As of October 7, 2026, Google’s new developer-verification enforcement is not active in India. Its first phase began September 30 in Brazil, Indonesia, Singapore and Thailand, with a wider global expansion planned for 2027. India does have a separate Google Play Protect pilot that can block some internet-sideloaded apps requesting sensitive permissions. Neither measure amounts to a blanket ban on installing Android apps outside Google Play.
What is Google changing?
Google is introducing developer verification that links app package names to a verified developer identity. The aim, Google says, is to make it harder for bad actors to distribute harmful apps repeatedly. This is a developer-identity and app-registration requirement—not a rule that makes every app from outside Google Play automatically forbidden. The first enforcement phase started September 30, 2026, on certified Android devices running Android 7 or later in Brazil, Indonesia, Singapore and Thailand. It covers seven participating stores: Google Play, HONOR App Market, OPPO App Market, Samsung Galaxy Store, Transsion Palm Store, vivo V-Appstore and Xiaomi GetApps. Google says checks are delivered through Google Play services. Google’s current guidance says direct sideloads and stores outside that initial list are not part of this first enforcement phase.

Will this affect Android users in India now?
Not through the new developer-verification enforcement as of October 7, 2026: India is not among the four countries in the first phase. That does not mean every app installation in India is unrestricted, because a separate Play Protect measure targets a narrower category of internet-sideloaded apps.
The separate India Play Protect pilot
In an announcement dated October 3, 2024, Google said Play Protect would inspect permissions in real time when an app is installed from an internet-sideloading source, such as a browser, messaging app or file manager. Under the announced pilot, an installation would be blocked if the app declared any of four permissions: RECEIVE_SMS, READ_SMS, BIND_Notifications or Accessibility. Google said the feature would start the following month and gradually reach Android devices in India with Google Play services. The distinction matters: developer verification concerns whether an app is associated with a verified developer, while the India pilot’s stated trigger is an internet-sideloaded app requesting specified sensitive permissions. They are separate controls, with different coverage and triggers.

Can I still install APKs or apps outside the Play Store?
Yes, sideloading is not being universally removed. In the first verification phase, direct sideloads are outside the September 2026 enforcement scope. Under the planned global program, Google says users will retain routes to install apps from unverified developers, though the ordinary install experience may require additional steps.

How the unverified-app advanced flow works
Google describes a one-time “advanced flow” for power users who choose to install unverified apps. Its safeguards include enabling developer mode, confirming that the user is not being coached, restarting and reauthenticating the device, waiting one day, and confirming the change. When the advanced flow is disabled, unregistered apps cannot be installed or updated through the ordinary route. Google says verified apps retain the usual install experience and alternative app stores remain usable. The Android developer-verification FAQ sets out the flow.
This is deliberately more than a quick warning or simple bypass: the delay and confirmations are intended to make it harder for someone pressuring a user to rush through disabling protections. For users who understand the risks, the process still provides a path to install unverified software.

ADB remains another route
Google says unregistered apps can also be installed using Android Debug Bridge (ADB), and that the existing ADB workflow is unchanged. ADB is a developer-oriented installation method, not a general workaround to recommend to someone who is unsure about an app’s source or safety. Google’s FAQ.
What should users in India do?
- Get finance and loan apps from official app stores rather than unsolicited links. Google’s India advisory urges users to scrutinize unexpected requests for SMS, notification, accessibility, contacts or photo access, and not grant sensitive permissions unless they are fundamentally needed for the app’s function. - Pause if an app reached you through an unexpected message or web link and asks for permissions that do not fit its purpose. A permission prompt is a reason to assess the request, not proof by itself that the app is malicious.
- Do not treat installation from an app store as a guarantee of safety. Prefer trusted sources, check the developer and app identity, and consider whether the requested access is necessary.

Google has published figures to explain the risks it is targeting, but they should be read within their stated scope. They are Google’s figures, not independent evaluations of the policies’ effectiveness.

- Google said that more than 95% of installations for major fraud malware families it analyzed came from internet-sideloading sources. This refers to those analyzed malware families, not all Android sideloads. Google, 2024.
- Google reported that Play Protect performs 200 billion app scans per day and that it had identified more than 10 million net-new malicious apps globally since introducing real-time scanning the previous year. These are figures in Google’s 2024 India pilot announcement. Google, 2024.
- Google cited nearly 900,000 high-risk installations blocked in Singapore. That is a result from another country’s pilot, not an India result. Google, 2024.
- Google later reported more than 115 million attempts to install sideloaded apps using sensitive permissions blocked in India. The cited post does not state the measurement period, so the figure should not be read as an annual or current rate. Google, 2025.
These figures describe Google’s reported scanning or blocking activity; they do not establish that all sideloaded apps are harmful or that either measure has eliminated fraud.
What developers and users can check
Google says Play developers can use Play Console to check their apps’ registration status. Google reported that it automatically registers 99% of apps on Google Play; its June 2026 update separately said more than 99% of Play apps had been registered at that time. Those are platform-wide progress figures, not confirmation of any particular app’s status.
