Correct software alone does not establish that a system’s overall risk is acceptable.
What functional safety means for software
Functional safety concerns the part of overall safety that depends on safety-related systems functioning correctly and on other risk-reduction measures. Software can contribute to a hazard when it fails or behaves in an unsafe way, but software is only one part of the system whose risk must be assessed.

The 61508 Association reproduces a definition attributed to IEC 61508-4:2010 and an automotive formulation attributed to ISO 26262-1:2018. These definitions are useful orientation, not substitutes for the standards’ full wording and context. In particular, software passing its tests or meeting its specification does not, by itself, show that the product’s hazards are adequately controlled.

Which functional-safety framework applies?
Choose a framework based on the product and sector, jurisdiction, system scope, and applicable regulatory obligations. The references below address different scopes; they are not interchangeable. Confirm current editions, amendments, national adoptions, and regulatory guidance with the issuing body for the project.
#1 Best Overall
| Context | Relevant reference | Scope distinction |
|---|---|---|
| General electrical, electronic, or programmable electronic safety-related systems | IEC 61508, especially IEC 61508-3:2010 | Part 3 covers software requirements and lifecycle activities for software forming part of, or used to develop, safety-related systems within Parts 1 and 2. It addresses safety functions, systematic capability, and lifecycle requirements. |
| Road vehicles | ISO 26262-6:2018 | Addresses product development at the software level in the automotive functional-safety series, including software unit verification. |
| Medical-device product software | IEC 62304:2006+A1:2015 | Sets lifecycle processes for medical-device software development and maintenance. Its stated scope does not include validation and final release of the medical device. |
| Software used in medical-device manufacturing or a quality management system | FDA Computer Software Assurance guidance, February 2026 | Recommends a risk-based assurance approach for software used in medical-device production or a quality management system. This is a different scope from product-software lifecycle standards. |
The IEC catalog record identified IEC 61508-3 as edition 2.0, published 30 April 2010, with a stability date of 2027, as of 7 October 2026. Check the live catalog and applicable national adoption before using that status for a project decision. The FDA’s February 2026 final Computer Software Assurance guidance supersedes its September 2025 guidance.
How to develop safety-related software through the lifecycle
Use system hazard and risk analysis to establish how software can contribute to hazardous conditions. Then allocate safety requirements to software elements and interfaces, and preserve traceability as the design is implemented, integrated, validated, released, and maintained. The exact activities and evidence depend on the governing standard, safety classification, and project context.

- Establish applicability. Determine the sector, jurisdiction, product or system boundary, and governing standard or guidance. Record the basis for that decision and resolve overlapping obligations with the responsible safety and regulatory roles.
- Connect hazards to software. Use the system risk analysis to identify software-related contributions to hazardous conditions and the safety functions or constraints intended to control them.
- Derive and allocate requirements. Define software safety requirements with enough clarity to support implementation and verification. Allocate them to components and interfaces, retaining links to their system-level rationale.
- Design and implement under the applicable controls. Keep architecture, implementation decisions, and relevant constraints reviewable against the requirements. The selected standard determines the required measures and how they are graded to the required systematic capability.
- Verify at appropriate levels. Plan reviews and tests that show whether software requirements and interfaces are satisfied. For automotive development, ISO 26262-6:2018 specifically includes software unit verification; system integration and validation scope must also be addressed under the applicable framework.
- Validate and release in context. Establish that the software and its safety functions work as intended in the relevant system context, and retain the information required for safe use and maintenance. For medical-device software, IEC 62304 alone does not cover validation and final release of the medical device.
- Control changes and continued support. Assess modifications for safety impact, maintain relevant traceability and evidence, and address the tools used to develop or support the safety-related software where required by the framework.
What evidence makes the safety argument reviewable?
An assurance argument is supported by planned activities and reviewable evidence, not by a claim that a programming language, test suite, or certification label makes software safe. IEC 61508-3 explicitly addresses lifecycle requirements, software safety validation information, user operation and maintenance information, modifications, and support tools. Across sectors, the formal artifact set is not universal; determine it from the applicable standard and project classification.

As a practical organizing principle, retain evidence that lets a reviewer follow the safety reasoning from system-level risk to software requirements, design and implementation, verification and validation, release, and maintenance. The evidence should make it possible to see what was required, how it was addressed, what was checked, and how relevant changes were handled. This is a way to structure a project’s record, not a claim that every item is prescribed in the same form by every standard.

Where software assurance tools fit
Requirements-management, traceability, test, configuration, and development-support tools can help teams maintain lifecycle evidence. A tool does not establish compliance merely because it is used, and no particular tool qualification follows from the standards’ scope summaries here. Determine whether and how a tool must be assessed under the governing standard, its intended use, and the project’s safety classification.
For medical-device manufacturing or quality-system software, distinguish FDA Computer Software Assurance guidance from IEC 62304 product-software lifecycle processes. The FDA guidance addresses risk-based assurance of production and quality-management software; it is not a replacement for the product-software framework.

- A standard reference does not decide which edition or national adoption governs a particular product or jurisdiction.
- Using a standard does not, by itself, prove that an organization or product complies with it.
- A successful software verification result does not alone demonstrate acceptable overall system risk.
- No single universal artifact checklist, tool qualification, or safety classification can be inferred across these sector frameworks.
For a project decision, verify the normative text and current regulatory or national requirements with the issuing body and the organization’s responsible safety and compliance specialists.
