Freight Data Enrichment: What Should Happen Before a Booking Decision?

Before committing a freight booking or tender, normalize records, check data quality, confirm carrier status where a source applies, and hold unresolved conflicts with their timestamps.

Before a freight booking or tender is committed, the record should pass a short gate. The data is normalized and checked for quality, the carrier’s identity and status are confirmed against an authoritative source where one applies, shipment and party details are checked for consistency, and every external value is kept with its source and retrieval time. Anything that still conflicts or is missing goes to a documented hold or review rather than being overwritten. No single score or database makes a booking safe, lawful, or suitable for a particular load. The gate narrows the risk and leaves a record of what was checked.

The official evidence behind this approach is uneven, and the sections below keep that visible. The strongest material covers U.S. motor-carrier identity and status checks, FMCSA data-quality measures, the GS1 US truckload tender guide, and one U.S.-bound truck cargo rule. The full sequence is process guidance assembled from those building blocks. It is not a published, universal freight-enrichment standard.

What a pre-booking check should cover

Each check answers a different question, and passing one does not answer the others. The table separates what each check can establish from what it leaves open.

Check area What it can establish What it does not establish Basis
Data quality Whether a record is timely, complete, accurate, valid, and refreshed on a known schedule A freight-booking score or a pass/fail verdict on the booking FMCSA’s five measures for its evaluations of certain IRP and IFTA state data
Carrier SCAC status and verification (U.S. motor carriers) Whether the SCAC is current in NMFTA’s system and whether an identity and address verification indicator is present Operating authority, insurance, safety record, equipment capacity, or fit for a specific load NMFTA SCAC API and identity-verification overview
Shipment and party consistency Whether references, parties, quantities, weight, equipment, and timing agree with each other Whether the cargo is lawful to move or the party is acceptable to your business Process guidance synthesized from data-quality and identifier-integrity practice
Covered U.S.-bound truck cargo data Whether the advance electronic data elements required by the rule are present Requirements for other modes, other movements, or other destinations 19 CFR 123.92, as represented in the Cornell Legal Information Institute text

The sequence, step by step

Run the steps in order. Each one produces a result that the next step relies on, and a failure at one step should stop the booking rather than being carried forward silently.

Step 1: Normalize without erasing the original

Standardize names, addresses, units, dates, and identifiers so that systems can compare records. Keep the value as submitted beside the normalized value. For every external value, store the source and the retrieval time. When two sources disagree, show both values rather than letting the cleaner-looking one replace the other. These are recommended controls drawn from data-quality and identifier-integrity guidance, not a single mandated rule.

Step 2: Check quality and completeness

Test five dimensions: timeliness, completeness, accuracy, validity, and update frequency. FMCSA uses these same measures in its evaluations of certain IRP and IFTA state data, and its monthly data-quality reports include results through August 2026 at the time of access. The page does not define a booking score, so borrow the dimensions, not a number. Decide in advance which failures stop a booking and which only trigger review. A blank field must appear as missing, never as a successful match.

Step 3: Confirm the carrier identity and status signal

For U.S. motor-carrier workflows that use SCAC, check the current status and verification indicators in NMFTA’s official source. NMFTA states that applications, renewals, and reinstatements for non-Class 8 carriers go through an identity-verification process designed to confirm legitimacy. That process checks identity and address, and it works through FMCSA data or a government-ID process. The overview was updated May 26, 2026. What a status result does and does not establish is covered in the next section.

Step 4: Validate shipment, party, and route fields

Check that origin and destination parties, shipment references, cargo description, quantities, weight, equipment or container details, timing, and special-handling fields agree with one another. The required list changes with mode and geography. The specific advance-data elements apply only to covered U.S.-bound truck cargo under 19 CFR 123.92, described below. Do not carry those elements or deadlines over to other movements without checking the rule that governs them.

Step 5: Gate the booking and keep the links

If a material identity, party, quantity, or route conflict remains open, hold the booking and escalate it under a documented exception policy. Once the record is cleared, carry one stable shipment identifier through the tender, the carrier’s response, status updates, and billing. The tender-stage distinctions are covered in their own section below.

What a carrier status result establishes

A current SCAC status is a narrow signal. NMFTA’s SCAC API provides status and verification indicators and, according to NMFTA’s SCAC API page, does not expose personal or sensitive identity data. The same page describes the purpose of the service in these terms:

“The SCAC API provides programmatic access to SCAC status and verification indicators so organizations can integrate trust checks directly into their systems.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That is an official statement about what the service is for. It is not a personal endorsement, and it does not turn a status result into a complete assessment of a carrier.

A current status with a verified indicator supports two conclusions:

  • The SCAC record is current in NMFTA’s system at the time of the check.
  • The identity and address verification indicator reads as verified, where the indicator is returned.

It does not establish the following, which must be corroborated separately where your organization’s policy or applicable law requires it:

  • Operating authority
  • Insurance coverage
  • Safety record or compliance rating
  • Equipment capacity or availability
  • Fitness for a particular lane, load, or special-handling requirement

Handling mismatches: a decision table

Finding Suggested handling
SCAC status is not current, or the verification indicator is absent or negative Do not treat the carrier as matched. Hold the booking and route it to your exception policy.
A field needed for the booking or for a regulated filing is missing Stop the booking if the field is required for it. Otherwise, route to review. Show the field as missing.
Name or address differs after normalization Show both submitted and external values with source and timestamp. Review before release.
Shipper or consignee details conflict on covered U.S.-bound truck cargo Hold and resolve before the advance-data deadline applies.
External value is older than your refresh policy Re-query the authoritative source before booking.

Where mode and geography change the checks

The official sources support different checks for different movements. Confirm which applies before relying on any of them.

  • U.S. motor carriers using SCAC: the NMFTA status and verification checks described above apply to this workflow. They are not a global carrier verification.
  • FMCSA state-data quality: FMCSA’s data-quality measures cover certain IRP and IFTA data. They are a useful model for your own data checks, not a measure of every booking field.
  • Full truckload tenders: the GS1 US tender guide applies to the truckload tender workflow it describes. It is voluntary implementation guidance (version R2.0, dated December 16, 2015) and may not reflect current practice.
  • U.S.-bound covered truck cargo: 19 CFR 123.92 lists the advance electronic data required, including the carrier SCAC, shipment references, quantities, weight, a precise commodity description or six-digit HTS number, a hazardous-material code when applicable, and shipper and consignee details. Per the Cornell Legal Information Institute text, the timing is 30 minutes or 1 hour before the carrier reaches the first U.S. port of arrival, depending on the CBP-approved electronic system, or a lesser period the rule authorizes. This is a regulatory deadline for that cargo, not a general booking target.
  • Other modes, countries, and movements: the sources behind this guidance do not establish equivalent checks. Define those from your own policy and from the authority that governs the movement.

Verify the current regulatory text in the official Code of Federal Regulations and CBP implementation details before operational or legal reliance. The Cornell text is a secondary reproduction.

Tender, acknowledgement, and acceptance

The GS1 US guide recommends that a functional acknowledgement be returned within 15 minutes of receiving a full truckload tender. That is voluntary guidance, not a legal deadline. The acknowledgement confirms that the tender was received. It does not mean the carrier has accepted it. Keep those states separate in your system: received, acknowledged, and accepted or declined are different events.

The same guide recommends a stable shipment identifier across the workflow and preset appointment information where applicable. Because the guide dates from 2015, check GS1 US for current implementation guidance before treating its recommendations as current practice.

Choosing how to run the lookup

NMFTA describes three ways to access SCAC data. The table compares them on the axes that matter for a booking gate.

Method Timing and freshness Access Best fit
Manual lookup (SCAC verification lookup) On demand, at the moment of the check Available for individual checks; NMFTA’s pages cited here do not state a fee for this method Low volume, exception handling, and spot checks
Real-time API Real time, at the moment of integration Limited to approved partners; NMFTA states that API access requires approval, and pricing and service terms are not stated in the material cited here High volume integration into a TMS or booking workflow
Scheduled bulk data Periodic delivery; NMFTA does not state the update interval in the material cited here Not stated in the material cited here Maintaining a local reference table with a known refresh policy

Confirm suitability, price, service terms, and permitted use directly with NMFTA before building any of these methods into your process. Whichever method you choose, record the timestamp of each check, because a result from last week does not describe today’s status.
