The practical rules depend on the agency’s settings, policy, contract, sharing agreements and applicable law—not just the camera vendor. To assess a system, check what it captures, how long it retains data, who may search it, what purpose is required, and how access and deletion are audited.
What ALPR systems collect—and why deployment matters
Flock Safety says its ALPR system collects license plate images, vehicle characteristics, date and time stamps, and camera location identifiers. It also says customers set sharing settings and policies. These are company statements, not a complete description of every local configuration or data flow.

The privacy question is broader than whether a plate was visible in public. Systematic capture and storage can make observations searchable across time and locations. That makes retention, search permissions, sharing and oversight important controls even when individual observations come from public roads.

That statement does not establish which agencies or other recipients can access a particular deployment; local permissions and agreements determine that.

How long does Flock or another ALPR system keep data?
Retention figures published by Flock and local agencies describe different contexts, not one universal setting. The applicable period for a specific camera network must be checked in the current policy, contract and system configuration.
| Published period | Who and what it describes | Qualification |
|---|---|---|
| 7 days | Flock Safety’s stated default retention for data collected by its license plate readers, in its evidence policy | Flock says data is hard-deleted from the cloud afterward. This is the company’s stated default, not a guarantee that every customer uses it. |
| Up to 1 year | Flock Safety’s stated maximum extended retention offer | Flock says an elected official and/or governing body must approve it, where a longer period is not already required by jurisdictional law. |
| 30 days | CCHOA’s local Flock ALPR policy, dated March 2026 | The policy describes rolling hard deletion. |
| 30 days | City of Palo Alto’s ALPR information page | The city describes this as its retention limit. |
| 21 days | City of Richmond’s description of the limit for Virginia law-enforcement agencies | Richmond identifies July 1, 2025 as the effective date of the relevant Virginia law. |
These examples show why a vendor’s stated default should not be applied automatically to a town or agency. The local policy may set a different period, and law may constrain what the agency can retain. The cited descriptions do not establish the settings for an unspecified agency or whether a particular record is subject to an evidence hold.

Who can search the data, and what can they search for?
Access rules are set at the deployment level. Flock says its customers control sharing settings and policies, but the public needs the agency’s policy and agreements to know who is authorized, what searches are permitted, and what justification is required.
Palo Alto describes interagency memoranda of understanding and says system-wide searches require a full seven-digit plate and an articulated legitimate law-enforcement purpose. This is a local example, not a rule that applies to all Flock deployments or other ALPR systems. Richmond says it will cease investigative sharing with an agency if it becomes aware that the recipient is noncompliant with Virginia law or sharing inconsistently with applicable state restrictions.

- Compatibility-- Only Work With ONWOTE TD Series NVR (PNT-808, PNA-8016-T, PNT-1232).
- LPR-- License Plate Recognition IP Network PoE Camera.
- 4MP Resolution-- 2592×1520 @30fps for sharp and fluid video.
- 1/1.8" Low-Light Image Sensor-- Ensuring clear images even in dim conditions.
- 8-32mm Motorized Varifocal Lens @F1.6 for adjustable field of view.
For a specific deployment, the key questions are whether users must provide a case number or articulated purpose, whether searches are limited by role or jurisdiction, which outside agencies can query or receive data, and what happens when a recipient violates the rules. A sharing agreement or recipient list can be more informative than a general statement that data may be shared with law enforcement.
How Flock compares with other ALPR systems
The available local example illustrates why a simple vendor-versus-vendor ranking can mislead. Anne Arundel County reports using Flock stationary and trailer devices, Elsag by Leonardo mobile devices, and Motorola’s Vigilant system for third-party data. That establishes that several named systems can coexist in one agency environment; it does not provide a controlled comparison of their complete privacy practices.

The available published information does not establish normalized, current retention, access, sharing and audit settings for every competitor. Nor does a system name alone reveal whether a department uses its cameras, receives data through a third party, or permits outside agencies to search its network. DHS’s January 24, 2022 privacy impact assessment discusses license plate readers and commercial license-plate-reader data services among technologies used in investigations; it does not show which vendor or data service a particular local agency can access today.
A meaningful comparison should use the same questions for each deployed system:

What to check in your local agency’s records
The DOJ Office of Justice Programs’ ALPR guide recommends that agency policies address objectives, deployment, records management, data quality, hot-list management, security, retention and purging, access and use, information sharing, accountability and sanctions. The Los Angeles County Sheriff’s Department likewise describes its ALPR policy as governing capture, use, retention and dissemination to comply with applicable law. These policy areas provide a practical checklist for assessing a local system.
- Find the current ALPR policy and contract. Check the agency website, governing-body records or public-records process. Look for amendments, retention settings, sharing agreements and lists of authorized recipients.
- Verify what the local system actually does. Identify the data fields collected, whether cameras are fixed, mobile or trailer-based, the deletion period, and any exceptions for records retained as evidence.
- Read the search and sharing rules. Look for eligible users, required search justifications, geographic limits, outside-agency access, private-sector permissions and procedures for suspending a noncompliant recipient.
- Check oversight records. Ask whether audit logs, misuse investigations, unusual-search reviews, deletion records or sanctions are available. A public-facing transparency portal can add context, but does not replace these records.
Flock’s Flock PD transparency portal is one example of public-facing reporting: it reports figures such as unique plate reads over the preceding 30 days and states that data is used for law-enforcement purposes only. Those portal figures and statements do not substitute for a department’s policy, sharing list, audit logs or contract.
