It can refer to a removable flash memory card, to the card reader that lets a computer access that card, or, in some vendor wording, to a USB flash drive with flash storage built into the USB device. The context of the sentence, and the product you are looking at, decide which one is meant.
The three things the phrase can mean
1. A flash memory card
A flash memory card is removable, card-shaped flash storage. Common formats include Secure Digital (SD), MultiMedia Card (MMC), CompactFlash (CF), and MicroDrive. On its own, a memory card cannot be read by a computer that lacks a matching slot or adapter.

2. A card reader, sometimes called a card drive
A card reader is the hardware interface that lets a computer read and write a memory card. Some technical documents use “memory card drive” for this kind of device. A patent document describes it as a device that writes information to and reads information from removable memory cards. That is one technical usage, not a universal consumer definition.

3. A USB flash drive
A USB flash drive is a complete USB device with flash storage built in. It is not a card that you insert into a reader. Philips uses the wording “USB flash card drive” for a wallet-sized USB flash product, using model FM32FD35B/00 as its listed example, with 32 GB capacity and USB 2.0 connectivity. This is vendor wording for one product line. It does not mean every product called a “flash card drive” works this way.

How to tell which one is meant
Use the surrounding words to decide. The table below lists the practical differences.

If a listing or manual says only “flash card drive,” look for the card format or USB specification. A card format (SD, CF, MMC) points to a memory card or reader. A USB specification and a capacity figure point to a USB flash drive.

Checking compatibility before you buy
Compatibility is the most common point of failure, so check these items in order:

Note whether an adapter is needed.
- Confirm the reader or duplicator supports that exact format. Support for one family of cards does not guarantee support for another.
- Check the host connection. A reader with a USB connector needs a free port that matches its version, and an older computer may not have it.
- Confirm the capacity range the device documents. Do not assume a reader or drive handles every capacity the same way.
An example of a multi-format device
Virtual Console’s Flash Card Duplicator (FCD) user manual describes the FCD as “a device designed to accelerate the process of copying digital content such as software, images, music or any other files onto a flash media.” The same manual lists CompactFlash CF I/II, MicroDrives, Secure Digital (SD), MultiMedia (MMC) cards, and USB flash drives as supported media for that duplicator. This list describes what the product family can handle. It does not mean that every individual unit or reader accepts all of those formats, so confirm the specific model’s list before purchase.

Practical notes on the term
- Do not treat “flash card drive” as a standard product category name when you write a purchase request or a driver setup note. Write the exact card format or the USB device type instead.
- A removable card and a USB flash drive are different things, even though both store flash data. A card generally needs a reader; a USB flash drive does not.
- Manuals and product pages may be out of date. Confirm current availability and supported formats with the manufacturer before buying.
When the term is ambiguous
If you cannot tell which meaning applies, check the device itself. A card-shaped object with no USB plug is a memory card. A slotted device that takes cards is a card reader. A USB-plug device with a built-in storage body is a USB flash drive. Matching the device to one of these three forms settles the question faster than the label.
