If Snap Layouts is missing, press Windows key + Z first. If nothing appears, open Settings > System > Multitasking, turn on Snap windows, and expand that section to enable the maximize-button and top-of-screen options. Then test the keyboard, mouse-hover, edge-drag and top-drag methods separately.
Snap Layouts, Snap Assist, the maximize-button flyout and the top Snap bar are related but independent entry points. A failure in one path does not necessarily mean the entire Windows feature is broken. The procedure below identifies which component is failing, separates a Windows-wide problem from an app-specific limitation, and accounts for display size, orientation and minimum window dimensions.

What Snap Layouts and Snap Assist do
Snap is Windows 11’s built-in way to arrange open windows into predetermined zones. Microsoft Support describes it as arranging all open windows with a mouse, touch or keyboard. Snap Layouts is the menu of zone patterns; Snap Assist is the follow-up panel that appears after the first window is snapped and offers other open windows for the remaining zones.

- Windows key + Z: opens the Snap Layouts menu for the active window.
- Maximize/restore hover: hovering over a window’s maximize or restore button opens the Snap flyout.
- Top-edge drag: dragging a window toward the top edge opens the Snap bar.
- Keyboard or side-edge snap: Windows key + Left Arrow or Windows key + Right Arrow snaps the active window to a side; dragging to the left or right edge does the same.
These paths share the Snap windows setting but have separate options for the maximize-button and top-of-screen experiences. Testing each path is therefore more informative than repeatedly trying the same gesture.
1. Turn Snap windows on in Settings
- Open Settings.
- Select System, then Multitasking.
- Turn on the Snap windows toggle. This is the master switch; when it is off, Windows disables snapping.
- Expand the Snap windows section to reveal its individual choices.
- Enable Show snap layouts when I hover over a window’s maximize button. This controls the flyout beside the maximize/restore button.
- Enable Show snap layouts when I drag a window to the top of my screen. This controls the top Snap bar.
- Enable When I snap a window, show what I can snap next to it. This controls Snap Assist suggestions after the first snap.
- Review the Snap-group display choices. Turn on the options relevant to where you want snapped groups restored, such as the taskbar, Task View or Alt+Tab.
After changing a toggle, leave Settings open long enough to verify that the switch remains on, then test a normal resizable window. If the master toggle was off, the individual choices cannot make the feature appear until Snap windows is enabled.
2. Test every invocation path independently
Use a standard resizable desktop application for the first test. Each result narrows the cause without changing several settings at once.

Choose a layout with Win+Z even if the hover flyout is unavailable. This confirms whether the problem is only the maximize-button path rather than Snap as a whole.

3. Determine whether Windows or one app is responsible
Test the same methods with Notepad or another standard Windows application, then repeat them with the affected program. Microsoft says Snap Layouts appear automatically for most apps, but some desktop apps may not show them.
If Notepad and other standard apps work
A failure limited to one program usually points to that program’s window frame or size rules. Windows needs to recognize a conventional maximize button and a window that can be reduced to the selected zone. Record which paths fail: a custom title bar can block the hover flyout while Win+Z still works, and an oversized minimum window can allow the menu to open but reject a zone.
If every tested app fails
Return to Settings > System > Multitasking and verify the master Snap windows toggle and the expanded options. Then repeat the keyboard test with a standard app. A system-wide failure should be treated as a settings or display-configuration issue until at least one independent path succeeds.
Custom title bars and caption buttons
Some desktop programs draw their own title bar instead of using the standard Windows frame. In that situation, Windows may not identify the maximize button as a Snap entry point. Microsoft’s Win32 guidance documents returning HTMAXBUTTON from WM_NCHITTEST so the system can recognize the caption button. This is an application implementation issue, not a setting a normal user can repair inside Windows.

For applications built with Electron, Microsoft documents Snap Layout support in Electron version 13 stable or later. If an affected Electron application uses an older runtime, updating that application is the appropriate fix; changing Windows Snap settings cannot add a missing title-bar implementation.
4. When a layout opens but the window will not fit
A different symptom occurs when the layout menu appears, but selecting a zone leaves the window unsnapped or prevents it from occupying the chosen area. Microsoft attributes this to an application’s minimum window size being too large for that zone.
Windows guidance says an app should support a minimum width of at most 500 effective pixels (epx). Microsoft recommends 330 epx or less for compatibility with more devices and layouts. These are engineering thresholds, not a prediction of how often users encounter failures.

How to confirm a size limitation
- Open the affected app and press Windows key + Z.
- Select a wider, two-column layout first. If the window fits there but not in a narrow column, the app’s minimum width is likely the limiting factor.
- Try the same layout with Notepad. If Notepad fits while the affected app does not, the difference is app-specific.
- Use a layout with larger zones or snap the app to a side with Windows key + Left Arrow or Right Arrow. This is a workaround, not a change to the app’s minimum-size rule.
Only the application developer can lower an enforced minimum width. A user can choose a more suitable layout, but cannot safely override an app’s sizing contract through the Snap menu.

5. Check display size, orientation and resolution
Windows does not expose exactly the same predetermined layouts on every screen. Available choices depend on display size and orientation. A portrait display and a large landscape display can therefore show different patterns without either configuration being defective.
Compare behavior in the display’s normal configuration
- Use the display’s native orientation rather than judging a rotated screen against a landscape reference.
- Use the display’s native resolution while testing. A layout that is available on a large landscape workspace may not be offered on a narrower portrait workspace.
- If multiple monitors are connected, move the test window to the monitor where the layout is missing and compare it with another monitor at its normal orientation.
- Press Windows key + Z on each display and note whether the number or arrangement of choices changes.
A different set of layout choices is expected when the available screen geometry changes. Treat the absence of one particular pattern as a fault only after confirming that the display orientation and resolution match the configuration in which it was previously available.

Snap Assist is not the initial layout menu. It appears after you snap the first window and offers other open windows for the remaining space. If the first window snaps correctly but no suggestions appear, check the dedicated option rather than the master toggle.

- Expand Snap windows.
- Turn on When I snap a window, show what I can snap next to it.
- Snap a window with Win+Z, a side-edge drag or Windows key + Left/Right Arrow.
- Look for the list of other open windows and choose one to fill the next zone.
If snapped groups are not restored or represented where expected, review the Snap-group display options for the taskbar, Task View and Alt+Tab. Those choices affect how an existing group is surfaced; they do not replace the Snap Assist checkbox.
7. Use keyboard and edge snapping when the flyout is unavailable
You do not need the maximize-button flyout to arrange windows. Windows key + Z is the direct menu shortcut, and Windows key + Left Arrow or Right Arrow provides immediate side placement. Mouse users can drag to a side edge, while top dragging invokes the Snap bar when its setting is enabled.
These are Windows-native workarounds, so they are useful when a particular application draws a custom title bar. They also let you continue working while the application vendor corrects its caption-button or minimum-size implementation.
Comparing a third-party window manager
If the built-in flyout remains unavailable, a separate window manager is an optional alternative, but it is not required for the native keyboard and edge methods. Evaluate any such software on four concrete axes:

The Microsoft documentation establishes native Snap behavior but does not endorse a particular third-party manager. Test any alternative with the affected app before relying on it for a daily workflow.
8. A focused decision tree for common symptoms

9. Final verification checklist
- Snap windows is on under Settings > System > Multitasking.
- The expanded settings for maximize-button hover and top-edge dragging are enabled when those paths are needed.
- Snap Assist is enabled if you want suggestions after the first snap.
- At least one native path—Win+Z, Windows key + Left/Right Arrow, side drag or top drag—works with a standard app.
- The affected app has been compared with Notepad or another standard Windows application.
- Custom title bars and Electron versions have been considered for app-specific failures.
- A window that rejects a zone has been tested in a wider layout, with the 500 epx maximum and 330 epx recommendation understood as app-development guidance.
- Different layout choices have been checked against each display’s size, orientation and native resolution.
Snap Layouts is working when at least one native invocation can place a compatible window and the remaining missing behavior can be tied to a separate toggle, display geometry or application implementation. Use the keyboard and edge methods as reliable alternatives while an app-specific limitation is being addressed.
