There is no universally best flexible packaging material. Polyethylene (PE) is a common choice for flexible, sealable films with moisture resistance; polypropylene (PP) offers a different mix of strength and resistance to heat, chemicals, grease, and oil. PET and aluminum may be added as layers when a package needs particular structural or barrier properties. Choose the complete package structure—not just the polymer name—against the product, filling process, shelf life, and local end-of-life options.
Start with the package requirements
Before comparing resins, define what the package must do. A pouch or film is a system: its layers, thicknesses, seal surfaces, and converting process all affect performance. A material family name alone does not specify a finished package’s barrier, seal window, or handling strength.

- Barrier and shelf life: Set the oxygen and moisture protection the product needs.
- Processing: Identify fill temperature and whether the package must withstand heat or retort processing.
- Sealing: Confirm the sealing surface works with the package design, equipment, and production conditions.
- Handling: Specify stiffness, puncture resistance, and performance during filling, transport, and use.
- Appearance and production: Consider clarity, graphics, line speed, and compatibility with existing converting and filling equipment.
- End of life: Check whether the exact design is collected, sorted, and processed in the markets where it will be sold.
Ask for evidence tied to the intended product and market rather than assuming that all films in a polymer family behave alike.

How the main flexible packaging materials differ

There are no matched-condition numerical PE-versus-PP test results established here, so this comparison is qualitative. A supplier’s specification for the actual construction is more useful than a generic ranking.

When a laminate or mono-material design makes sense
Multilayer laminates
A laminate combines layers to meet several needs in one package, such as barrier, structure, sealing, or appearance. PET, PP, PE, aluminum, and other materials may appear in flexible packaging constructions. The trade-off is that a package made from dissimilar materials can be harder to recycle in existing systems.
Mono-material designs
Some manufacturers describe PE- or PP-based designs intended to improve compatibility with a polymer recycling stream while retaining performance. That is a design goal, not proof that the pack will be recycled after use. Check the exact package’s assessment as well as collection, sorting, and processing availability where it is sold.

Examples of manufacturer claims—and their scope
These examples illustrate how specific a package claim can be; they are not universal material-performance guarantees.
- Amcor described its Genesis structure in a 2019 announcement as an all-PE laminate intended to look and feel like conventional OPP/PE and PET/PE laminates. The announcement identified produce, frozen food, dried fruit, nuts, confectionery, chilled goods, and pet food as applications. Because that announcement dates to 2019, confirm current commercial status before treating it as an available option. Read Amcor’s Genesis announcement.
- Amcor says its AmPrima PE pet-care packs are designed to retain barrier, stiffness, seal strength, graphics performance, and commercial line speeds. The company says the solution follows CEFLEX guidelines and is certified by cyclos-HTP. Amcor also reports “up to 57% lower carbon footprint” compared with standard pet-care packs; that is the company’s stated comparison, not a general result for PE packaging. - For a retort pouch, Amcor’s 2020 announcement describes an OPP, barrier-layer, and PP construction and reports “up to 60%” lower footprint versus a standard PET/aluminum/PP retort pouch. Attribute that figure to Amcor’s specified comparison; it does not establish the footprint of other pouches. Read Amcor’s retort pouch announcement.
- Amcor reported that a recycle-ready solution was available for 94% of its global flexible-packaging portfolio in FY2024. This is the company’s portfolio-availability figure, not a recycling rate or a measure of consumer collection. See Amcor’s packaging circularity information.
What “recycle-ready” does—and does not—tell you
A design claim, certification, local collection access, sorting, and actual processing are separate questions. The label “recycle-ready” does not by itself show that a package is accepted in a particular community or that it will be recycled there. Verify the specific pack and jurisdiction before making an end-of-life decision or claim. Local acceptance can differ even for packages designed around the same polymer.

Questions to ask a packaging supplier
Use this checklist when requesting a quote or evaluating samples:
- What are the complete layer structure and thicknesses?
- What oxygen and moisture transmission performance does this construction provide, and what does the product require?
- What are the seal initiation and seal-strength ranges, and are they compatible with the sealing surface and equipment?
- What puncture and drop performance has been demonstrated for the intended package?
- Can the construction withstand the actual fill temperature or retort process?
- What food-contact declarations apply to the intended product and market?
- Is the structure compatible with the filling and converting equipment, including the required line speed?
- What shelf-life evidence applies to this product and package?
- What recyclability design assessment applies to the exact package, and where can consumers access collection, sorting, and processing?
Amcor’s HPP guidance gives a context-specific example: “For example, a PP film must be paired with a PP container.” That instruction concerns the cited high-pressure-processing container example; it should not be treated as a universal rule for every PP package. Read Amcor’s HPP guidance.
