If you see the message The drive where Windows is installed is locked, Windows can’t access the system drive. Most cases come down to encryption (most commonly BitLocker) or a boot-time configuration mismatch that makes the disk look “locked.”
This guide walks through fixes in a safe order—from unlocking with the correct recovery key to repairing boot/startup using WinRE—so you can regain access without guesswork or unnecessary data loss.

What the error means and why it happens
Windows shows this message when it determines the installed OS drive can’t be unlocked or mounted during boot. The most frequent triggers are:
Recommended Free Tools
- BitLocker enabled on the OS drive, but the machine can’t validate the expected state (TPM changes, boot order changes, BIOS/UEFI updates, etc.).
- Recovery key required because Windows can’t access the encryption key normally.
- Drive mapping/port issues (for example, a bad SATA/NVMe link, wrong boot mode, or a docking station changes device identity).
- Boot environment mismatch after an update, failed upgrade, or corrupted boot files.
The wording can appear in different places—lock screens, boot-time prompts, and recovery flows—but the core problem is the same: the OS drive isn’t accessible to Windows at boot.

Before you start: prerequisites and what to collect
Do these first so you don’t get stuck mid-repair.
- BitLocker recovery key (32-digit format like
XXXXXX-XXXXXX-...). If you don’t have it, you’ll need to retrieve it from your Microsoft account or where you saved it. - Administrator access if the computer still boots into Windows sometimes.
- Model/brand info for BIOS/UEFI checks (HP, Dell, Lenovo, ASUS, etc.).
- Recent changes list: BIOS update, new SSD/HDD, TPM/secure boot setting changes, docking station use, or major Windows updates.
Check the exact message and context
The quickest path depends on where the message appears.
- During boot with a BitLocker-style prompt: treat it as an encryption unlock problem first.
- In Windows Recovery Environment (WinRE): use WinRE BitLocker tools or offline startup repair.
- After cloning/migrating drives: the encryption key binding likely changed; BitLocker recovery key will be required.
Fix 1: Unlock the drive with your BitLocker recovery key
If BitLocker is enabled, the most reliable fix is unlocking with the correct recovery key.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Locate your BitLocker recovery key
Start with the place you originally saved it (common locations are printed paper, a USB drive, or your Microsoft account).
- Microsoft account: go to the Microsoft account recovery key page and sign in with the same account used to enable BitLocker.
- Saved file: if you saved the key as a file, find the USB drive or folder you used.
- Organization account: for work/school PCs, check your IT portal or documentation.
If the boot screen shows a Recovery Key ID, match it exactly to the key you retrieve.
Enter the recovery key at boot
- On the unlock prompt, choose Enter recovery key.
- Type the 32-digit key carefully, including dashes in the correct positions if the UI expects formatting.
- Press Enter and wait for the system drive to decrypt/mount.
When successful, Windows should continue normally. If you’re repeatedly prompted, the wrong key is likely selected or the drive identity changed again.

Fix 2: Use BitLocker recovery from Windows Recovery Environment (WinRE)
If the system can’t reach the normal login screen, you can still unlock the OS drive from WinRE and proceed with repairs.
Boot into WinRE
- Power on the PC.
- When you see the Windows logo, hold the power button to force shutdown.
- Repeat until you see Preparing Automatic Repair.
- Select Advanced options > Troubleshoot > Advanced options > Command Prompt.
Depending on your Windows build, menu labels can vary slightly, but the route is consistent.
Unlock using diskpart (identify the OS volume)
WinRE’s Command Prompt can help you identify volumes and confirm the OS drive letter once unlocked.
- In Command Prompt, run:
diskpartlist vol- Find the volume that matches your Windows partition (often the largest NTFS partition). Note its drive letter if shown.
- Type
exitto leave diskpart.
If the OS drive is encrypted and won’t unlock from the prompt UI, you may still need the BitLocker recovery screen. If you can’t reach it, use Fix 3 and Fix 4 to restore a boot state that triggers normal unlock prompts.
Fix 3: Boot into safe/offline recovery and repair startup (BCD/boot files)
Sometimes the drive is “locked” because Windows can’t properly start, not because encryption is wrong. Corrupt boot files can prevent BitLocker from reaching the expected unlock flow.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsUse Startup Repair
- Open Advanced options > Troubleshoot.
- Select Advanced options > Startup Repair.
- Choose the Windows installation (usually Windows 10 or Windows 11) and proceed.
Let it complete fully. If it fails, continue with command-line repair attempts.

Rebuild boot configuration (offline commands)
- Go to Command Prompt in WinRE.
- Run:
bootrec /fixmbrbootrec /fixbootbootrec /scanosbootrec /rebuildbcd
If /fixboot fails with “Access is denied,” that’s a permissions/UEFI situation. In that case, rely on Startup Repair, ensure boot mode matches your installation, or use a UEFI-aware method with the correct EFI system partition.
Fix 4: Reconnect or reseat storage and verify BIOS/UEFI settings
Hardware identity changes can trigger BitLocker recovery. Even without encryption changes, a failing connection can make the OS drive appear inaccessible.
Reseat the drive (NVMe/SATA)
- Power off fully.
- Unplug AC power.
- Reseat the NVMe SSD (remove and reinsert) or reseat the SATA drive and power/SATA cables.
- If possible, try a different SATA port or a different NVMe slot.
Verify BIOS/UEFI boot mode
Check whether your system is set to UEFI or Legacy/CSM. The boot mode must match how Windows was installed.
Windows Errors? Fix Them Before They Spread
Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallCrashes, No Sound, or Screen Glitches?
Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minute- If your Windows was installed in UEFI mode, switch boot mode to UEFI (and keep Secure Boot consistent with your original configuration).
- If you recently updated BIOS, revert to the closest settings you had before the update, especially around Secure Boot and TPM.
Fix 5: If you recently changed hardware or used a docking station
BitLocker can key off hardware and boot measurements. Common changes that trigger recovery include replacing the motherboard, enabling/disabling TPM, changing boot order, and swapping drives.
- Docking stations/USB adapters: avoid them when unlocking. Connect the machine directly to power and boot from the internal drive.
- Cloning: cloned drives usually require recovery keys because the encryption binding changes.
- External drives: ensure you didn’t accidentally change the boot order to start from an external USB drive.
Fix 6: Disable/verify disk encryption states safely
Only do this after you’ve unlocked the drive and can boot successfully. Disabling encryption removes future recovery prompts, but it can also reduce protection.
Check BitLocker status in Windows
- Open Settings > Privacy & security (Windows 11) or Update & Security (Windows 10).
- Select Device encryption or search for Manage BitLocker.
- Confirm whether OS Drive is On or Off.
Turn off BitLocker (optional, only if you accept the risk)
- In Manage BitLocker, select the OS drive and choose Turn off BitLocker.
- Keep the PC plugged in. Completing decryption can take time depending on disk size and data volume.
If you can’t unlock, don’t attempt to disable BitLocker blindly from offline tools.

Fix 7: Use Startup Repair, System Restore, or uninstall the last update
If the issue started after a Windows update or driver/BIOS change, you can roll back to a working state.
Uninstall the latest update
- Go to Advanced options > Troubleshoot.
- Select Uninstall updates.
- Try Uninstall latest quality update first, then reboot.
System Restore
- Choose System Restore from Advanced options.
- Select a restore point dated before the error began.
- Proceed and reboot.
System Restore won’t work if it was disabled or no restore points exist.
Advanced: Offline commands when the drive won’t mount
If you can reach Command Prompt but Windows can’t locate the OS partition cleanly, use offline inspection tools. These won’t decrypt the drive for you, but they can validate boot files and system integrity after unlocking.
Use SFC and DISM (offline)
After booting into WinRE and confirming the Windows partition letter (example: D:), run:
sfc /scannow /offbootdir=D:\ /offwindir=D:\Windows- Then run DISM (same drive letter):
dism /image:D:\ /cleanup-image /restorehealth
If you get file corruption errors tied to system components, rerun once, then proceed to boot repair tools.

- Typing the wrong recovery key: the correct key ID matters. If your UI shows a key ID, match it exactly.
- Mixing boot modes: switching between UEFI and Legacy/CSM can break boot and trigger recovery flows.
- Trying to disable BitLocker before unlocking: you can end up with a system you can’t access.
- Disconnecting all drives without a plan: remove externals, but don’t disconnect the actual OS drive.
- Relying on Bluetooth keyboards at recovery prompts: some environments won’t detect pairing devices. Use a USB keyboard if possible.

Frequently asked questions
Where do I find the BitLocker recovery key?
You can often retrieve it from your Microsoft account (sign in to the same account you used when enabling BitLocker), from a file/USB you saved earlier, or from your organization’s IT portal for work/school devices.
Can I bypass the locked drive without the recovery key?
No legitimate method exists to bypass BitLocker without the recovery key or the correct encryption context. If you don’t have the key, you’ll need to retrieve it from the correct source.
What if I entered the recovery key and it still shows locked?
Double-check the Recovery Key ID shown on screen, retype carefully, and retry. Also confirm the OS drive is detected correctly (reseat the SSD/NVMe and ensure BIOS boot mode matches your Windows install).
Does this error mean my files are gone?
Usually, no. A locked BitLocker-encrypted drive keeps data intact. The issue is access, not deletion—unlocking or repairing boot flow should restore access.
Will Startup Repair decrypt my drive?
No. Startup Repair fixes boot issues. If BitLocker is the cause, you still need the recovery key to decrypt/unlock.
Bottom Line
The drive where Windows is installed is locked most often points to BitLocker unlocking failing or a boot/hardware identity mismatch. Start by locating the correct BitLocker recovery key and entering it exactly as prompted.
If unlocking alone doesn’t fix it, pivot to WinRE: run Startup Repair, repair boot files, verify BIOS/UEFI mode, and undo the most recent update or configuration change that preceded the error.
