To monitor a Google Cloud VM running a 24/7 YouTube stream, create a Cloud Billing budget scoped to the project hosting the VM, set threshold alerts, and verify that the right people receive them. You can filter the budget to Compute Engine for a narrower view. Alerts are notifications, not a spending cap: they do not automatically stop the VM or its charges.
Set up a budget for the streaming VM
- In the Google Cloud console, open Billing → Budgets & alerts for the billing account linked to the project running the stream.
- Create a budget and select the project that contains the VM. A project-scoped budget is a practical starting point when you want to monitor charges associated with the stream project.
- If you want to focus on VM compute charges, apply a Compute Engine service filter. Verify the project and filters before saving so the budget covers the charges you intend to monitor.
- Set threshold rules that give someone time to respond. There is no universally correct threshold schedule; percentages are configurable choices, not Google-required settings. You could use multiple rising thresholds rather than waiting for one alert close to the budget amount.
- Save the budget, then check who will receive notifications and whether they can access the budget in the console.
Budget scope matters: budgets can cover a billing account or be filtered to projects and services. If your stream VM shares a project with other workloads, a project budget will not isolate the VM’s charges; a Compute Engine service filter narrows the view by service, not necessarily to one individual VM.

Choose who receives the alert
Default budget emails go to billing account administrators and users. For single-project budgets, project owners can also be notified in preview. If an operator outside those roles needs email alerts, Cloud Monitoring email channels can be linked to a budget, with up to five email channels per budget.

- If a recipient needs to inspect or change the budget, confirm they have the required permissions; receiving a notification does not itself grant console access.
- After configuring recipients, verify the alert destination and ensure someone is responsible for checking and acting on messages.
Understand what a billing alert will—and will not—do
Google Cloud states: “Setting an alerts-only budget doesn’t automatically cap Google Cloud or Google Maps Platform usage or spending.” An alert can prompt an operator to investigate or stop a VM, but the notification alone does neither. If the VM keeps running, its charges can continue after a threshold alert.

Compare email alerts with automated action

Use Pub/Sub only with a deliberate response plan
Google Cloud supports publishing budget notifications to Pub/Sub. Its budget figures are estimates and can change before invoice finalization, so do not treat an alert message as a final bill. Google also documents a Cloud Run function pattern for selectively stopping Compute Engine VMs in response to budget notifications.
Before automating a stop, test the handler and decide what should happen if messages are delayed, duplicated, or not processed. Stopping the streaming VM interrupts the service running on it and can end the YouTube live stream. Automation is not a substitute for monitoring the notification pipeline or deciding which VM may be stopped.

Check India payment settings separately
A budget alert does not fix a failed payment or establish that a payment method is eligible. Check the billing account’s payment profile, currency, eligibility, and billing status separately.
- Google lists UPI for qualified organizations in India paying for Google Cloud subscriptions in INR; this does not establish availability for every personal account.
- Google’s payment documentation says Indian banks might decline automatic recurring card charges above INR 15,000 because of RBI regulations. This is a possible payment-processing issue, not a budget threshold or a guaranteed result for every card. If automatic payments are declined, Google’s documentation recommends manual payment.
Estimate the 24/7 VM cost from its actual configuration
The title alone is not enough to calculate a reliable monthly total. Compute Engine rates vary by machine type and region or zone. Google lists Mumbai (asia-south1) and Delhi (asia-south2) as Compute Engine regions, but the applicable rate depends on the selected machine type and location.

Build the estimate using the exact machine type, region or zone, disk configuration, network pattern, applicable discounts, and billing currency. Google Cloud’s network pricing lists traffic from a Google Cloud VM to specified Google products, including YouTube, as no charge in that particular VM-to-Google service category. That does not make the VM, disk, traffic to other destinations, or the complete always-on setup free. Check the live pricing calculator or price tables for current figures; pricing can change.

No alert arrives
- Recheck that the budget is attached to the billing account linked to the VM project.
- Confirm that the intended project and service filters are selected.
- Review the configured recipients and, if using Cloud Monitoring email channels, confirm that the relevant channel is linked to the budget.
- Check whether the recipient has access to the budget if they need to open it in the console.
The alert arrives, but VM charges continue
This is expected for an alerts-only budget. The alert does not stop usage. An operator must take action, or you must deliberately configure and test an automated response.

Automation stops the wrong VM or interrupts streaming
Review the handler’s resource-selection logic and test it against the intended VM before relying on it. Confirm that stopping the selected VM is an acceptable response: it will interrupt the service running there and may end the live stream.

Check the payment profile’s eligibility and billing status.
