If Universal Print fails while printing works in a browser, the browser test does not confirm that Universal Print can use the same proxy path. Microsoft documents that WPAD-deployed settings may work in the browser but not for Universal Print. First identify whether the failure is on a user’s Windows client or on the Universal Print Connector, then configure proxy access in that component’s Windows context.
Why WPAD can make Universal Print fail
WPAD lets Windows or applications discover proxy settings automatically. In Microsoft’s documented Universal Print scenario, a browser can reach the internet and *.print.microsoft.com using WPAD, while Universal Print cannot use the WPAD-deployed setting. A successful browser test therefore does not establish that Universal Print can reach the service.

The right fix depends on which component is failing. A user’s device may need an explicit WinHTTP proxy; a connector host using a proxy needs configuration for the LocalSystem account that runs the connector service. Microsoft’s Universal Print troubleshooting guidance describes the client-side checks, while its connector installation instructions cover the service context.

Separate printer discovery, job upload, and connector or printer processing before changing proxy policy. Check the affected user’s device and, for a connector-attached printer, the connector host.

- Printer discovery fails: investigate the client’s internet and Universal Print endpoint access, firewall rules, and proxy configuration.
- The job never appears in the Universal Print portal: focus on client-side upload and endpoint access.
- The job appears in the portal but does not print: use the job status and status code to investigate the connector and printer stages.
For discovery, Microsoft identifies *.print.microsoft.com as an endpoint pattern to allow and notes that https://graph.print.microsoft.com may be relevant when checking requests in a network trace. A 403 response from the Graph endpoint is common, so do not treat that response alone as proof that the network path is broken. See Microsoft’s troubleshooting steps for context.
Configure proxy access for the affected user client
If the client requires a proxy, configure WinHTTP on that device rather than relying on the browser’s WPAD settings. Microsoft gives this command as an example:

netsh winhttp set proxy ipaddress:port
Replace ipaddress:port with the proxy address and port used by your organization. Apply the setting on the affected client and confirm that the required Universal Print endpoints are not blocked by firewall or network policy. Use your organization’s approved proxy values; the example is not a universal address.
When discovery is the problem, a network trace can help check requests to https://graph.print.microsoft.com. Microsoft’s troubleshooting page explains the endpoint checks and the possibility that a WinHTTP proxy is needed. A browser reaching the same service is not a substitute for checking the client’s Universal Print traffic.

Configure proxy access for the Universal Print Connector
The connector runs as a Windows service, so a proxy configured only for an interactive user may not give the service access. If your connector host uses a proxy, Microsoft says to set the configuration for the LocalSystem account using the documented bitsadmin procedure in its connector installation instructions. Follow that procedure rather than assuming the user’s automatic proxy settings apply to the service.
On the connector host, also check that it has internet access and access to the Universal Print endpoints. Confirm that both the Universal Print Connector service and Windows Print Spooler are running, that the connector is current, and that the Print Connector Operational event log has no relevant errors. To open that event channel, Microsoft documents:

Use the portal and a network trace to locate a failed upload
For a job that does not print, open the printer’s Jobs view in the Universal Print portal and check whether the job is listed. If it is absent, investigate client upload and endpoint access. If it is present, use its status and status code to narrow the problem to later processing.

Microsoft’s print-error debugging guidance recommends examining HTTPS response details in a network trace when an upload fails. For client-side investigation, its suggested procedure is to remove and re-add the printer, print again, and inspect the resulting calls and responses. If relevant calls do not appear in Fiddler, check that the trace tool is configured correctly. Microsoft notes that additional Windows spooler logs may require support to collect.
When to disable WPAD instead
Disabling WPAD is a broader alternative to configuring the affected client or connector explicitly. Microsoft documents a DisableWpad DWORD value of 1 for Windows Server 2019 and Windows 10 version 1809 or later. The setting stops WPAD detection for WinHTTP proxy-detection calls. Microsoft’s Windows proxy guidance says proxies must then be configured manually and recommends disabling WPAD in Windows Settings as well, because browsers and third-party applications may use those settings.
Choose this option only when you can account for the applications and services that rely on automatic proxy discovery. Plan and configure their required proxies manually before changing the policy; disabling WPAD can affect more than Universal Print.
Quick Recap
Choose the least disruptive fix
| Option | Scope and proxy context | Operational impact |
|---|---|---|
| Set an explicit WinHTTP or LocalSystem proxy | Target the affected user client or connector service, respectively. | Preserves WPAD for other applications, but the setting must be applied in the context used by the failing component. |
| Disable WPAD and configure proxies manually | Changes WPAD behavior for WinHTTP discovery and may affect browser or third-party settings. | Requires manual proxy configuration for every application or service that needs it. |
