Fixed or variable does not determine which bill should come first. When you cannot pay everything, compare each bill’s due date and the consequences of delaying it, then protect what you need to stay housed, healthy, and able to earn. Contact providers early to ask about options; a delayed bill still has to be addressed later.
Fixed vs. variable expenses: what the terms mean
A fixed expense is a recurring cost whose amount is relatively predictable, such as rent or a subscription. A variable expense changes with usage or circumstances; a utility bill is a common example. Some bills combine a fixed base charge with variable use, and annual or irregular costs may not show up in a typical monthly budget.

These labels describe how an amount behaves, not how important a bill is. A variable electricity bill can be essential, while a predictable recurring payment may be less urgent than another bill with more serious consequences for missing it. The CFPB also distinguishes recurring debits by whether their amounts are fixed or variable in its automatic debit payment guidance.
Which bills should you pay first when money is short?
There is no universal fixed-first or variable-first order. The right order depends on your household, contracts, location, and what happens if a payment is late. Compare bills one by one using these factors:

- Immediate consequences: Could delay mean a utility shutoff, loss of housing, vehicle repossession, or inability to travel to work?
- Longer-term consequences: Could fees, interest, credit-record effects, or escalating default make the problem harder to resolve?
- Basic needs and income: Is the expense needed to stay housed, protect health, care for dependents, or keep working—for example, necessary transportation, childcare, tools, or a required license?
- Flexibility: Might the provider move the due date, offer a temporary arrangement, or waive a fee?
- Cash-flow timing: Is the bill due before your next paycheck or other deposit?
The CFPB’s bill-prioritizing guidance and “When cash is short” worksheet help people list obligations and weigh risks rather than assume one ranking fits everyone. Outcomes can depend on local rules and your agreement with the provider.
A practical process for prioritizing bills
- Map the shortfall. Add the cash you have and income you expect during the weeks in question. Gather bills, amounts, due dates, and less frequent expenses. A bill calendar can reveal whether you face a total shortfall, a timing mismatch, or both. The CFPB offers a bill calendar worksheet.
- Separate amount from urgency. Mark each cost fixed, variable, or mixed, but do not use that label as its priority. For every bill, note what could happen if it is late and when that consequence might occur.
- Protect essentials and your ability to earn. Consider housing, utilities, health needs, necessary insurance, transportation for work, childcare, and any tools or licenses required to keep income coming in. Weigh your own circumstances rather than relying on a generic bill hierarchy.
- Compare the next-step consequences. Put likely fees, service loss, work disruption, repossession, eviction, or foreclosure alongside longer-term costs such as interest or credit effects. Some consequences may happen quickly; others build over time.
- Contact providers early. Explain the shortfall, how much you can pay, and when you expect to resume normal payments. Ask whether they can change the due date, set up a temporary payment arrangement, or waive a fee. Assistance is possible, not guaranteed.
- Check automatic withdrawals. Review account balances and scheduled debits so a payment does not trigger an overdraft. If a withdrawal is coming and funds may be insufficient, contact your bank and the biller promptly.
What to do about credit-card payments
If you cannot make a credit-card payment, the CFPB advises contacting the issuer immediately. Tell them what you can afford and when you expect to resume normal payments; ask what options are available. Its guidance on credit-card bills also suggests considering credit counseling if you need more help. Be alert to warning signs from debt-relief companies, which the CFPB discusses in its debt-relief warning-sign guide.

Where to get help weighing the risks
The CFPB’s “Prioritizing bills” tool and shortfall worksheet are free decision aids. They can help organize choices, but they are not individualized legal, tax, or financial advice. Community-resource numbers such as 211 or 311 may be available in some areas; coverage varies, so check what serves your location before relying on either.

The CFPB’s 2017 article by Courtney-Rose Dantus puts the central decision plainly: “If you can’t pay all of your bills at once, think about the order you pay them in.”
