Amazon SNS server-side encryption (SSE) encrypts message bodies at rest with AWS Key Management Service (KMS); it does not encrypt every topic field or automatically solve permissions for publishers and subscribers. When delivery fails, check the topic key, the relevant principals and policies, the request protocol, and—if the subscriber is an encrypted SQS queue—the queue’s separate key.
What SNS encryption protects—and what it leaves exposed
SNS encrypts a message as it receives it, stores it encrypted, and decrypts it when sending it to subscribers. AWS describes the feature this way: “SSE encrypts messages as soon as Amazon SNS receives them.” The protection applies to message bodies at rest, not every piece of topic data. AWS’s SNS SSE guide lists topic names and attributes, message subjects, message IDs, timestamps and message attributes, data protection policies, and per-topic metrics as outside this encryption scope.

Enabling SSE does not encrypt messages that were already waiting in the topic. Conversely, a message encrypted while SSE was enabled remains encrypted even if SSE is later turned off. Treat the setting as protection for messages SNS receives while it is active, not as a retroactive conversion of existing backlog.

SNS supports symmetric KMS keys. The console setup guide presents the AWS-managed SNS key, alias/aws/sns, as the default option. A customer-managed key is available when the organization needs greater control over key policy and authorization. The trade-off is policy and operational work: the key must permit SNS and the relevant principals to use it.

| Consideration | AWS-managed SNS key | Customer-managed KMS key |
|---|---|---|
| Policy control | Less custom key-policy work, as described in the SNS setup guide. | Customer controls key policy and authorization; allow SNS and the principals that publish or consume messages as needed, per AWS key-management guidance. |
| Setup and ongoing checks | Uses the default key path shown by the console; confirm it fits the organization’s access-control requirements. | Requires checking key policy, principal permissions, Region, and any alias-based conditions. |
| Encrypted SQS integration | Either topic-key choice still leaves a separate authorization requirement on an encrypted SQS queue’s KMS key. | |
| KMS usage | Request volume depends on traffic, publishing principals, and data-key reuse; AWS’s estimate can understate actual usage. | |
Trace permissions across the publish and delivery path
Encryption failures are often authorization mismatches rather than a problem with message format. Verify the actual key ARN in the topic’s Region and evaluate both IAM permissions and the key policy: a grant in one place may not be sufficient if the other policy does not authorize the use.
Publisher and consumer permissions
AWS’s key-management guidance identifies kms:GenerateDataKey* and kms:Decrypt as permissions a publisher needs for the KMS key. Check the publishing principal and the principals involved in consuming messages against the key policy and any applicable IAM policies. Use the full key ARN for the key in the relevant Region, rather than assuming a similarly named key elsewhere is interchangeable.

Key policy, SNS, and aliases
With a customer-managed key, ensure the policy authorizes SNS and the relevant publishing and consuming principals for the required operations. If a policy uses the kms:ResourceAliases condition key, AWS says the selected customer-managed key must have an alias associated with it. An alias condition that does not match the key can prevent the intended authorization from applying.
Encrypted SQS subscriptions have a second key to check
The SNS topic key and an encrypted SQS queue’s KMS key are distinct authorization points. For an encrypted queue subscription, the queue-key policy must allow the SNS service principal the required KMS actions, including kms:GenerateDataKey and kms:Decrypt. Follow the AWS setup procedure for an encrypted SQS queue subscription and verify the queue’s key policy as well as the topic’s key configuration.

Check HTTPS and request signing
Requests to a topic with SSE enabled must use HTTPS and AWS Signature Version 4. However, enabling SSE does not itself make the topic reject HTTP messages. If policy requires HTTPS-only publishing, enforce that requirement with policy controls rather than assuming encryption has blocked HTTP. AWS covers this distinction in its SNS security best practices.
Estimate KMS requests without mistaking the estimate for a bill
SNS reuses a data key for up to five minutes. AWS gives this request-estimation formula:

The five-minute reuse period and formula are from AWS’s SNS key-management and cost guidance. AWS warns that actual usage and charges can be higher because SNS is distributed. The formula is not a fixed dollar estimate: cost depends on traffic and current regional KMS pricing, so calculate with your own workload assumptions and check current pricing before budgeting.

- Identify the key path: confirm whether the topic uses
alias/aws/snsor a customer-managed symmetric key. - Check authorization first: inspect the key policy and applicable IAM permissions for the publishing and consuming principals, including the required KMS actions and the key ARN in the correct Region.
- Check policy conditions: if authorization depends on
kms:ResourceAliases, verify that the selected key has an associated alias matching the condition. - Validate the request: use HTTPS and Signature Version 4; add policy enforcement if HTTP publishing must be disallowed.
- If the endpoint is encrypted SQS, inspect its key too: verify that the queue KMS key policy authorizes the SNS service principal for the required actions.
- Check the resulting security posture: AWS Security Hub CSPM documents control SNS.1 for KMS encryption at rest on SNS topics. Security Hub controls may not be available in every Region; see the SNS controls reference.
These checks isolate common configuration layers; without the account’s Region, policies, endpoint, and error details, no single permission change can be assumed to fix a particular delivery failure.
