If L.A. Noire will not launch on Windows 11, first match the failure to its symptom: a Steam copy frozen on the neon-sign screen, the exact “Failed to create d3d resource” error, or a launcher/game that never opens. Rockstar has specific steps for the first two; a general startup failure needs its own diagnosis. Rockstar lists Windows 10 64-bit as the PC operating-system requirement, but that alone does not establish that Windows 11 is incompatible.
Start by identifying where startup fails
Before changing settings, note which store version you have, whether the game process appears in Task Manager, the last screen shown, and the exact error text. Also record your graphics-card model and driver version. These details help distinguish Rockstar’s documented Steam title-screen freeze and Direct3D error from a launcher, account, or other startup problem.

If Steam freezes on the neon-sign screen
Rockstar Games Customer Support identifies inadequate administrator permissions for Steam or L.A. Noire, or software preventing game files from updating, as likely causes of this particular freeze. Its Steam-specific steps are:
- Quit L.A. Noire and fully close Steam, including its tray process.
- Reopen Steam using Run as administrator.
- If security software is preventing the game or its supporting files from updating, Rockstar says a temporary disable may be needed once to allow the update. Follow your security software provider’s instructions, and turn protection back on afterward; do not leave it disabled.
- In Steam, open the game’s Properties, go to Local Files, and select Verify Integrity of Game Files.
- Launch the game again and follow any Rockstar account sign-in prompt that appears.
These steps address the Steam neon-sign/title-screen freeze, not every reason a game might fail to start. Rockstar’s Steam frozen-title-screen guidance describes administrator permissions as the most likely cause it identifies.

If startup reports “Failed to create d3d resource”
For this exact boot error, Rockstar recommends checking that the latest graphics driver is installed, confirming that software prerequisites—especially DirectX—are installed and updated, and trying the -windowed launch option. Rockstar notes that the wording or variation of the error can depend on the graphics-card model, driver, and DirectX version.
- Install or update the graphics driver appropriate for your graphics card.
- Check that the required supporting software is installed and updated, particularly DirectX.
- Try
-windowedusing the launch-option method in the next section, then start the game again.

Use launch switches only when they fit the problem
Rockstar documents placing PC parameters in a commandline.txt file in the game’s root folder. Steam users can instead enter a parameter in the game’s Properties, under General in Launch Options. Try one relevant switch at a time; remove it if it does not help so you can tell what changed.

Check the store client and account requirements
L.A. Noire appears on Rockstar’s list of PC titles supported through the Rockstar Games Launcher. For a Steam installation, Steam continues to manage the installation and updates, and must be running for updates. Do not treat bypassing the owning client as a general troubleshooting step. See Rockstar’s supported-title list and its Steam installation guidance.
Rockstar’s published PC requirements also call for a Rockstar Games account and internet access for activation, online play, and periodic entitlement verification. The listed supporting software includes the Rockstar platform, DirectX, Chromium, and Microsoft Visual C++ 2008 SP1 Redistributable Package. If a launch failure involves sign-in or entitlement verification, check that the required account and connection are available.

What Rockstar’s Windows 11 support information establishes
Rockstar’s PC requirements page, last updated February 19, 2024, lists Windows 10 64-bit as the minimum operating system. Its separate Rockstar Games Launcher supported-title list, last updated October 22, 2024, includes L.A. Noire. The OS requirement and launcher catalog answer different questions: neither explicitly confirms Windows 11 game compatibility. The accurate conclusion is that Rockstar lists Windows 10 64-bit and does not explicitly confirm Windows 11 compatibility in the reviewed support material.

The same requirements page lists 2 GB of memory, 16 GB of storage, and a DirectX 9-compatible sound card. Rockstar cautions that some mobile, integrated, and AGP graphics may be incompatible, and that unlisted specifications may not be supported. If the game still will not open
If the symptom-specific steps do not resolve the problem, gather the exact error text, store/version, Windows build, graphics-card model and driver, whether other DirectX games work, and relevant launcher logs before contacting Rockstar Support. That information can help separate a graphics initialization failure from an account or launcher problem; the available official guidance does not identify one fix for all startup failures.
