A committee may use a group’s position to decide when to intervene, then time each player’s strokes individually. Some policies also allow officials to time an individual even when the group is keeping pace. The trigger, clock allowance and penalties depend on the specific competition policy.
What is the difference between a shot clock and group timing?
A shot clock is the per-stroke part of timing: an official starts a clock when the player is able to play under the policy’s conditions, then checks the elapsed time against an allowance. Group timing tracks progress against a pace schedule or the group ahead, and can identify when officials should intervene.

These operate at different levels. Group position can flag a delay; individual clocks can show which player is taking too long. The R&A’s 2026 Amateur Championships policy uses both: a group can be declared out of position under defined conditions, and, if it remains so and officials decide to time it, a referee times each player individually.
How long do I have to hit my shot?
The USGA’s Rules FAQ, “Time Allowed to Play Shot,” says: “It is recommended that you make a stroke in no more than 40 seconds. However, the Committee may establish pace of play guidelines that change this time (see Rule 5.6b(1) and Rule 5.6b(3)).” This is a Rules-level recommendation, not a universal clock limit for every competition.

The USGA’s Rule 5.6 explanation says the recommendation applies once a player is able to play without interference or distraction. It also encourages preparing in advance and, in stroke play, playing out of turn when safe and responsible (“ready golf”). Pace enforcement remains primarily the Committee’s responsibility, which can set competition-specific guidelines.
How do the cited policies compare?
| Policy and scope | Trigger and timing | Allowance | Consequences |
|---|---|---|---|
| R&A Amateur Championships, January 2026 | Group out of position under the policy’s hole-time and interval criteria; after a warning, if the group remains out of position and officials decide to time, a referee times each player individually. The policy also permits individual timing in its excessive-shot-time provision. | 50 seconds for the first player in specified situations; 40 seconds for the next player. | In stroke play, a warning for the first bad time, one penalty stroke for the second, two additional penalty strokes for the third, and disqualification for the fourth. Match-play consequences differ. |
| PGA TOUR Americas, 2025 season; Korn Ferry Tour for the remainder of its 2025 season | The revised policy describes warnings when a group or individual begins to fall behind or is out of position; the Committee may start timing without warning in some circumstances. | 40 seconds, with 10 extra seconds in named first-player situations. | The PGA TOUR’s description of this revised policy gives one stroke for the first bad time, two strokes for the second, and disqualification for the third. |
| USGA Rules recommendation | Recommendation applies when a player can play without interference or distraction; a Committee may establish different pace guidelines. | No more than 40 seconds is recommended; a Committee may change the time. | The FAQ does not prescribe a universal penalty schedule; competition policy governs enforcement. |
These examples have different scopes. The R&A policy is for its Amateur Championships, and the PGA TOUR example describes specified tours and periods in 2025; neither should be treated as a universal professional or recreational standard. The available sources do not establish one consolidated PGA TOUR policy for every circuit as of October 2026.

How does the R&A policy decide a group is out of position?
In the R&A Amateur Championships policy dated January 2026, a group is out of position when it completes a hole after the maximum allowable time and has failed to maintain its starting interval with the group ahead. The policy also gives on-course indicators, including reaching a clear par 3 after the group ahead has teed off at the next hole. A legitimate delay may justify a reasonable period to regain position.
The group receives an official warning. If it remains out of position and officials decide to time it, each player is timed separately. Timing begins when the player has had sufficient time to reach the ball, it is their turn, and they can play without interference or distraction. The policy allows reasonable time to calculate yardage; interpreting yardage and other conditions, and preparing for the stroke, count toward the limit.

The same policy defines an excessive shot time: a player observed taking more than 90 seconds may be notified and given a bad time. The Committee may begin official individual timing even if the group is not out of position. That is a specific provision of the 2026 R&A Amateur Championships policy, not a general penalty rule for all golf.
Why do warnings and penalties need to be read in context?
“Bad time” consequences are set by the relevant competition policy, not by one universal golf schedule. Under the R&A’s January 2026 Amateur Championships policy, stroke-play penalties accumulate through the championship: the first bad time earns a warning, the second one penalty stroke, the third two additional penalty strokes, and the fourth disqualification. Match play has separately specified consequences, including loss of hole at the third bad time.

- Pace-of-play timer teaches junior golfers how much time it should take to play each hole
The PGA TOUR’s revised policy description for PGA TOUR Americas in 2025 and the Korn Ferry Tour for the remainder of that season gives a different progression: one stroke for the first bad time, two strokes for the second, and disqualification for the third. Do not transfer either schedule to another tour, event or year without checking its policy.
What should you compare when reading a pace policy?
- Trigger: Does timing start because a group falls behind, because an individual is observed taking too long, or either way?
- Position test: Does the policy use hole-completion times, the interval behind the group ahead, real-time indicators, or a combination?
- Clock start: When is the player considered able to play? Does the policy allow time to reach the ball or calculate yardage, and when does preparation count?
- Allowance: What is the baseline, and do shot type or playing order provide extra time?
- Enforcement: Is there a warning first? Who times players? How are bad times accumulated, and can an individual be timed while the group is in position?
- Consequences: Does the policy specify a warning, penalty strokes, loss of hole, disqualification or a separate excessive-shot-time rule?
- Operating conditions: How do field size, group size, tee intervals, daylight, course setup and the availability of officials affect the policy’s practical use?
Pace policy is more than a clock
Timing is one tool. The USGA’s Committee guidance describes policies that can set maximum times for a round, a hole or series of holes, or an individual stroke; define when groups are out of position; and specify timing, warnings and penalties. It also points to operational choices such as smaller groups and longer starting intervals. Ready golf, course setup and trained officials can matter alongside enforcement.

The USGA’s guidance emphasizes that there is no single pace standard suitable for every course and field. The R&A also makes pace-of-play policy and related resources available through its Pace of Play page. A group-position trigger paired with individual clocks is one policy design, not proof that this design is faster than another: the cited sources do not provide a controlled comparison of outcomes.
How individual timing fits into tour policy history
A January 2020 PGA TOUR announcement described an observation list for selected individuals, individual timing even when their group remained in position, and an excessive-shot-time rule. That is historical context showing that individual intervention can be separate from a group trigger; it does not establish the current policy for every PGA TOUR circuit. A 2019 PGA TOUR report described the then-current focus on groups out of position and a review of whether to address individuals taking excessive time while their group stayed in position. Neither historical announcement should be read as a statement of policy in 2026.
