GitLab 19.4, released September 17, 2026, adds a goal-driven workflow to GitLab Duo CLI, three hosted open-weight model choices, broader agent access to GitLab tools, and more detailed GitLab Credits controls. Access depends on subscription tier, deployment, and feature maturity: some capabilities are generally available, while others remain beta or experimental.
What the /goal command does
GitLab Duo CLI’s new /goal command lets a developer describe an objective and delegate work to a locally running flow. Instead of specifying every step, the developer gives the flow an open-ended goal. An independent judge checks progress against that goal; the user can pause, revise, or redirect the run. The flow may stop when it meets the goal or reaches its iteration limit. GitLab’s 19.4 release announcement and release notes describe the feature.

The command requires GitLab 19.3 or later and GitLab Duo CLI 9.17.0 or later. GitLab lists it for Premium and Ultimate on GitLab.com, Self-Managed, and Dedicated. The local flow and its user controls make this objective delegation, not an unattended guarantee that a task will be completed correctly: the independent check evaluates progress against the stated goal.
Hosted model choices and the credit claim
GitLab Duo Agent Platform adds three hosted open-weight model options: GLM 5.3, Kimi K3, and MiniMax M3. GitLab lists them for Premium and Ultimate across GitLab.com, Self-Managed, and Dedicated. Group owners and administrators can set model defaults for agentic chat, agents, flows, and features. Developer Flow has a separately configurable model selection.

GitLab says these models can provide “up to 4x more calls per GitLab Credit” than many comparable frontier models. That is GitLab’s own comparison, not an independently verified benchmark: the release materials do not give an independent comparison or detailed methodology. The claim also concerns calls per credit, not equivalent quality, latency, or results across models.
Credit visibility, caps, and alerts
GitLab says GitLab Credits usage visibility is generally available in 19.4. Platform owners can set per-user caps and export usage down to the billable event for GitLab Flex and non-Flex subscriptions; developers can view their own consumption. These controls make usage easier to attribute and manage, but do not by themselves establish a reduction in total spend.

The release notes also describe email alerts when a capability reaches 50% or 80% of its monthly spend cap. Notifications have limits: caps below $10 are skipped, and at most the highest crossed threshold is emailed for each capability in a billing period. More GitLab tools for agents, with approval defaults
GitLab’s MCP server additions extend the tools agents can use across CI/CD, merge requests, project and user details, repository browsing, work items, semantic search, and vulnerability triage. The release notes list Free, Premium, and Ultimate for the MCP tool and governance entries across GitLab.com, Self-Managed, and Dedicated.

In group and project settings, read-only tools default to “Always Allow,” while write and delete tools default to “Always Ask.” The distinction lets routine reads proceed while keeping an approval checkpoint before changes or deletions. Administrators should still review the available tools and configured policies against their own access and change-control needs.
Other automation changes and maturity status
- Merge-request trigger: A merge-request-created trigger can start flows or external agents. GitLab lists this for Premium and Ultimate.
- Visual flow builder: A beta builder is available in GitLab for VS Code 6.87.0 and later. Beta status means it should not be treated as a generally available feature.
- GitLab Duo in Slack: Described as experimental for Premium and Ultimate. Experimental status is distinct from general availability.
GitLab’s chief product and marketing officer, Manav Khurana, said the release takes agentic automation from individual developers toward organizational scale “under the controls already in place.” The practical distinction in the listed changes is between expanded delegation and the controls around model choice, tool approvals, and credit usage.

What to check before enabling these features
- Confirm eligibility: Check the relevant plan, deployment, and product version. The /goal command also has its own minimum GitLab and Duo CLI versions.
- Set model defaults deliberately: Decide whether group-wide defaults or Developer Flow’s separate model choice fit your intended use.
- Review MCP permissions: Read access and write/delete actions have different defaults; ensure the configured approval behavior matches your workflow.
- Set spending controls: Use per-user caps and event-level exports where appropriate, and account for the alert thresholds and their limits.
- Distinguish release maturity: Treat the flow builder as beta and Slack integration as experimental, rather than assuming every 19.4 feature is generally available.
GitLab 19.4’s release materials establish the features and availability noted above; they do not provide a cross-platform comparison. Teams evaluating agent platforms should compare objective delegation and verification, model quality and latency, tool governance, credit accounting, and deployment and maturity requirements rather than treating calls-per-credit as a complete measure.
