For a personal Google Play developer account created after November 13, 2023, the minimum path to applying for production access is a closed test with at least 12 testers opted in continuously for at least 14 days. Plan for about three weeks from the day your test starts to a decision, plus setup time before that. The 14 days are a floor, not a launch date.
Who this requirement applies to
The 12-tester, 14-day rule described here applies to personal developer accounts created after November 13, 2023. The account type and creation date both matter, so do not assume the same rule governs every Play Console account. Google states that production access and pre-registration remain unavailable to covered accounts until they meet the testing requirement. Week-by-week timeline
The sequence below is a planning schedule built on Google’s minimum requirements and application steps. It is not an official Google calendar, and it does not guarantee a launch date.
Before Week 1: set up the app and the tester group
Complete the app setup needed to create a closed test, prepare a test release, and decide how testers will receive instructions and report problems. In Play Console, you can invite testers through email lists or Google Groups. Testers need a Google Account or a Google Workspace account. Build in a delay. A newly published test link can take several hours to become available, so do not schedule your Day 1 announcement for the same hour you publish the release. Invite more than 12 people if you can. That buffer is a practical choice on your part, not a Google requirement, and it protects the count if someone opts out.
Write short tester instructions that name the features to exercise, explain how to report a bug, and give a single feedback channel. Google’s guidance expects you to be able to show how testers engaged with the app, so decide now where feedback will live.

Week 1: publish the test and confirm opt-ins
- Publish the closed-test release in Play Console.
- Confirm that testers can open the test link and have actually opted in. Only opted-in testers count.
- Start the 14-day clock from the point at which you have at least 12 opted-in testers, not from the day you sent invitations.
- Send the instructions, then review incoming reports for crashes, broken flows, and usability problems.
The requirement is 12 testers continuously opted in. It is not described as a requirement for 12 physical devices, so one person on one device and a second account on another device can both count as separate testers if they each opt in.

Hold at least 12 testers opted in for the full 14 days. Watch for opt-outs. A tester who leaves and later rejoins does not keep the earlier run: Google says that tester must complete a new consecutive 14-day period to count. This means a single departure does not reset the whole test, but it does remove that person’s contribution until they finish a fresh run. If your count drops below 12, plan to add testers before the window closes.

Keep a simple log during this week of the feedback you received and the changes you made. You will need that material for the application.
Week 3 and after: apply, then wait for review
Once the 14-day condition is met, open the production-access application from the Play Console dashboard. The form asks about the closed test, the app or game, and whether the app is ready for production. Be prepared to describe:

- your target audience and the value the app delivers to it;
- changes you made as a result of testing;
- why you believe the app is ready to publish.
Google says review usually takes seven days or less, but can occasionally take longer. The official wording is “Review usually takes seven days or less, but can occasionally take longer.” Treat seven days as an estimate. Do not promise yourself or your users a publication date based on it.

Google may ask you to continue testing if you had fewer than 12 opted-in testers or if tester engagement was not sufficient. The official guidance reviewed for this article does not specify how long an extension lasts or what counts as sufficient engagement, so build contingency time into your plan. The practical response is to restore the 12-tester count, keep the feedback log running, and reapply once the requirement is met again.

Closed testing compared with the other tracks
Play Console offers several test tracks, but only one is the gate for covered accounts. Compare them by purpose and by where they sit in your timeline.

Testers on any track need a Google Account or Google Workspace account. The setup guidance linked above is the place to confirm current labels and menu paths, since Play Console screens change over time.
What the timeline does not cover
The total time from first setup to live listing is not specified in Google’s guidance. Setup, the 14-day window, and review are the parts Google describes. Any extra testing Google requests, and the time you spend fixing problems that testers find, come on top. For planning, treat three weeks as the minimum for the test-and-review portion, and allow additional time for everything before it.
