Fix Microsoft Teams Calls Go Directly to Voicemail [2024]

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If Microsoft Teams calls are going directly to voicemail, the problem usually isn’t “voicemail” itself. It’s call routing—forwarding, Do Not Disturb behavior, missing calling capabilities, or a policy/account mismatch that tells Teams to treat the incoming call as unavailable.

This guide walks you through the practical fixes that work in 2024: verify your call forwarding and DND settings, reset the Teams client, confirm phone system licensing/policies, and test routing from multiple angles so you can prove where it breaks.

What it means when Teams calls go straight to voicemail

“Go directly to voicemail” typically means the caller’s call hits a rule that immediately routes to voicemail without ringing you. In Teams calling, that can happen due to:

  • Call forwarding set to voicemail (or forwarding enabled for all calls).
  • Simultaneous ringing rules that immediately fail over.
  • Do Not Disturb (including OS-level Focus/Sleep) combined with Teams voice behavior.
  • Missing/incorrect calling license or phone system policy.
  • Direct Routing/gateway issues where the carrier leg marks you unavailable.
  • Client-side sign-in state or Teams app cache causing the client to appear offline.

The fastest path is to start with routing settings first (user-level), then confirm licensing/policies (tenant-level), and only then focus on local client troubleshooting.

Before you change anything: quick checks that save hours

These checks help you avoid chasing the wrong layer.

  • Confirm who is affected: only one user or everyone calling your number?
  • Confirm the caller type: do you see it only for external calls (PSTN) or also for Teams-to-Teams?
  • Confirm timing: did it start after an update, device change, re-sign-in, license change, or number port?
  • Check your status: is your Teams presence set to Available, or are you manually setting it to Busy?

If calls to your Teams number go to voicemail immediately and you never ring, assume routing or policy. If calls ring on other devices but not yours, assume client/app or OS notification/sleep behavior.

Fix call routing settings (the most common cause)

In Microsoft Teams, routing rules are often set by users (and sometimes by admins). The goal here is to confirm you’re not forwarding “all calls” to voicemail or treating yourself as unavailable.

Verify call forwarding and simultaneous ringing

On desktop, open Teams and confirm your call forwarding settings. Exact labels vary slightly between classic Teams and new Teams, but the logic is the same.

  1. In Microsoft Teams, go to Settings (profile icon → Settings).
  2. Find Calls.
  3. Locate Call forwarding.
  4. Turn off forwarding options that send calls to voicemail (commonly “Forward my calls” → Off or “Don’t forward”).
  5. Check Simultaneous ringing and ensure it’s not configured to fail over too quickly.
  6. Save changes and wait 1–5 minutes, then test with an external caller.

If your org uses Teams admin voice policies, you may not be able to change forwarding behavior. In that case, proceed to the admin section.

Check Do Not Disturb (including Focus Assist / Sleep modes)

DND can be intentional, but it’s also easy to trigger accidentally—especially on mobile.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. In Teams, make sure you’re not set to Do Not Disturb or Be right back.
  2. On Windows, check Focus Assist (Settings → System → Notifications → Focus).
  3. On iPhone/iPad, check Focus and Sleep Mode (Settings → Focus).
  4. On Android, check Do Not Disturb and any scheduled quiet modes.
  5. Test again by calling your Teams number from a different phone.

If calls go to voicemail even when you’re clearly Available and not in DND, move on to client and licensing/policy checks.

Review voicemail and auto-attendant behaviors

Sometimes voicemail behavior is correct, but routing rules send calls there instantly.

  • If you use Call group / auto attendant / team channel voicemail workflows, confirm you didn’t recently change greeting or transfer rules.
  • If you have multiple forwarding numbers (mobile + desk), verify the destination voicemail/endpoint for “unanswered.”

If you don’t manage these settings yourself, ask your Teams admin to verify the user’s or auto attendant’s call flow.

Fix the Teams app side (client, cache, sign-in state)

If your settings are correct but the client appears “offline” or fails to subscribe to call notifications, incoming calls can fail over to voicemail.

Start with the lowest-effort fix: restart Teams, then sign out/in, then clear cache if needed.

If the Teams desktop client remains unstable after these steps and routing is verified, you can optionally use Outbyte PC Repair for Windows cleanup and system checks, but it will not change Teams voicemail routing.

Windows (classic Teams and New Teams)

Try these in order.

  1. Fully close Teams: right-click the Teams icon in the system tray → Quit.
  2. Press Ctrl + Shift + Esc to open Task Manager.
  3. End tasks for Teams and ms-teams (if present).
  4. Reopen Teams and sign in again.
  5. If calls still go to voicemail, clear Teams cache:
    • In File Explorer, go to %appdata%MicrosoftTeams.
    • Rename the Cache folder to Cache-old.
    • Restart Teams and test.

On Windows workstations, also confirm you’re not using a VPN that breaks real-time audio signaling. Temporarily disable the VPN and test.

macOS (New Teams)

macOS typically needs a clean restart and sometimes a cache reset.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Quit Teams: Teams menu → Quit Teams.
  2. In Finder, go to ~/Library/Application Support/Microsoft/Teams.
  3. Find the Cache folder and rename it to Cache-old.
  4. Reopen Teams, sign in, and test with an external caller.

If you use network filters (corporate proxy, DNS filtering), test on a different network to rule out signaling issues.

iPhone and iPad (iOS)

On iOS, voicemail-routing issues often come from Focus modes or notification permissions.

  1. Open the Teams app and make sure you’re signed in successfully.
  2. Check iOS Focus: Settings → Focus. Temporarily disable any active Focus.
  3. Go to Settings → Notifications → Teams.
  4. Ensure Allow Notifications is enabled.
  5. In Teams settings (inside the app), confirm call notification preferences are enabled.
  6. Restart your iPhone after changes, then test by calling your Teams number.

Also check that iOS hasn’t put Teams into low-power or background restriction due to battery optimization profiles in your org’s MDM.

Android

Android adds battery optimization and per-app notification restrictions that can make the Teams app miss call notifications.

  1. Settings → Apps → Teams → Battery.
  2. Set to Unrestricted (or disable battery optimization for Teams).
  3. Settings → Apps → Teams → Notifications.
  4. Ensure call notifications are enabled.
  5. Check system Do Not Disturb and any scheduled quiet mode.
  6. Restart the phone and test.

If you’re on a managed device, confirm the device compliance policies allow Teams background activity.

Web (Teams in a browser)

Browser Teams isn’t always used for phone calling reachability, but it can help isolate whether the problem is client-only.

  1. Open Teams in your browser (preferably the latest Chrome or Edge).
  2. Sign out and back in.
  3. Disable browser extensions temporarily (ad blockers, privacy tools).
  4. Try an incognito/private window and test an incoming call.

If calls only fail when using the desktop/mobile app but work in the browser, the issue is local client reachability or mobile background restrictions.

Fix calling/capability prerequisites (telephony + licenses)

If your calling capabilities changed (new job, re-licensed account, policy reassignment), Teams might treat you as unreachable and route straight to voicemail.

Confirm phone system + calling plan / Direct Routing requirements

Teams calling requires the right licenses and phone system setup. If those are missing or incorrectly applied, the behavior can look like “instant voicemail.”

  • Calling plan users must have an active calling plan assigned.
  • Direct Routing users must have the correct policy and SBC/integration healthy.
  • Common symptom: internal Teams calls may work, but PSTN calls fail over immediately.

You can’t fully validate license assignment yourself unless you have admin access. If you’re a regular user, ask your Microsoft 365 admin to verify the account’s voice provisioning and phone system enablement.

Check your user’s phone number and policy assignment

If your number or policy changed recently, routing can break until directory sync and policy propagation complete.

  1. Verify the phone number shown in Teams is correct (profile/phone settings).
  2. Ask your admin to confirm the voice routing policy assigned to you matches your expected call flow.
  3. Confirm you’re not in a group/assignment that routes to a voicemail endpoint by default.
  4. Wait 30–60 minutes after changes, then test again.

For many tenants, propagation is not instant; 15 minutes is common, but 60 minutes happens during larger policy changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When it’s not your settings: admin and carrier/provider causes

If multiple callers report the same instant voicemail behavior, or you’ve confirmed your local and personal settings are correct, the tenant-level configuration is the most likely cause.

Teams admin center policy mismatches

Your admin may have assigned a voicemail-forwarding policy, changed call forwarding settings at the routing policy level, or altered the voice routing group behavior.

  • Check your voice routing policy and confirm it doesn’t immediately route to voicemail.
  • Confirm the dial plan and call queue/auto attendant logic if applicable.
  • Validate user assignment to any group that defines failover rules.

Number porting or assignment delays

After number porting, line associations and routing tables can take time to settle.

  • Ask your admin/IT to check the provisioning status for your user number.
  • If you recently changed numbers, test after propagation and validate you can place outbound calls with the correct line.

Operator / gateway issues (Direct Routing)

With Direct Routing, the SBC/carrier leg can cause calls to your number to be treated as “unavailable” and routed to voicemail.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Ask your admin to review SBC connection health and recent signaling logs.
  2. Verify trunk/provider status and any recent firewall/network changes.
  3. Check whether only external (PSTN) calls are affected while Teams-to-Teams remains normal.

If only PSTN calls go to voicemail and internal calls work, Direct Routing or carrier-side routing is a prime suspect.

Test and isolate: prove where the routing breaks

When you want a definitive answer, isolate the problem by changing only one variable at a time.

Use an external number and a Teams-to-Teams test

  1. Call your Teams user from an external mobile number.
  2. Call the same user from another Teams user internally.
  3. Compare results:
    • If both route to voicemail: likely user routing/DND or tenant policy.
    • If only external routes: likely license/trunk/Dial plan/Direct Routing.

Try the same call from two different devices and networks

  1. Make sure Teams is signed in on device A.
  2. Call from the same external number to confirm behavior.
  3. Repeat on device B (different network if possible: home vs office Wi-Fi or LTE hotspot).

If it works on one device but not the other, focus on that device’s notifications, battery restrictions, and Teams cache.

Capture error details and call logs

For admins: collect timestamps, caller numbers, and any relevant call logs from the Microsoft 365/Teams admin tooling. For regular users: note the time of day and whether your Teams presence changed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the issue is recurring, call logs can pinpoint whether the call is forwarded immediately or after an unanswered timeout.

Common mistakes that keep causing voicemail routing

  • Leaving call forwarding enabled while forgetting it exists (especially during travel).
  • Scheduling Focus on mobile so calls don’t ring during work hours.
  • Using battery optimization on Android that restricts background notification delivery.
  • Multiple devices where one device is signed in and “stealing” reachability rules while another device is restricted.
  • Assuming Teams presence equals call routing—voice routing can follow separate rules.
  • Recent license/policy change where you test before propagation completes.

Troubleshooting flow (if the first fix doesn’t work)

Use this sequence to avoid random changes.

  1. Confirm routing intent: In Teams Settings → Calls, ensure call forwarding is Off and you’re not configured to forward to voicemail.
  2. Confirm availability: Turn off DND/Focus on the affected device and set Teams status to Available.
  3. Restart client: Quit and relaunch Teams. If needed, clear Teams cache (Windows/macOS).
  4. Re-check mobile restrictions: iOS Focus disabled; Android Teams battery optimization set to Unrestricted.
  5. Validate capability: Have admin verify phone system/calling plan/Direct Routing provisioning and your voice policy assignment.
  6. Isolate call type: Test PSTN vs Teams-to-Teams to narrow whether the issue is external routing.
  7. Escalate with evidence: If it still fails, provide timestamps and call samples so admin can trace policy routing.

Once you find the trigger, document it—call forwarding and Focus modes are the top two “silent” causes.

FAQs

Why do Microsoft Teams calls go to voicemail immediately even when I’m in the office?

Most commonly, call forwarding or routing rules are enabled (including forwarding when unanswered) or you’re in an OS-level Focus/Sleep mode that causes Teams to behave as unavailable.

Another frequent cause is a policy/license change that hasn’t propagated correctly, or a Direct Routing trunk issue that marks your endpoint unreachable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do Teams-to-Teams calls work if PSTN calls go to voicemail?

Yes—if only external calls fail, the issue is often tied to calling capabilities (dial plan/voice routing policy) or Direct Routing/carrier routing rather than local app reachability.

Can I stop voicemail routing without admin access?

Often, yes. Check your Teams Settings → Calls for call forwarding, then verify DND/Focus and mobile notification restrictions. If the policy is admin-managed, you may still need admin help to change routing behavior.

What if I clear cache and it still goes to voicemail?

Then focus on routing/policy rather than the client. Re-test with a Teams-to-Teams call and confirm whether PSTN-only calls are impacted. After that, escalate to your Microsoft 365 admin to verify voice policies, licensing, and provisioning.

Bottom Line

When Microsoft Teams calls go directly to voicemail, treat it like a routing problem first. Verify your call forwarding, simultaneous ringing, and Do Not Disturb/Focus behavior—then reset the Teams client and confirm your licensing/policy setup.

If PSTN calls fail but Teams-to-Teams works, the fastest diagnosis is usually tenant telephony configuration or Direct Routing/gateway health. Use the isolation tests to prove the scope, and you’ll get to the fix quicker.
