Can you make horror games in Roblox?
Yes. Roblox’s content maturity process includes fear-based content, with examples of mild fear such as jump scares, ominous music, suspense, and creepy-looking non-player characters. Its labels range from Minimal through Mild and Moderate to Restricted. The label describes the experience for players and may affect age and regional recommendations.

Yes. Creators can build Fortnite islands in Creative or use UEFN’s Unreal Engine-based tools. All published Fortnite experiences need an IARC rating. Epic lists regional maximums including ESRB Teen in North America and PEGI 12 in Europe and the UK, alongside separate limits for other regions. An island above a region’s cap may be blocked there; if it exceeds caps everywhere, it cannot proceed to publication until adjusted.

Think about the rating implications of the entire experience, including visuals, dialogue, music, and promotional material. Fortnite’s developer rules require promotional text and images to be suitable for a general audience. Neither a platform’s examples nor a rating label guarantees that a particular horror design will pass review.

Fortnite: Creator Portal and eligibility
UEFN projects move through a release workflow in Creator Portal, including memory and project review, IARC information, promotional media, attributions, visibility, and moderation. Epic’s publishing documentation says the publisher must be at least 18. Publishing and monetizing also requires acceptance into Epic’s developer program.

Roblox: publish privately, then release
Roblox Studio is free to use. Its publishing workflow lets creators publish privately and later make a game public, with device options and title and description guidance for players and discovery. Multi-place games can use separate areas for different parts of a horror story, such as a lobby, chapters, or distinct locations. Consult the game and place publishing guide for the current workflow.
How do the monetization options compare?
Fortnite’s developer page describes built-in discovery, growth, and monetization features for accepted creators. It also reports that Epic had paid more than $900 million to third-party Fortnite developers, a cumulative platform figure displayed on its page as accessed October 7, 2026—not an estimate of what a new horror island will earn. Roblox documents a broader menu of game and creator-economy mechanisms, including subscriptions, paid access, passes, developer products, private servers, immersive ads, and creator sales of models and plugins. Which platform should you pick?
- Pick Roblox Studio for a script-driven game that may span multiple places and use Roblox’s native creation and monetization systems.
- Pick Fortnite Creative for direct in-game building within Fortnite.
- Pick UEFN when its Unreal Engine-based visual and worldbuilding tools align with the project and you meet the publishing requirements.
Before choosing, settle the intended audience and horror intensity. Then check the relevant maturity or rating rules and design the game—and its promotional material—within those limits. The available official documentation establishes platform features and restrictions, not which platform’s player-made horror is better in practice.
