Windows Errors? Fix Them Before They Spread

Choose Fully Managed for a work-only device that IT must control across the whole device, including a dedicated device restricted to one or a small set of apps.
The key difference is not simply how much security each mode offers: it is whether personal use is allowed and where management applies. WPCO keeps most corporate management in a separate work profile, while Fully Managed gives the organization device-wide management.

What is the difference between Fully Managed and WPCO?
Both are enrollment modes for company-owned Android devices, but they support different uses. Google’s device provisioning guidance treats the ownership of a device and its management mode as separate decisions. For a company-owned device, allowing personal use provisions a work profile; disallowing personal use provisions Fully Managed.

When should a company choose WPCO?
Choose WPCO for an employee phone or tablet that belongs to the company but is also intended for personal use. Android keeps corporate apps, data, and most management policies in a work profile separate from the employee’s personal profile. Google describes this as distinct from a work profile on a personally owned device; see its WPCO overview.
This arrangement gives employees a personal space on the company device while allowing IT to manage work apps and information. It does not mean the personal side is entirely beyond organizational control.

Can IT see or control personal apps and data with WPCO?
WPCO separates work and personal profiles, and most policies are scoped to the work profile. However, Google documents selected controls that can affect the personal profile or the device as a whole. Examples include blocking specified apps in the personal profile, disabling the camera, and limiting how long a user can pause the work profile. Some restrictions can be scoped to the work profile or applied device-wide. Device deletion and device commands apply to the entire device. Google’s policy examples describe policy scope and controls.

These controls do not mean that all personal data is generally managed like work data. They do mean an organization should explain, before enrollment, which device-wide or personal-profile restrictions it will apply and what device deletion entails.

When is Fully Managed the better fit?
Choose Fully Managed when the device is for work only and IT needs to manage the device as a whole, rather than primarily managing a work container. Google says this mode lets the enterprise manage all apps and use the full range of Android Management API policies and commands.
Fully Managed also supports dedicated devices for a specific purpose. A dedicated device can be locked to one app or a small set of apps, making this mode relevant to single-purpose, shared, or kiosk-style deployments. Whether a particular feature is available depends on Android version and EMM support, not just the mode name.

How enrollment determines the mode
The enrollment configuration establishes whether personal use is permitted. For company-owned WPCO enrollment, the token must allow personal usage. For Fully Managed enrollment, personal usage must be disallowed. Google documents the settings PERSONAL_USAGE_DISALLOWED and, for a userless dedicated device, PERSONAL_USAGE_DISALLOWED_USERLESS.
Fully Managed setup may require a work-account sign-in or may be userless, depending on the enrollment token. Dedicated devices use the userless option. Plan this distinction for shared devices and deployments where no individual employee should sign in as the device’s primary user.
Quick Recap
Checks to make before rollout
- Decide whether personal use is allowed. Use WPCO for a company-owned device intended for both work and personal activity; use Fully Managed when personal use is disallowed.
- Write down the required policy scope. Identify whether IT needs to manage only work apps and data, selected personal-profile settings, or the whole device. For WPCO, tell employees about any personal-profile or device-wide controls.
- Choose the enrollment configuration. Confirm the token setting matches the intended mode. For a userless dedicated device, use the documented
PERSONAL_USAGE_DISALLOWED_USERLESSoption. - Verify the provisioning route with your EMM. Google lists zero-touch, QR code, sign-in URL, and DPC identifier for WPCO; Fully Managed also lists NFC. Sign-in URL is not suitable for dedicated devices.
- Check Android versions and feature support. Google’s guidance lists Android 8.0 or later for WPCO and Android 5.1 or later for full device management, but individual Android Enterprise features have their own requirements. Check the feature list and confirm support with your EMM before deployment.
