally tracked internalCash. Under the proposed approach, the protocol updates that accounting through transfer-in, transfer-out and bad-debt-recovery operations, instead of treating every token held by the vToken contract as protocol cash available for the market’s accounting.

The proposal also describes an access-controlled syncCash() operation to initialize internal accounting after an upgrade. That initialization step is operationally important: changing the accounting model requires the new internal value to be set consistently with the intended market state. The proposal describes one BNB Chain deployment and patches for seven named non-BNB Chain networks, as well as resuming borrowing on those networks after patching.

A proposal’s description of intended or completed steps is not an execution receipt. The material available here does not establish whether the patch was executed on every named network, whether all relevant markets were synchronized, or whether borrowing pauses were lifted. Nor does it settle the immutability question for vBNB raised in the proposal discussion.
What do the audits establish—and what do they not?
Venus’s Security & Audits page lists a Core Pool BNB Chain E-Mode CertiK audit report dated September 19, 2025, and a Core Pool BNB Chain E-Mode Quantstamp report dated September 3, 2025. Venus also says contract code and balances are publicly verifiable, lists a bug bounty program and encourages users to make their own security and suitability assessments.
The listing establishes that those reports are published for that stated scope and date. It does not establish that they covered the March 2026 patch, every relevant governance permission path, or every deployment. To use an audit as evidence for a particular claim, match its scope and reviewed code to the specific contract version and question at issue.
What can be concluded about accountability?
The public proposal thread discusses an attack class that had been identified earlier and why it was not prioritized. That discussion is relevant context, but it is not a complete authoritative record of risk acceptance, internal decisions or individual responsibility. It does not support a definitive claim that a named person or process knowingly accepted this specific risk.
The available public materials support a narrower conclusion: Venus documents multiple governance and emergency-control layers, while the incident proposal attributes the exploit to token-balance-derived cash accounting in the THE market and describes an internal-accounting patch. Determining present control configuration, deployment completion or responsibility requires evidence beyond the documented architecture and proposal text.
