Former U.S. Representative David Rivera was sentenced to 10 years in federal prison on October 2, 2026, in the Southern District of Florida. A jury convicted him in May on federal foreign-agent registration and money-laundering-related charges tied to work for Venezuela’s government, according to the U.S. Department of Justice.
What Rivera was convicted of—and sentenced for
U.S. District Judge Melissa Damian imposed the 10-year prison sentence after a federal jury found Rivera guilty in May 2026. The Justice Department lists convictions for conspiracy to violate the Foreign Agents Registration Act (FARA), violating FARA, conspiracy to commit money laundering, and four counts of engaging in transactions in criminally derived property. The DOJ’s sentencing announcement identifies the sentence and counts.
Rivera’s co-defendant Esther Nuhfer was also convicted, the Justice Department said in its May 1, 2026 conviction announcement.
What the $50 million contract was
Prosecutors said Rivera and Nuhfer obtained a $50 million contract with a subsidiary of Petróleos de Venezuela, S.A. (PDVSA), Venezuela’s state-owned and state-controlled oil company. The Justice Department connects that contract to the alleged work for the Venezuelan government. The amount is the value of the contract described by prosecutors, not the prison sentence or a separate penalty.

What FARA means in this case
The Foreign Agents Registration Act requires certain people acting in the United States for a foreign principal to disclose specified political or related activities. The Justice Department says the activities can include arranging meetings with policymakers, lobbying government officials, or promoting a foreign government’s message on social media. Whether registration is required depends on the activity and the law’s requirements; foreign lobbying is not automatically unlawful. Rivera’s conviction concerned the specific FARA counts returned by the jury. The DOJ summarizes the law and its application in its sentencing release.
The defense position and the separate D.C. case
Rivera’s lawyers maintained that he believed his work did not require disclosure, according to the Associated Press’s sentencing report. That was the defense position, not the jury’s finding.

A separate Washington, D.C., foreign-lobbying matter was also reported on sentencing day. The Washington Post described it as a pending case involving an alleged $5.5 million payment in 2019. That allegation is distinct from the Florida convictions, and the sentencing-day report does not establish an outcome in the D.C. proceeding. It should not be treated as part of Rivera’s Florida sentence.
