Flagler County deputies were at a Palm Coast home investigating one false school-threat tip when another arrived alleging a shooting at Flagler Palm Coast High School, the sheriff’s office says. Investigators determined the second report was a hoax and traced it to another device in the home. The agency later said a forensic review connected a 16-year-old girl’s phone to the FortifyFL tips; she was arrested on September 16, 2026, and the allegations have not been adjudicated.
What happened while deputies were inside the home?
According to the Flagler County Sheriff’s Office, on August 13, 2026, it received a FortifyFL tip alleging that one of Lilyana Blanco’s siblings had a firearm and had been told to shoot up the lunchroom at Rymfire Elementary School. Detectives traced that report to a device at the family’s residence and went there to investigate.
While detectives were interviewing Blanco’s mother at the home, another tip came in. This one alleged that someone was going to Flagler Palm Coast High School to shoot it up. The sheriff’s office says deputies determined the second threat was a hoax and investigators traced it to a different device in the home. The account establishes the timing and the officials’ findings; it does not, by itself, establish who operated the second device at that moment.
How did investigators connect the reports to Blanco?
The sheriff’s office says detectives served a search warrant at the residence on August 19 and seized multiple electronic devices. A forensic review of Blanco’s phone, the agency said, confirmed the phone had been used to send FortifyFL tips. Later, after another report, investigators again traced the tip to her, according to the sheriff’s office.

- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
The sequence matters: the agency’s account describes device tracing, a warrant, and forensic examination as investigative steps. Those findings are allegations and evidence reported by law enforcement, not a court’s determination of guilt.
What were the later report and arrest?
On September 14, a further tip alleged that Blanco planned to kill her family and burn the home that night, and that she had considered killing someone at school earlier that day. The sheriff’s office says Blanco denied making threats when deputies responded and said she had no access to electronics; investigators again traced the report to her.

On September 16, detectives obtained an order to take Blanco into custody on allegations that included unlawful use of a two-way communications device and making a false report about a bomb, explosive, weapon of mass destruction, or firearms used violently. Detectives found and arrested her in a parking lot at a Palm Coast shopping center. The agency says she was processed at the Sheriff Perry Hall Inmate Detention Facility, then taken to the Volusia Family Resource Center and turned over to Florida’s Department of Juvenile Justice. ClickOrlando reported two felony charges and said additional charges could be added.
What is FortifyFL, and why did the threats trigger a response?
FortifyFL is described by the sheriff’s office and local reporting as a suspicious-activity reporting tool intended to help keep schools safe. Sheriff Rick Staly told ClickOrlando, “When that comes in, it triggers an immediate response.” The agency’s account of the August 13 visit illustrates the stakes: even when investigators ultimately determine a report is false, a reported threat prompts people to act while its credibility is being checked.

ClickOrlando quoted Flagler Palm Coast High School student Jayden Grimes recalling his thoughts during a lockdown: “I’m fearing for my life here.” He said students sheltered in a back room while officers responded, and that he saw classmates crying and contacting parents. This is one student’s recollection, not a schoolwide impact count.
How much time did the investigation take?
Sheriff Rick Staly said the Flagler County Sheriff’s Office devoted more than 300 investigative hours to the threats. ClickOrlando reported that this figure did not include deputies’ time responding at schools, so it should not be read as the total time spent on every response.

In an October 2, 2026, release, Staly said Blanco had “repeatedly and dangerously abused a tool that students, parents, and the community rely on to help keep our schools safe, appearing to do so for no other reason than to cause fear, chaos, and waste our time.” That is the sheriff’s characterization of the alleged conduct and motive, not an adjudicated finding. The sheriff’s office said it was investigating other reports it believed were linked to Blanco; ClickOrlando reported that further charges might be added.

The sheriff’s office has described multiple false reports involving schools, family members, and Blanco herself, as well as its claimed device-tracing and forensic findings. The available reporting does not establish a court outcome or provide a defense response or details of later proceedings. Blanco’s arrest and reported charges should therefore be understood as procedural developments, not a conviction.
