A file that parses correctly is not necessarily a complete inventory: generation context and the ability to act on the data matter just as much.
What an SBOM should represent
An SBOM is a machine-readable record of software components and their relationships. It can help teams understand what is inside a product and identify components that need vulnerability or supplier-risk follow-up. Its practical value depends on whether the intended consumers can ingest, analyze, and act on it, not just whether a file exists. NIST describes SBOMs as complementary to, rather than replacements for, existing security capabilities: NIST software supply-chain guidance.

First decide what the inventory is meant to describe. A package-manager dependency view, a build-time inventory, and a scan of a finished filesystem or container image can produce different views of the same software. Record the scope and generation context so a recipient can interpret the result. NIST cautions that a retroactively generated SBOM may not reproduce the dependencies present at build time.
How to generate an SBOM
- Define scope and requirements. Identify the product, source tree, build, image, or other artifact in scope; the consumers; and their required format, version, and minimum data elements.
- Choose a generator for the ecosystem and lifecycle stage. Match its language and package-manager coverage to the project, and check whether it analyzes source or build metadata, runs during the build, or scans a resulting artifact.
- Generate in a consumer-compatible format. Select a format and version accepted by the recipient’s ingestion and analysis systems. Do not assume one format is universally preferred.
- Validate and review the output. Check that the document conforms to the selected format and inspect whether expected components and relationships appear in it.
- Retain context and route the SBOM to users. Record how and when it was produced, make it available to intended consumers, and connect it to vulnerability and supplier-risk processes.
Choose a format your consumers can use
NIST identifies SPDX, CycloneDX, and SWID as acceptable standard formats in the guidance it reviews. That does not establish that every downstream system accepts every format or version. Confirm compatibility with the people and systems that will ingest the document before standardizing on an output.

The CycloneDX Tool Center lists generators spanning languages and lifecycle stages, as well as validation, viewing, conversion, and analysis tools. The SPDX tools page lists a generator CLI and other tooling. These directories document a varied tool ecosystem; their listings are not a quality ranking. Check the current listing and the selected tool’s documentation because support and status can change.
Compare generators against your workflow
| What to compare | Questions to ask |
|---|---|
| Ecosystem coverage | Does the generator recognize the project’s languages and package managers, including the dependencies relevant to your use case? |
| Generation stage | Does it analyze source or dependency metadata, run during or after a build, or scan a built filesystem or image? |
| Output compatibility | Which SBOM formats and versions does it emit, and do your consumers accept them? |
| Validation and conversion | Can you check format conformance or convert the output using tooling appropriate to the chosen format? |
| Operational needs | Do you only need generation, or do you also need commercial analysis or SBOM management features? |
Choose based on the inventory you need and the systems that will consume it. A scanner of a finished artifact may answer a different question from a tool that records dependencies during the build; neither should be described as a universal substitute for the other.

Validate the document, then assess its coverage
Validation can catch structural or format problems that would prevent a consumer from processing an SBOM. CycloneDX’s directory, for example, includes a web tool for validating, viewing, and converting CycloneDX documents; the SPDX tools page describes available tooling. A valid document does not prove that every relevant component was discovered. Review the inventory against the scope you defined and consider whether the generator could observe the dependencies and relationships that matter.
Account for updated minimum-element guidance
On July 29, 2026, CISA announced that a joint U.S. and international update refines SBOM baseline data fields, adds requirements including component hash, license, SBOM tool name, and generation context, updates component documentation and sharing practices, and covers open-source, AI, and SaaS software. The announcement is a summary, not the full field-by-field specification. For definitive requirements, consult the full 2026 minimum-elements guidance.

That update makes generation context especially important: consumers need to know what the inventory describes and how it was produced. Confirm the applicable requirements for your use case rather than treating a summary announcement as a complete checklist.

Publishing or exchanging an SBOM does not itself identify or remediate risk. Establish who receives it, how they will ingest and analyze it, and how findings move into vulnerability response or supplier-risk workflows. NIST’s guidance frames SBOMs as a complement to those capabilities, not a replacement for them.
