A free VPN can be enough for occasional browsing if its privacy practices are credible and its limits fit your needs. Paid plans commonly offer more data, server locations, or features, but paying does not by itself make a VPN more private or trustworthy. Compare the provider’s data practices first, then decide whether its free or paid tier suits you.
What a VPN changes—and what it doesn’t
A VPN routes your internet traffic through servers operated by the VPN provider. When the connection between your device and the VPN server is encrypted, someone monitoring an insecure public Wi-Fi network may see encrypted traffic rather than its contents. In exchange, the VPN provider becomes a party you must trust. A VPN can obscure some information from your internet provider or local network operator, but it does not make you entirely anonymous: websites may still recognize you through accounts, cookies, forms, or details you provide. The FTC explains these limits in its consumer guidance on VPN apps.

Is a free VPN safe?
“Free” describes the price to the user, not how the service is funded or what it does with data. The FTC warns that some VPN apps are free because they sell advertising or share information with third parties; that is a reason to check the specific app, not a basis for assuming every free VPN behaves this way.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsBefore installing a VPN, review its privacy policy and terms, check the developer, and consider the permissions it requests. Look for clear answers about what information is collected, whether it is retained or shared, how traffic is handled, and what independent scrutiny has covered. The FTC also recommends checking whether the app encrypts traffic.

What do you get with a paid VPN?
Paid tiers commonly sell a larger data allowance, more server or country choices, and features that may not be included in a free tier. The exact difference depends on the provider, so compare the two plans rather than assuming every paid VPN includes the same benefits.

Does paying mean better privacy?
No. A subscription can change a provider’s limits or features, but the price alone does not establish how it handles data. Proton VPN says its no-logs policy applies to its free service. Its policy says free accounts generally have no speed restrictions, subject to a service-quality exception for excessive consumption. Proton says paid users and community donations support the free plan. These are Proton’s own disclosures, not a guarantee that every provider—or every paid plan—offers the same protections.

Read the policy for the particular service and plan you are considering. For example, Windscribe says it retains a rolling 30-day data-transfer total and a last-activity timestamp to enforce free-tier limits and prevent abuse. It says it does not store historical session records, source IP addresses, or visited sites, and that temporary connection information held in server memory is discarded when a connection ends. These are the company’s disclosures in its privacy policy.
Audits can add evidence, but their scope and date matter. Windscribe reports a Packetlabs server-stack audit in June 2024, a Leviathan desktop-app audit in September 2021, and Leviathan Android and iOS app audits in March 2022. Those are company-reported audits of specific components at particular times, not a perpetual guarantee about every app version or the entire service. See its audit disclosure.

Are free VPNs worth it? Choose by your use case
A free plan may fit modest use
A free tier may be practical for occasional browsing or public Wi-Fi use when its data limit and location options are adequate, and you are comfortable with the provider’s stated data practices. Check what happens when the allowance runs out and whether you can choose a location you need.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
A paid tier may fit heavier or more varied use
Consider paying if you need more monthly data, a wider choice of locations, or a specific feature the free tier omits. Frequent streaming or travel across multiple locations may call for more capacity and choice than occasional browsing, but do not assume a VPN guarantees access to a streaming service, a particular speed, or anonymity.
Quick Recap
Best Value
