Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsIf you only need to add a note or make an occasional simple change, start with a free PDF editor that explicitly supports that task. Paying becomes easier to justify when you regularly need a particular advanced workflow—such as OCR for scanned pages, editing existing text or images, redaction, or document security—and the exact plan supports it on your device. No single free-versus-paid rule applies to every editor.
What do you need to do to the PDF?
“Edit a PDF” can mean several different things. Identify the task before comparing prices or choosing a product: adding a comment is not the same as changing existing text, and filling in a form is not the same as creating one.

| Your task | What to check |
|---|---|
| Annotate or add text | Does the tool let you add comments, markups, or text boxes? Adding a text box may not change text already in the document. |
| Change existing text or images | Confirm that the editor can select and modify the existing content, rather than only placing new text or images on top. |
| Work with a scan | Look for OCR (optical character recognition), which can recognize text in page images so it can become searchable or editable. Check whether the workflow is included in the plan and platform you use. |
| Handle forms | Distinguish filling in an existing form from creating or editing form fields. |
| Protect or prepare a document | Check for the specific operation you need, such as password security, redaction, page organization, compression, or format conversion. |
These are feature categories, not a claim that every advanced operation is exclusive to paid software. Availability varies by product, plan, and platform.

When is a free PDF editor enough?
A free option is a sensible first choice for occasional, straightforward work if it supports the exact action you need. For example, Adobe describes basic editing in its free online editor, while PDFgear describes adding text boxes with its online editor and advertises free text editing on a separate page. Those descriptions refer to different tools and workflows; they do not establish that every free editor can change existing text or match a paid product’s full feature set.
#1 Best Overall
- EDIT text, images & designs in PDF documents. ORGANIZE PDFs. Convert PDFs to Word, Excel & ePub.
- READ and Comment PDFs – Intuitive reading modes & document commenting and mark up.
- CREATE, COMBINE, SCAN and COMPRESS PDFs

Before relying on a free tool, try it with a copy of a representative document. Confirm that the output preserves the layout and that you can complete the task without a feature limit or platform restriction getting in the way.
Which features can make paying worthwhile?
A paid plan may be worth evaluating when an advanced task comes up repeatedly or when a free workflow does not do it reliably enough for your needs. Vendor feature pages show examples of capabilities offered in paid products, but the feature list for a product does not guarantee that every plan includes every capability.
OCR for scanned PDFs
A scan is often a page image rather than selectable text. OCR can recognize the words in that image, making a document searchable and potentially editable. Adobe says its Acrobat Pro trial can edit text in scans using OCR, and Foxit lists OCR among PDF Editor capabilities. PDFgear advertises an OCR workflow that converts scanned PDFs to Word. Check what the specific plan does, how it handles your document, and whether the workflow is available on your device: OCR recognition, editing, and export are related but distinct steps.

Editing existing text and images
If you need to change words or images already on the page, look for explicit support for editing existing content. Foxit lists text and image editing among its PDF Editor capabilities. By contrast, a tool that only lets you add a text box may be sufficient for a note or overlay but not for revising the original text.
Redaction, forms, security, and conversion
These features matter when the document workflow calls for them, not simply because they appear on a product page. Adobe lists redaction, password security, forms, and conversion to Word, Excel, and PowerPoint among the capabilities of its Pro trial. Foxit lists forms and document security. Confirm the exact operation available: for example, permanently removing sensitive content is not the same as drawing a black shape over it.
Recurring work and time saved
Frequency is part of the value calculation. If you handle scans, forms, or conversions often, a workflow that avoids repeated manual steps may be worth paying for. If the task is rare, compare the cost and commitment of the applicable plan with the time or friction it would actually save. This is a decision framework, not a price comparison; costs and license terms depend on the market and offer.

How do the named editors compare?
The following is a comparison of vendor-described features, not a hands-on test or endorsement. “Free” and “paid” do not describe a uniform set of capabilities, and a feature listed for a product may not be available in every plan or on every platform.
| Product | What its official pages describe | What to verify |
|---|---|---|
| Adobe Acrobat | Adobe presents Reader and paid Acrobat offerings. Its online editor page describes basic free editing. Adobe says the Acrobat Pro trial includes OCR for scans, PDF creation, forms, e-signatures, page organization, compression, password security, redaction, and conversion to Word, Excel, and PowerPoint. | Which feature belongs to the plan you are considering, whether it works on your platform, and the applicable regional terms. A trial’s listed capabilities do not establish the terms of a continuing plan. |
| Foxit PDF Editor | Foxit’s pricing page describes editing text and images, conversion, OCR, forms, and document security. Its product page describes PDF editing, annotation, signing, and sharing across devices; the pricing-page search result also reports a perpetual-license option. | Check the live plan page for current availability, supported platforms, and exact license terms, including whether the option you need is a subscription or a perpetual license. |
| PDFgear | PDFgear describes its online editor as free and says it can add text boxes. A separate text-editing page advertises free text editing and an OCR workflow to convert scanned PDFs to Word. | Verify the specific workflow on the platform you intend to use. These claims do not establish that every feature of a paid editor is matched. |
How to choose a plan without overpaying
- Name the task. Decide whether you need to annotate, change existing content, OCR a scan, fill or create a form, redact, secure, or convert a PDF.
- Match the task to an explicit feature. Check the vendor’s current plan page rather than assuming that “PDF editor” or “free” means a particular capability. Adobe’s Acrobat plans page and online PDF editor page, Foxit’s PDF Editor pricing page and PDF Editor product page, and PDFgear’s online editor page and text-editing page describe their respective offerings.
- Check your device and platform. Confirm that the feature is available in the desktop, web, or mobile workflow you will actually use. Do not infer platform support for a particular function from a general product description.
- Review the applicable terms. Check billing frequency, trial conditions, renewal or cancellation terms, and whether the license is a subscription or another form. Terms and availability can vary by region and change over time; the linked vendor pages are the place to verify the current offer for your market.
- Test the workflow with a copy. Use a representative document to confirm that the tool produces the result you need before committing to a plan or relying on it for an important file.
Practical verdict
For an occasional basic task, first try a free editor that clearly supports it. Consider paying when you repeatedly need a specific advanced workflow—especially OCR, editing existing content, redaction, advanced form work, security, or conversion—and have confirmed that the chosen plan includes it on your platform. The right comparison is not “free versus paid” in the abstract; it is the cost and terms of a particular plan against the exact work it will let you do.
