The changes are intended to help maintainers manage report volume and assess submissions; they do not close the reporting channel. GitHub’s October 1, 2026 announcement does not disclose the numeric limits.
What are GitHub’s new rate limits for private vulnerability reports?
New reports are subject to per-user daily limits. A reporter who reaches a limit is prompted to try again later. The limit applies to creating new reports, not to comments on an existing advisory. Repository administrators can set an overall daily limit for their repository and add trusted reporters to an allow list so they are not rate limited. The controls are in Repository Settings → Advanced Security → Settings, beside “Private vulnerability reporting.” As announced, they are available for public repositories with private vulnerability reporting enabled on GitHub Free, Pro, Team, and Enterprise Cloud.
What details must a private vulnerability report include?
GitHub’s default structured form requires four fields:

- Summary of the suspected vulnerability.
- Details about the issue.
- Proof of concept of at least 150 characters.
- Impact of the vulnerability.
The responses are combined into the advisory description, which maintainers can review and edit. Requiring a longer proof of concept is meant to elicit material that helps assess and reproduce a report, rather than merely increasing the form’s length. Reporters can also disclose whether they used AI assistance.
Customizing required fields
A repository can define a custom form in .github/VULNERABILITY_REPORT.yml on its default branch. An organization or account can also provide a shared form through its .github repository. Maintainers may require a CWE assignment, and organization and enterprise owners can enforce that requirement through policy. GitHub Changelog

How the form affects API submissions
Custom forms also apply to submissions through GitHub’s REST API. The default form, however, is not enforced for API submissions, so integrations using the default experience should not be assumed to provide the same required fields automatically.
Why is GitHub limiting private vulnerability reports?
GitHub says maintainers have faced rising report volume and submissions that are difficult to assess, including AI-generated reports with little or no human review and claims requiring substantial investigation to determine whether there is a security impact. In a March 2026 community announcement, GitHub said validating even one poor-quality report could take hours and described the goal as improving submission quality while holding human submitters accountable—not penalizing the use of AI. GitHub’s published figures illustrate the volume it says it handles, but do not show that every report was low quality or that the October controls have reduced workload:
- GitHub said it received more than 3,000 private vulnerability reports per week for most of May 2026.
- It said more than 1.7 million repositories had enabled private vulnerability reporting.
- It reported 1,560 reviewed advisories published in May 2026 and more than 6,000 advisory decisions per month from March through May 2026.

Can trusted security researchers still report vulnerabilities?
Yes. Private vulnerability reporting remains an opt-in channel for researchers to contact maintainers and coordinate on a suspected issue. Administrators can exempt trusted reporters from the new rate limit by adding them to the allow list. The announcement does not state the numeric caps or describe every account-level detail of how limits are applied.
A report is not necessarily or permanently private. It can lead to a private advisory and collaboration; an advisory may later be published in the GitHub Advisory Database, helping downstream users learn about the issue through tools such as Dependabot. Which reporting settings should repository maintainers review?
The October changes give maintainers controls over report throughput and the information collected at intake. The appropriate setup depends on the project’s triage capacity and reporting workflow; GitHub does not prescribe one universal configuration.
