Yes. Fortnite Battle Royale matchmaking includes AI bots, but Epic does not currently promise a bot-only lobby or publish a guaranteed way to enter one. A match that includes bots is not the same thing as a match made up entirely of bots.
What “bot lobby” can mean in Fortnite
Players use “bot lobby” for two different things: a regular match that includes AI opponents, or a match containing only AI opponents. Epic confirms the first. Its current support guidance does not confirm a guaranteed bot-only queue or a repeatable method for creating one.

How bots fit into matchmaking
Epic says Fortnite matchmaking considers player skill and makes it more likely that you will face opponents of similar skill. It also cautions that a match will not necessarily contain players of only the same skill level. That skill-aware system is not a bot-lobby switch.

In an official September 2019 announcement, Epic said bots would work alongside matchmaking and that players would encounter fewer bots as their skill improved. The announcement gives no current numeric skill cutoff or guaranteed bot share, so there is no reliable percentage to expect in a match.

That 2019 announcement also said bots would not appear in competitive playlists at the time. This is historical context, not confirmation of the rules for every current competitive mode; check the current rules for the playlist you plan to play.
Can you get a guaranteed bot-only match?
Epic’s current public support material does not provide a bot-only mode, an account-level threshold, or step-by-step instructions for reliably entering an all-bot match. Epic said in an October 2019 update that it was looking into a dedicated “vs. Bot” mode for practice, exploration, and improvement. That statement described a possibility under consideration, not a mode that had launched, and does not establish current availability.

Community guides may describe using a new or low-level alternate account to influence matchmaking, sometimes on a second device. Those recipes are not verified by the official material cited here, differ in their instructions, and can become outdated. They should not be treated as an Epic-approved or guaranteed method.
Account-policy caution
In its October 3, 2019 update, Epic stated: “Smurfing is a bannable offense.” The warning is Epic’s published statement, but it dates from 2019 and does not explain how every alternate-account setup is treated under current policy. For current account rules, consult Epic’s official Fortnite support rather than relying on matchmaking workarounds.
