A tilt near your location’s latitude is a useful starting point for maximizing annual solar exposure, but the right setup also depends on roof direction, shade, wind and snow, available roof area, and the structure beneath the panels. On a flat roof, panels can still be angled with mounting racks; on a pitched roof, mounting them parallel to the roof may be simpler even when its pitch is not ideal.
How tilt affects solar output
Tilt is the angle of a panel above horizontal. Direction, or azimuth, and shading matter alongside tilt: a well-angled panel can still underperform if trees, chimneys, roof peaks, or other obstructions shade it. The U.S. Department of Energy (DOE) gives local latitude as a general starting point for the tilt that maximizes annual energy output in the Northern Hemisphere, with panels generally pointed due south. This is a heuristic, not a guaranteed optimum for every roof or system. DOE’s solar PV system design overview explains the basic orientation and tilt considerations.

For the contiguous United States, DOE guidance describes unshaded south-facing roofs with slopes of roughly 15–40 degrees as a broadly favorable range; southeast and southwest-facing roofs can also work well. These figures are general guidance, not a production forecast for a particular home. DOE’s homebuilder guide discusses roof direction, slope, and shading.

Flat versus angled: the practical tradeoffs
| Consideration | Flat or low tilt | Angled or steeper tilt |
|---|---|---|
| Solar exposure | May depart from the latitude-based starting point; actual output also depends on direction, shade, and layout. | Can better match a site-specific exposure target, but tilt alone does not ensure higher real-world output. |
| Wind and mounting | Lower tilt can reduce wind loading and may allow a low-profile arrangement. | Higher tilt increases wind loading and can require more structural support or add cost. |
| Roof area and row spacing | Rows can need less spacing, potentially allowing more installed capacity per roof area. | Rows may need more separation to prevent one row shading another, reducing capacity per roof area. |
| Snow, hail, and soiling | DOE notes greater susceptibility to snow loading and soiling in flat configurations. | Can help shed snow and may improve hail protection, but structural design must still account for loads. |
| Roof fit | A flat roof can use fixed-tilt racks; access, drainage, waterproofing, and maintenance need consideration. | On a pitched roof, mounting parallel to the roof can reduce racking and installation demands, though the roof’s pitch and direction may not be optimal. |
DOE’s On-Site Solar Decision Guide describes the layout tradeoffs: flat or zero-tilt arrays can reduce wind loading and row-spacing needs and provide high annual output per roof area, while being more susceptible to snow loading and soiling. A flat roof does not mean the panels have to lie flat; mounting structures can set a chosen tilt. DOE’s design overview describes mounting as part of system design.

Weather and structural considerations
Steeper panels can shed snow faster, but snow does not always load a module evenly. It can build up at the lower frame edge and create extra stress there. At the same time, a steeper array catches more wind, which may increase structural requirements and installation cost. The designer needs to balance expected production with local wind and snow loads, rather than choosing an angle based on one weather factor alone. See DOE Federal Energy Management Program guidance on PV design and its snow-load discussion.
DOE’s hail guidance reports a study-specific survival likelihood of 82% for a flat panel and 99% for a tracker tilted at 60 degrees. That result concerns the tracker system studied; it is not a general prediction for residential fixed-mount arrays. Higher tilt may offer hail protection, but must be weighed against energy generation, wind load, and other site conditions. DOE’s hail-resilience guidance provides that qualification.

How to compare options for your roof
- Record roof pitch and direction. DOE’s Renewable Energy Ready Home guide treats a flat roof as 0 degrees and lists a 6:12 pitch as 26.6 degrees, an 8:12 pitch as 33.7 degrees, and a 12:12 pitch as 45 degrees. These are geometric conversions, not recommended solar angles.
- Map shade and usable area. Include nearby trees and roof features, row spacing, roof access, and any space needed for maintenance. Shade can reduce generation even when the tilt and direction are otherwise favorable.
- Have the roof and layout assessed. Ask a qualified solar designer or installer to compare plausible layouts with the roof structure, waterproofing, drainage, local wind and snow loads, and maintenance needs. DOE’s low-slope solar training material covers roof interactions, safety, and structural considerations.
- Compare estimated production for the actual site. DOE identifies NREL’s PVWatts as a tool for estimating energy production from grid-connected PV systems. An estimate is not a guarantee of actual output.
- Check local permits and inspections. Requirements vary by jurisdiction. DOE says local governments generally require rooftop-solar permits, and inspection helps verify safe, proper installation. Confirm the applicable process with your local building department; see DOE’s solar permitting and inspection overview.
Choosing a starting point
For a roof with good southern exposure and little shade, compare the existing roof pitch with a latitude-informed design rather than assuming either flat or steep is best. For a low-slope roof, compare a low-profile layout with fixed-tilt racks: the latter can change panel angle, while the former may reduce wind exposure and row spacing. If snow, hail, strong winds, limited roof area, or maintenance access are important at your site, make those constraints part of the design comparison. The final decision should use a site-specific production estimate and structural assessment, not a single angle rule.
