“Foreign language characters” is an informal, context-dependent phrase for written characters used in a language other than the one assumed in a conversation or document. It is not a formal Unicode category: the clearest description names the language, script, character, or technical distinction meant.
Why “foreign language characters” depends on context
No character is inherently foreign. A character that may be unfamiliar to an English reader can be ordinary in another language, and a character can be shared by many languages. Unicode is built to represent text across languages, not to divide characters into native and foreign groups. The Unicode Consortium describes it as “the universal character encoding standard used for representation of text for computer processing” (Unicode Technical Introduction).

For example, ñ is part of ordinary Spanish spelling, and é is used in French and other languages. Arabic letters are ordinary in Arabic writing, and hiragana is part of Japanese writing. Calling any of them “foreign” depends on the speaker’s point of view, not on a property built into the character.
Character, script, and glyph are different things
- Character: An abstract unit of written text with meaning, rather than the particular shape shown on screen.
- Script: A writing system, such as Latin or Arabic. Multiple languages can use the same script, and a language can use more than one script.
- Glyph: The visual form used to render a character. Fonts and writing context can produce different glyphs for a character; similar-looking glyphs may also represent distinct characters.
Language identity cannot always be inferred from a character’s appearance. Unicode notes, for instance, that the Latin letter Y uses the same character code in French, German, and English, even though its name differs across those languages (Unicode Standard, Version 17.0.0, Chapter 2).

Is “foreign language character” the same as “non-ASCII”?
No. Non-ASCII is a technical term: it means a character falls outside the ASCII repertoire. It does not mean foreign, unusual, or non-English. The IETF’s RFC 6365 defines the term as referring to characters outside ASCII “independent of the CCS or encoding used for them” (RFC 6365).
Accented letters such as é can be non-ASCII even when they are familiar in a language that uses the Latin script. Characters from Arabic, Japanese, and other scripts are also outside ASCII. If you mean a technical character set boundary, “non-ASCII character” is more precise than “foreign character.”

How Unicode represents characters in computer text
Unicode assigns code points to elements in its coded repertoire. A code point is conventionally written with a U+ prefix; for example, U+0041 represents “A.” UTF-8, UTF-16, and UTF-32 are encoding forms that represent Unicode code points in computer data. Encoding changes how text is stored or transmitted; it does not make a character foreign or change its identity. It might mean punctuation, a symbol, a diacritic, a character missing from someone’s keyboard, or a character outside basic ASCII. State which meaning you intend instead of treating the phrase as a technical classification.

What the phrase means when text looks wrong
An unfamiliar or garbled display does not by itself show that a character is “foreign” or unsupported. Possible causes include an encoding mismatch, missing font coverage, or text-shaping and bidirectional-display behavior. These are separate layers: the character and its code point, the encoding used to store it, and the glyph the software renders. Check the relevant layer rather than diagnosing the problem from appearance alone.
Unicode encoding also does not automatically supply every language convention. Sorting, text boundaries, direction, and other language-specific behavior depend on the processing implemented by the application (Unicode FAQ on internationalization).
