In telecommunications, full user mobility means being able to reach a person regardless of where they are, which terminal they use, which network carries the communication, or which operator serves them. The idea follows the user’s identity rather than the movement of a particular device. “Full user mobility” also appears in other technical contexts, so its meaning depends on the field.
What full user mobility means in telecommunications
The International Telecommunication Union (ITU) used this user-centered definition in its Universal Personal Telecommunications (UPT) framework: mobility provides the ability to access users independently of location, terminal type, network type, or network operator. The wording appears in ITU Recommendation E.168, “Application of E.164 Numbering Plan for UPT”, published in March 1993. That edition is marked superseded, so it is useful here as a historical definition, not as confirmation of the current standard.

In practical terms, the service is associated with the person or a persistent personal identity. A call or other communication can be directed to that identity even if the user changes location or accesses the service through a different terminal or network. The concept is broader than simply carrying a phone while travelling.
How user mobility differs from device mobility
| Aspect | User mobility | Device mobility |
|---|---|---|
| What moves or persists | The user’s identity or service access follows the person. | A terminal moves, or is used while its user is in motion. |
| Role of the terminal | The user may access service through different terminal types. | The focus is on the terminal and its ability to remain in use while moving. |
| Network and location | The goal is access independent of location, network type, and operator. | Movement alone does not establish that access works across networks or operators. |
The distinction matters because a mobile device does not automatically provide full user mobility. A phone may move with its owner while service remains tied to one device, network, or coverage area. Conversely, a user-centered service aims to preserve access when the user changes terminal or network.

- Please note, this device does not support E-SIM; This 4G model is compatible with all GSM networks worldwide outside of the U.S. In the US, ONLY compatible with T-Mobile and their MVNO's (Metro and Standup). It will NOT work with other CDMA carriers, and it is also not compatible with their MVNO (Visible, Xfinity Mobile, US Mobile, Cricket Wireless, etc).
- Compatibility with certain third-party devices and accessibility accessories, including some hearing aids, may vary depending on manufacturer support, Bluetooth protocols, software compatibility, and regional firmware limitations. For additional hearing aid compatibility information, please refer to Samsung’s official support documentation.

What “full” does—and does not—promise
“Full” describes the broad scope of the mobility goal: independence from location, terminal type, network type, and operator. It does not mean that every service is available everywhere, that every device is compatible, or that geographic limits are impossible. The ITU recommendation noted that different degrees of mobility can exist and that geographic restrictions may be applied when full mobility is not wanted.
Accordingly, treat “full user mobility” as a service-design concept, not a guarantee of universal coverage. Actual reach depends on the networks and systems involved; the phrase by itself does not specify a provider, supported devices, or present-day availability.

Satellite personal communications as an example
Satellite personal communications illustrate how a system could support user mobility across different networks. A 1998 ITU-D document submitted by Germany describes a satellite personal communications service network as a satellite system connected through gateway earth stations to terrestrial fixed or mobile networks. In that system concept, the configuration could support mobility and identification through one number anywhere in the world. This is a description of the architecture and ambition in that document, not evidence that a current service offers worldwide access.

This is historical context: it does not establish current handset capabilities, service plans, or coverage. A satellite phone is therefore an example of a terminal used in satellite personal communications, not proof that the phone or its service will work everywhere.

Other uses of the phrase
Outside the UPT context, some wireless-data glossaries use “full user mobility” for access to data while a user is moving, such as in a car. That narrower usage emphasizes movement during use rather than the ITU’s broader idea of access following a person across locations, terminals, networks, and operators. Check the surrounding technical context before applying either definition.
