Recommended Free Tools
For a no-license-fee, open-source identity governance and administration (IGA) option, Evolveum midPoint is the clearest candidate supported by the official documentation reviewed here. Microsoft Entra ID Free is different: Microsoft’s licensing matrix lists governance features across Free, P1, P2, and Entra ID Governance, so the Free tier should not be taken to include the whole governance feature set. Neither option is simply “free to run”: licensing, deployment, integration, and ongoing administration are separate considerations.
What identity governance covers
Identity governance is broader than login and single sign-on (SSO). When comparing tools, look for how they manage identities and access throughout a person’s time with an organization, including:

- Provisioning and deprovisioning: creating, changing, and removing accounts as people join, change roles, or leave.
- Approvals and access requests: routing access decisions through defined workflows.
- Roles and entitlements: assigning access through role models and managing what those roles permit.
- Access certification: reviewing whether existing access remains appropriate.
- Audit visibility: retaining information that helps administrators understand access and governance activity.
A product may provide some identity-management capabilities without including every governance workflow in a particular free license. Compare the specific features your organization needs, not just product names.

How the two documented options compare
| Option | What official sources document | What “free” means | Trade-off to assess |
|---|---|---|---|
| Evolveum midPoint | Provisioning and deprovisioning, synchronization and reconciliation, process automation and approvals, role-based access control (RBAC), access certification, and role modeling. See Evolveum’s current midPoint features. | Evolveum describes midPoint as open source and says its licensing cost is zero. That does not establish that hosting, implementation, integration, or support have no cost. | A self-managed open-source deployment calls for technical ownership and may require customization. The reviewed pages do not quantify implementation effort or provide a consistent connector-coverage comparison. |
| Microsoft Entra ID Free / Entra ID Governance | Microsoft documents identity governance and lifecycle capabilities, with availability distributed across Free, P1, P2, and Entra ID Governance license columns. See the Microsoft Entra licensing matrix and identity governance overview. | The existence of an Entra ID Free tier does not mean every governance feature is included at no cost. Some capabilities have higher-tier prerequisites. | Check each required feature against the current licensing matrix and the identities it applies to. Availability can vary by cloud and licensing scenario. |
Which option fits your operating model?
Consider midPoint when you can own a self-managed system
Evolveum describes midPoint as “an identity management and governance system” in its introduction to midPoint. Its published feature list includes lifecycle and governance functions, making it a plausible choice when you want an open-source system and have the technical capacity to deploy, integrate, configure, and maintain it. Zero license cost is not a total-cost estimate: the cited documentation does not quantify hosting, implementation, integration, staffing, or support.
#1 Best Overall
Consider Entra based on your existing entitlement and identity environment
For Microsoft Entra, the practical question is whether the governance workflow you need is included in your organization’s existing license scenario. Use Microsoft’s feature-by-license matrix rather than treating “Free” as a blanket entitlement. Check prerequisites for the relevant users or identities and your cloud environment before planning a rollout.
These products do not share the same licensing model or deployment responsibilities. A useful comparison is not which platform is universally cheaper, but whether a required workflow is available under your entitlement and what it will take to operate.
Questions to resolve before choosing
- Governance depth: Do you need access requests, approvals, certification or reviews, role management, and audit evidence—or only basic account provisioning?
- Lifecycle coverage: Which system supplies identity data, which joiner/mover/leaver events must trigger changes, and which target applications need accounts removed or updated?
- Integrations: Confirm that your actual source and target systems are supported, and determine whether a custom connector is needed. The official pages reviewed do not provide a comparable connector count.
- Licensing and full cost: Separate software license terms from user or identity coverage, hosting, implementation, integration, and support.
- Operating skills: Decide who will administer the platform, maintain integrations, manage customizations, and handle changes to policies or workflows.
- Environment and scale: Account for cloud or on-premises requirements and your existing identity ecosystem. The reviewed sources do not establish comparable deployment-sizing benchmarks.
Limits of this comparison
This is a focused comparison of midPoint and Microsoft Entra, the two options for which relevant official feature or licensing documentation is available here. It is not a ranked survey of all free IGA tools, and the available evidence does not support a quantified comparison of connector coverage, implementation effort, or deployment scale. Microsoft’s entitlement matrix and product capabilities can change; consult the linked documentation for the current licensing scenario before making a decision.
