The incident prompted Goleta Union School District leaders to discuss immediate ways to protect students from heat and longer-term cooling investments. The reported temperature documents a local concern; it does not establish a statewide classroom temperature limit or a legal violation.
What happened in the Goleta classroom?
At a Goleta Union School District Board of Education meeting during one of the hottest days of the week, Hollister Elementary first-grade teacher Victoria Aguirre said her classroom reached 87°F on Wednesday, September 9, 2026. She told the board, “That’s just not acceptable for our kids to be working in.” Noozhawk reported the incident and meeting discussion on September 11, 2026.
Aguirre said that classrooms typically had one fan, but that hers was “just circulating hot air.” Her account is a reminder that air movement is not the same as cooling a room: a fan may make occupants feel more comfortable in some conditions, but it does not lower the indoor air temperature simply by circulating it.
Other campus readings were lower, but limited
During an August heat wave, staff gathered campus temperature readings. Noozhawk reported that Ellwood Elementary topped out at about 76°F and Mountain View Elementary reached about 82°F during the school day. These are readings reported for those campuses in that heat event, not a comprehensive districtwide dataset or a basis for estimating temperatures across California schools.

Is 87°F too hot for a classroom?
It is a high indoor temperature for a classroom, and the teacher described it as unacceptable for students to work in. But the available account does not establish a universal temperature at which every classroom becomes unsafe or unusable, nor does it establish a California statewide classroom-temperature ceiling. It also does not show that the reported room violated a state rule.
A separate hot-weather guidance page for Las Virgenes Unified School District describes thresholds for that district; its policies do not establish statewide law and cannot be assumed to apply to Goleta. Las Virgenes Unified’s guidance is district-specific. A legal conclusion about Goleta or a statewide standard would require applicable regulatory sources beyond the reported meeting.

What is Goleta Union School District considering?
Superintendent Mary Kahn said air conditioning was relatively limited in the district and was present in portable classrooms. Staff and board members discussed a mix of near-term responses and longer-range construction or equipment options. The report describes proposals and planning, not a list of measures all completed.
Interim responses
- Identify cool relief spaces where students can get out of hot classrooms.
- Stop outdoor play during the hottest parts of the day and consider misters during recess and lunch.
- Count available classroom fans and deploy them where needed, while recognizing Aguirre’s concern that a fan was moving hot air in her classroom.
- Use pop-up shade structures; Assistant Superintendent of Fiscal Services Jordan Goines said these could be put in place “rather quickly.”
- Consider portable air-conditioning units at certain campuses.
These options differ in what they address. Shade and changes to outdoor schedules reduce exposure outdoors; a relief space or cooling unit could offer students a cooler indoor location, depending on where it is installed and the building’s capacity. The report provides no side-by-side performance or cost study, so it does not establish which approach would work best at a particular school.

Longer-term cooling choices
District staff were pricing options ranging from air conditioning throughout the district to concentrating cooling in shared spaces such as libraries and multipurpose rooms. Kahn said districtwide air conditioning could cost as much as $60 million, but a formal estimate was still pending. That figure is a preliminary, attributed estimate—not an approved project budget. Goines identified electrical capacity as the biggest obstacle, meaning installation would involve more than choosing cooling equipment.

Why leaders say the issue needs follow-through
Board member Emily Zacarias raised whether the school calendar could start after Labor Day, while acknowledging that September can still be hot. “We want tangible steps. We keep tabling it when it gets cool, and this issue is not going away,” she said. Board member Sholeh Jahangir said, “They shouldn’t have to run around begging for a fan.”

Assistant Superintendent of Pupil Services John Schettler said the district follows National Weather Service advisories and encourages families to send students with water and sunscreen. Those are the district’s stated guidance for families; the report does not present them as a solution to hot indoor classrooms.
