First cut off active access, reset Fortinet administrator and VPN passwords, and enforce MFA. Then remove public management access where feasible, patch through a supported device-specific path, compare accounts and configuration with a known-good baseline, and review device and identity logs. A credential-exposure warning does not by itself prove that every affected or similar appliance was accessed. Fortinet’s June 19, 2026 analysis said the reported activity involved credential harvesting and brute-force attempts against devices with weak password hygiene and no MFA—not a newly disclosed vulnerability or activity related to a recent incident or advisory. Fortinet’s initial analysis and CISA’s June 2026 alert support treating the warning as a reason to act and investigate, not as proof of compromise.
1. Contain access before making other changes
Start with internet-facing devices and terminate active administrative and SSL-VPN sessions. Reset passwords for all Fortinet administrator and VPN accounts, using unique credentials that have not been exposed or used before. Enforce MFA across both administrator and VPN accounts. Fortinet and CISA recommend these immediate measures in their guidance and alert.

Do not treat the reported scale as a count of confirmed intrusions: CISA’s June 2026 alert associated approximately 74,000 devices with exposed credentials. That is an advisory-reported estimate, not evidence that every device in that group was compromised.
2. Remove or restrict public management access
Once immediate access is contained, close the management path from the public internet if operations allow. Fortinet calls removing internet-facing administration the strongest of its recommended management controls; if remote access must remain, restrict it to trusted sources and verify that the restriction works. CISA likewise urges that firewall administration be inaccessible from the public internet. Fortinet guidance and the CISA alert identify these approaches.

| Management approach | What it changes | Operational consideration |
|---|---|---|
| Remove internet-facing administration | Eliminates the public management route. | Fortinet describes this as the strongest option among the controls discussed; administrators need another supported management path. |
| Restrict with trusted hosts | Limits management access to trusted source addresses. | Keep the allowed sources current and confirm that other public sources cannot reach management. |
| Apply a local-in policy | Restricts traffic destined for the device itself. | Validate that the policy permits required administration while blocking unintended sources. |
The cited guidance presents these as alternatives, not as a measured performance ranking. Choose a restriction that preserves required operations without leaving management broadly reachable.
3. Patch using a supported path for the specific device
Plan the upgrade around the appliance model, current FortiOS version, and supported upgrade path; do not assume that the same target release or sequence is safe for every device. Fortinet’s June 19, 2026 guidance recommended the latest versions of FortiOS 7.4, 7.6, or 8.0 and noted that these versions support PBKDF2 hashing of administrator credentials. The same guidance references removing older legacy password settings with set login-lockout-upon-weaker-encryption. Treat those branch recommendations as dated guidance, not a substitute for checking the current official release notes and compatibility details before scheduling a change. Fortinet’s June guidance

The Canadian Centre for Cyber Security also highlights checking whether fixes for CVE-2024-55591, CVE-2025-59718, and CVE-2025-59719 apply to the device. Confirm applicability and remediation status against the current vendor information for the model and release in use; the presence of a CVE in an advisory is not, on its own, evidence that a particular appliance was exploited. 4. Check accounts and configuration against a known-good baseline
Compare firewall, VPN, and administrator accounts and configuration with a trusted baseline. Investigate unrecognized users, unexpected settings, or changes that cannot be explained by approved administration. Fortinet lists names such as forticloud, fortiuser, fortinet-support, and fortinet-tech-support as examples to investigate. They are not a complete list, and a matching name alone does not prove compromise. Fortinet’s analysis

5. Review device, VPN, and identity logs
Look for successful administrative access from unfamiliar IP addresses, unexpected VPN activity, and configuration changes that lack an authorized explanation. Review domain-controller logs as well for unusual access, suspicious accounts, signs of lateral movement, or unauthorized changes. Escalate unexplained successful access or configuration changes for incident investigation; Fortinet’s analysis specifically calls for checking device activity and connected identity systems.
How to interpret what you find
- A credential-exposure report or failed login attempts alone do not establish that an attacker entered the device.
- Unexplained successful access, unfamiliar accounts, unauthorized configuration, or suspicious identity-system activity warrant escalation.
- Record relevant logs and configuration evidence before making changes that could overwrite or obscure it, following your organization’s incident-response process.
6. Treat signs of persistence as an incident, not just a password problem
Changing credentials may not remove an attacker who has already established another way to remain in the environment. Singapore’s Cyber Security Agency cautions that credential changes alone may be insufficient when persistence is present. If you find suspicious accounts, configuration, or activity, preserve evidence and use an incident-response process. The reviewed advisories do not prescribe one universal reset-or-rebuild threshold; the response should reflect the evidence and the device’s role in your network. Singapore CSA advisory
